MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL, HELD JUNE 17, 1980, AT
TWO O'CLOCK, P,M" IN THE COUNCIL
CHAMBER OF THE CITY HALL, LOCATED AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA

The meeting was called to order by Mayor Malburg,
The minutes of the City Council meetings held May 23, 28 and June 3, 1980, were
presented for approval.
At this time the Mayor declared a recess,
At 2:20 o'clock, p,m" the City Council reconvened, all members in attendance.
It was moved by Kaeser, seconded by Ybarra, that the minutes of the City
Council meetings held May 23, 28 and June 3, 1980, be approved as written and sub-
mitted, Motion carried.
The City Clerk announced that this was the time and place for opening of bids
of Purchasing Department Quotation No. 1146, Diesel Fuel No, 4 for the Vernon
Diesel Plant,
It was moved by Gonzales, seconded by Kaeser, that the Clerk be instructed
to open and read the bids submitted, Motion carried,
The City Clerk opened and read the following bids:

It was moved by McCormick, seconded by Gonzales, that the bids received for
Quotation No. 1146, Diesel Fuel No.4, be referred to the Purchasing Agent for
review and recommendation. Motion carried,
The minutes of the Finance Committee meeting held June 9, 1980, were submitted
for approval of r~commendations.
It was moved by Kaeser, seconded by Ybarra, that the minutes of the Finance
Committee meeting held June 9, 1980, be approved and that the recommendations con-
tained therein be adopted. Motion carried,
Communication from Arthur E. Nelson, Director of Public Works/Building, dated
June 9, 1980, recommending the bids received for Contract No. 436, Apparatus Doors
for Fire Station No.1, be rejected and authority granted to negotiate a purchase
order for the work, was presented,
The Director of Public Works reported that a meeting with the bidding contractor
to determine the cost associated with each part of the bid will be held, as a basis
to reach a future recommendation,
It was moved by Kaeser seconded by Ybarra, that the Don La Force Association,
Inc., bid on Contract No. 436, Apparatus Doors for Fire Station No.1, be rejected
at this time. Motion carried.
Communication from Bruce V, Malkenhorst, City Administrator, dated June 12,
1980, recommending participation to support legal actions in regard to the American
Water Works Association and execute payment in the amount of $50,00, was presented,
It was moved by McCormick, seconded by Gonzales, that the recommendation of the
City Administrator, for Vernon's participation to support legal actions in regard to
the American Water Works Association, be approved and authority be granted to issue
warrant in the amount of $50.00 to the Association, Motion carried,
Summons and Complaint, Safeway Stores, Inc., a Maryland Corporatton, vs, County
of Los Angeles, City of Vernon, et al., received June 5,1980, and Acknowledgment
of Receipt of same, Superior Court Case No. C291802 for refund of taxes in the
amount of $2,074,75, together with interest, per Sec, 415.30 of the California Code
of Civil Procedure, was presented.

Inc., be denied, that the City Clerk be authorized ta execute the Acknowledgment

approved and payment authorized for Demands Nos. 93419 ta 93564 (both inclusive)

Power Warrants $4,506,963.10) with no ather exceptians. Motian carried.

It was moved by Kaeser, seconded by Gonzales, that the recomm~ndation of the
City Admini strator: be approved arid au'thori_ty granteg to issue eleven. 'OJ) warrants
in the amount of $37,00 and seven warrants, in the amount of $32,00, to attending
fire department personnel, Motion carried,
Communication from Bruce V, Malkenhorst, City Administrator, dated June 17, 1980,
recommending a resolution be adopted to award the City Hall Janitorial Contract
Service (Contract #003) to Korean Maintenance Company of Los Angeles, was presented,
Resolution No, 4738 - A Resolution of the City Council of the City of Vernon
Accepting the Bid of Korean Maintenance Company of Los Angeles for City Hall
Janitorial Service, in Accordance with Contract No. 003 of the City of Vernon
and Rejecting all Other Bids, was presented.
It was moved by Gonzales, seconded by Ybarra, that Resolution No, 4738 be
approved and adopted, Motion carried.

At this time the Mayor invited members of the Staff to address the City Council
on any matter concerning their Department.
The Director of Public Works reported on the Graffiti problem at several
locations in the City, stating as soon as the consent forms are received, action
will be taken to obliterate the inscriptions,
Paul P. Hendrtcks, Consulting Electrical Engineer, advised that. the new
re-sale fuel clause adjustment has been set at ,716<t per KWH, which is lower
that the forecast,
LewisR, Adams, Public Works Department, stated he attended a meeting of the
California Energy Commission at which they proposed a requirement of 20% reduction
in commercial and industrial power use, The members attending expressed their
opinion to the commission that such a reduction was improbable,
Victor Vaits, Building Department, reported that due to the high interest
rates, building permits have fallen off slightly from the figure reported several
months ago.
The City Attorney reported that during the investigation into the irregularities
of the April 8, 1980, General Municipal Election, Leonard Weissman was engaged to
serve subpoenas, obtain copies of public records, etc" and that he has presented
his invoice for services rendered to date, in the amount of $3,365.31. The City
Attorney advised that he has reviewed the statement and recommended that the Council
authorize payment of same,
It was moved by Kaeser, seconded by Gonzales, that the statement of Leonard
Weissman, Investigator, for services rendered, be approved and that authority be
granted to issue warrant in the amount of $3,365.31 to Leonard We"issman, Motion
carried,
There being no further business to come before the City Council, it was moved
by McCormick, seconded by Ybarra, that the meeting adjourn, Motion carried,
