MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL, HELD JUNE 29, 1981
AT 4:30 O'CLOCK, P.M., IN THE COUNCIL
CHAMBER OF THE CITY HALL, LOCATED AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA

MEMBERS PRESENT: Malburg, Ybarra, McCormick, Davis
MEMBERS. ABSENT: Gonzales (Arrived at 4:56 o'clock, p.m.)
The meeting was called to order by Mayor Malburg.
At this time the Mayor declared a recess.
At this time, 4:56 o'clock, p.m., the City Council reconvened in
regular session, all members present before the recess, again being present.
Councilman Gonzales assumed his seat on the council at 4:56 o'clcock,
p.m.
A discussion was held with regard to the transfer of the public works
system from Santa Fe Land Improvement Company to the City of Vernon.
Arthur Nelson, Director of Community Services, o~tlined seven
documents, contained in Exhibit 11011.
Bob Howe, Chief Engineer for Santa Fe Land Improvement Company,
addressed the City Council, relating that he was pleased to be a part of the
transfer.
RESOLUTION NO. 4814 - A Resolution of the City Council of the City of
Vernon Approving And Accepting The Transfer Of The IIPublic Works Systemll From
Santa Fe Land Improvement Company To The City Of Vernon Providing For Th~
Establishment Of A Special District Served By Said Public Works System, was
presented.
It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4814,
be approved and adopted. Motion carried.

The City Attorney suggested at this time, that an Urgency Ordinance
be placed into effect establishing water fees and sewage charges, also
establishing water rate and special charges on services provided by the City
of Vernon for the Special CMD District.
ORDINANCE NO. 914 - An Urgency Ordinance of the City Council of the
City of Vernon Adding Article 3, Sections 25.46 Thru 25.50 To Chapter 25 Of
The Code Of The City Of Vernon, California, 1959 - Establishing Rates And
Charges For The Sale Of Water In The Special CMD District In The City Of
Vernon, was read as Urgency Ordinance, to be effective June 30, 1981,
upon approval and repealing all Ordinances and Parts of Ordinances In
Conflict Therewith, was presented. (First and Final Reading)
It was moved by McCormick, seconded by Davis, that Ordinance No. 914
receive and pass a first and final reading. Motion carried.

At this time, 5:14 o'clock, p.m. it was moved by Ybarra, seconded
by McCormick, that the City Council go into executive session, under Section
54957 Government Code. Motion carried.
All persons with the exception of the City Administrator/City Clerk
and the City Attorney were excluded from the executive session.
Mayor Malburg declared all communications to and from the executive
session were deemed private and confidental.
At this time, 6:00 o'clock, p.m., it was moved by McCormick, seconded
by Ybarra, that the City Council go out of executive session and adjourn to
4:450'clock, p.m., June 30, 1981. Motion carried.
