MINUTES OF A REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON HELD DECEMBER
18,1979, AT TWO O'CLOCK, P.M., IN THE COUNCIL
CHAMBER OF THE CITY HALL, LOCATED AT 4305
SANTA FE AVENUE, VERNON, CALIFORNIA

The meeting was called to order by Mayor Malburg at 2:00, p.m.
. It was moved by Ybarra, seconded by McCormick, that the minutes of the December
4, 1979 Council t~eeting, be held over until the first meeting in January, 1980.
Motion carried.
The City Clerk announced that this was the time and place for opening of bids
for IISafety Striping, 1980."
It was moved by Ybarra, seconded by Gonzales, that the clerk be instructed to
open and read the bids as submitted. Motion carried.

R & M Highway Improvements

It was moved by McCormick, seconded by Ybarra, that the bids received for
IISafety Striping, 198011, be referred to the City Attorney and the Public Works
Director for further review. Motion carried.
Health Department Activity Report, month of November, 1979, was submitted.
It was moved by Kaeser, seconded by Gonzales, to receive and file the Health
Department Report of November, 1979. Motion carried.
Communication from Arthur E. Nelson, Director of Public Works/Building, dated
December 5, 1979, requesting authority and funds for himself and Ray Rich to attend
the 1980 California Water Pollution Cibtrick Association, Southern Regional Industrial
Conference/Workshop, on January 17, 1980, in Los Angeles, California, with a regis-
tration fee of $20.00 each. Motion carried.
It was moved by Gonzales, seconded by Ybarra, that Arthur E. Nelson's request
be approved and authority granted to issue warrant in the amount of $20.00 a piece.

Communication from Acting Chief Espinoza, dated November 29, 1979, requesting
authority and funds for Sergeant Robert L. Anderson to attend the Annual Training
Seminar of California State Robbery Investigators Association, on February 8. 1980,
in San Francisco, California, with a bUdgeted allowance of $276.00.
It was moved by McCormick, seconded by Kaeser, that Acting Chief Espinoza's
request be approved and authority granted to issue warrant in the amount of $276.00
to Sergeant Anderson. Motion carried.
Police Department Activity Log, December 1-15, 1979, was presented.
It was moved by Ybarra, seconded by McCormick, that the Police Department
Activity Log be received and filed. Motion carried.
IIWarrant Register No. 53911 covering claims and demands presented during the
period of December 1 to 15th, which included Demands Nos. 92064 to 92201 (both
inclusive) excluding voided Demands Nos. 92093, 92101, 92122 and 92163, drawn on
the United California Bank, totaling $298,588.55 (Light and Power Warrants $230,911.33)
It was moved by Ybarra, seconded by Gonzales, that IIWarrant Register No. 53911
be approved and payment authorized for Demands Nos. 92064 to 92201 (both inclusive)
excluding voided Demands Nos. 92093,92101,92122 and 92163, with no other exceptions.

"payroll Warrant Register No. 271" presented during the period of October
21 to December 1,1979, which includes Demands Nos. 2949 to 2975, (both inclusive),
drawn on the Crocker National Bank, totaling $659,789.47 (Accounting Period November,
1979. )
It was moved by Ybarra, seconded by Gonzales, that "Payroll Warrant Register
No. 271," be approved and payment authorized for Demands Nos. 2949 to 2975 (both
inclusive) with no other exceptions. Motion carried.
Recommendation from David B. Brearley, rejecting claim submitted by Robert
L. Moray, Attorney at Law, dated November 21,1979, on behalf of Martin Kusher and
Moe Fox.
It was moved by McCormick, seconded by Gonzales, that David Brearley's recom-
mendation to reject the claims submitted by Robert L. Moray, Attorney at Law, dated
November 21,1979, for Martin Kusher and Moe Fox, against the City of Vernon, be
approved. Motion carried.
Communication from Bruce V. Malkenhorst, City Administrator/City Clerk, re-
questing that the recommendations made at the Personnel Committee Meeting held December
17, 1979, be approved as submitted.
It was moved by Gonzales, seconded by Ybarra, that the Personnel Committee
recommendations be approved as submitted. Motion carried.
Communication from Bruce V. Malkenhorst, City Administrator/City Clerk, re-
questing the the recommendations made by the Finance Committee held December 17, 1979,
be approved as submitted.
It was moved by Ybarra, seconded by Gonzales, that the Finance Committee
recommendations be approved as submitted. Motion carried.
Resolution No. 4687 - A Resolution of the City Council of the City of Vernon
approving-an-Amendment-to-the Memorandum of Understanding between the Municipal
Employee Relations Representative of the City of Vernon and the Vernon Police Officers'
Benefit Association (Employee Group 2) (August 23, 1979), was presented.
It was moved by Kaeser, seconded by Ybarra, that Resolution No. 4687, be qp-
proved and adopted. Motion carried.

At this time, 2:45 o'clock, p.m., it was moved by Gonzales, seconded by
Ybarra, that: the City Council go into executive session under attorney/client privilege.
Motion carried.
All persons with the exception of the City Administrator/City Clerk, the City
Attorney, City Electrical Engineer, , were excluded from the executive
session.
Mayor, Malburg ordered that all communications to and from the executive session
were deemed private.
Paul Hendricks, Electrical Engineer for the City of Vernon, was excused from
further attendance for the remainder of this meeting, at 3:05 o'clock, p.m.
At this time, 3:07 o'clock, p.m., it was moved by Gonzales, seconded by Ybarra,
that the City Council go out of executive session and resume regular session.
Motion carried.
There being no further business to come befor the City Council, it was moved
by Kaeser, seconded by McCormick, that the meeting adjourn. Motion carried.
