19810630 Regular City Council Meeting - Minutes I I MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL, HELD JUNE 30, 1981, AT 4:45 O'CLOCK, P.M., IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Malburg, McCormick, Ybarra, Davis MEMBERS ABSENT: Gonzales (Arrived at 5:39 o'clock, p.m.) The meeting was called to order by Mayor Malburg. Communication from Bruce V. Malkenhorst, City Administrator, dated June 22, 1981, 1981, requesting authority and funds for William McCormick, Thomas Ybarra, David Brearley and Bruce Malkenhorst to attend Southern California Public Power Authority Briefing & Inspection of a Palo Verde Nuclear Generating Station in Phoenix, Arizona, on July 9, & 10, 1981, with an expense allowance of $250.70 each, with the exception of Bruce Malkenhorst who is requesting an expense allowance of 350.70 which would include funds' for car rental, was presented. It was moved by McCormick, seconded by Davis, that City Administrator be approved and authority be granted to the amount of $250.70 to William McCormick, Thomas Ybarra, warrant in the amount of $350.70 to Bruce V. Malkenhorst. the request of the issue warrants in David Brearley, and Motion carried. Communication from Bruce V. Malkenhorst, City Administrator, dated June 30, 1981, recommending the hiring of one Mrs. Stella Chavez as Transcriber Typist/Clerk Grade VI, with a monthly salary of $964.00, effective June 30, 1981. Mrs. Chavez has passed her pre-employment physical and continuation of her employment is based on the results of her background investigation, was presented. It was moved by Ybarra, seconded by Davis, that the request of the City Administrator to hire Mrs. Stella Chavez as Transcriber Typist Clerk, Grade VI, with a monthly salary of $964.00, effective June 30, 1981, be approved. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator, dated June 24, 1981 transmitting minutes of the Finance Committee meeting, held June 18, 1981, for approval of recommendations contained therein, was presented. It was moved by McCormick, seconded by Ybarra, that the minutes of the Finance Committee Meeting held on June 18, 1981, be approved as written and recommendations contained therein be adopted. Motion carried. Communications from Bruce V. Malkenhorst, City Administrator, dated June 25, 1981, transmitting minutes of an Adjourned Meeting of the Finance Committee, held June 22, 1981 for approval of recommendations contained therein, was presented. It was moved by Ybarra, seconded by McCormick, that the minutes of the Finance Committee Meeting held June 22, 1981, be approved as written and recommendations contained therein be adopted. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator, dated June 24, 1981, transmitting minutes of the Finance Committee Meeting held June 23, 1981, for approval of recommendation contained therein, was presented. It was moved by Davis, seconded by McCormick, that the minutes of the Finance Committee Meeting held June 23, 1981, be approved as written and recommendations contained there be adopted. Motion carried. '5'70 I I =2= 6/30/81 ORDINANCE NO. 912 - An Ordinance of the City Council of the City of Vernon Amending Section 2.35 Of The Code Of The City Of Vernon, California, 1959, To Provide For The Compensation Of Library Trustees Serving On The Board Of Library Trustees And Repealing All Ordinances And Parts of Ordinances In Conflict Therewith was presented. (Second and Final Reading) It was moved by Ybarra, seconded by Davis, that Ordinance No. 912, receive and pass a second and final reading by title, and the Ordinance No. 912 be approved and adopted. Malkenhorst, City Administrator, dated June 30, 1981, recommending approval to terminate Lester Lloyd, a probationary employee in the Community Services Department, effective immediately, was presented. It was moved by McCormick, seconded by Davis, that this it~ be deferred until executive session, later the same day. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator, recommending the hiring of Steven W. Gresham for temporary employment, at an hourly rate of $4.00, effective June 29, 1981, with Mr. Gresham being assigned to the Community Services Department, was presented. It was moved by Ybarra, seconded by McCormick that the request of the City Administrator to hire Mr. Steven W. Gresham as a temporary employee, at an hourly rate of $4.00, effective 6/29/81, be approved. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator, dated June 30, 1981, recommending that Lois J. Hilton be advanced from Senior Accountant Grade I, to Chief Deputy City Clerk Grade I, effective July 1, 1981, was presented. It was moved by Ybarra, seconded by McCormick, that the recommendation of the City Administrator be approved and that Lois J. Hilton be advanced from Senior Accountant I to Chief Deputy City Clerk, Grade I, effective July 1, 1981. Motion carried. At this time, 5:25 o'clock, p.m., the Mayor delcared a recess. At this time, 5:39 o'clock, p.m. the City Council reconvened in regular session, all members present before the recess, again being present. Councilman Gonzales assumed his seat on the council at 5:39 o'clcok, p.m. AYES: NOES: Absent: McCormick, Ybarra, Malburg, Gonzales, Davis None None Communication From Bruce V. It was moved by Ybarra, seconded by McCormick, that the minutes of the Finance Committee Meeting, held June 30, 1981, be approved as written and recommendations contained therein be adopted. Motion carried. Communication from Bruce V. RESOLUTION NO. 4817 - A Resolution of the City Council of the City of Vernon Fixing The Compensation For Certain Employees Of Said City As Of July 1, 1981, Authorizing Certain Expense Allowances, And Repealing All Resolutions In Conflict Therewith. was presnted. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4817, be approved and adopted. Motion carried. AYES: NOES: Absent: Gonzales, Ybarra, Malburg, McCormick, Davis None None RESOLUTION NO. 4816 - A Resolution of the City Council of the City of Vernon Amending Section 4 Of Resolution No. 4668 Respecting Vacation Policies For Employees Of The City Of Vernon and Repealing All Resolutions In Conflict Therewith, was presented. It was moved by McCormick, seconded by Ybarra, that Resolution No. 4816 be approved and adopted. Motion carried. AYES: NOES: Absent: McCormick, Ybarra, Malburg, Gonzales, Davis None None RESOLUTION NO. 4818 - A Resolution of the City Council of the City of Vernon Establishing Compensation For The City Attorney, David B. Brearley, In Accordance With That Certain Amendment To The City Attorney Employment Agreement Approved By Resolution No. 4774, was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4818 be approved and adopted. Motion carried. AYES: McCormick, Gonzales, Malburg, Ybarra, Davis NOES: None Absent: None ORDINANCE NO. 913 - An Ordinance of the City Counci.l of the City of Vernon Repealing Ordinance No. 894 And Providing For Salary And Expense Allowance For Members Of The City Council Of The City Of Vernon, was presented. (Fi rst Readi ng) It was moved by Gonzales, seconded by McCormick, that Ordinance No. 913 receive and pass a first reading. Motion carried. AYES: NOES: Absent: Gonzales, McCormick, Malburg, Ybarra, Davis None None ~RESOLUTIONNO.4815 - A Resolution of the City Council of the City of Vernon Approving A budget For The Fiscal Year 1981-1982, was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4815 be approved and adopted. Motion carried. AYES: NOES: Absent: MCCormick, Gonzales, Malburg, Ybarra, Davis None None At this time 5:52 o'clock, p.m., it was moved by McCormick, seconded by Ybarra, that the City Council go into executive session under Section 54957 of The Government Code. Motion carried. All persons with the exception of the City Administrator/City Clerk and the City Attorney and the Director of Community Services, were excluded from the executive session. Mayor Malburg declared all communications to and from the executive session were deemed private and confidential. 572 I I =4= 6/30/81 At this time 6:12 o'clock, p.m.~ it was moved by Gonzales, seconded by Davis, that the City Council go out of ~xecutive session and resume regular session. Motion carried. . The Director of Community Servipes was excused at 6:12 o'clock, p.m. Communication from Bruce V. Malkenhorst, City Administrator, dated June 30, 1981, recommending approval to! terminate Lester Lloyd, a probationary employee in the Community $ervices Department, effective immediately, was presented. . It was moved by McCormick, secohded by Ybarra, that the recommendation of the City Administrator be approved apd the termination of Lester Lloyd be effective immediately. Motion carried.i At this time 6:20 o'clock, p.m.!, it was moved by McCormick, seconded by Ybarra, that the City Council go intp executive session under Attorney/ Client privilege. Motion carried. . Mayor Malburg excused Councilmab Davis at 6:20 o'clock p.m. All persons, with the exception! of the City Administrator and the City Attorney, were excluded from the execut~ve session. Mayor Malburg declared all comm~nication to and from the executive session were deemed private and confidehtial. At this time, 6:30 o'clock, p.ml., it was moved by Gonzales, seconded by McCormick, that the City Council go but of executive session and resume regular session. Motion carried. . Councilman Davis resumed his sebt on the council, at this time.
