19811110 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL HELD NOVEMBER 10, 1981 AT 5:00 O'CLOCK, P.M., IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Malburg, Ybarra, McCormick, Gonzales, Davis MEMBERS ABSENT: None I The meeting was called to order by Mayor Malburg. It was moved by McCormick, seconded by Ybarra, that the minutes of the regular City Council Meeting held November 3, 1981, be approved as written and submitted. Motion carried. ORDINANCE NO. 916 - An Ordinance of the City Council of the City of Vernon Authorizing The Issuance Of Power Project Revenue Bonds By Southern California Public Power Authority And Repealing Ordinance No. 908, was read by title for a second and final reading. It was moved by Gonzales, seconded by Ybarra, that Ordinance No. 916 receive and pass a'second reading and be adopted. Motion carried. AYES: Gonzales, Ybarra, Malburg, McCormick NOES: None Absent: None Abstained; Councilman Davis ORDINANCE NO. 917 - An Ordinance of the City Council of the City of Vernon Authorizing The Issuance Of Notes By Southern California Public Power Authority And Repealing Ordinance No. 908, was read by title for a second and final reading. It was moved by McCormick, seconded by Gonzales, that Ordinance No. 917 receive and pass a second reading and be adopted. Motion carried. AYES: McCormick, Gonzales, Malburg, Ybarra NOES: None Absent: None Abstained: Councilman Davis I ORDINANCE NO. 918 - An Ordinance of the City Council of the City of Vernon Approving The Terms And Conditions Of A Power Sales Contract Between Southern California Public Power Authority And The City Of Vernon And Authorizing The Execution Of And Delivery Of Said Agreement By Officers Of The City Of Vernon, was read by title for a second and final reading. It was moved by Ybarra, seconded by McCormick, that Ordinance No. 918 receive and pass a second reading and be adapted. Motion carried. AYES: Ybarra, McCormick, Malburg, Gonzales NOES: None Absent: None Abstained: Councilman Davis Communication from Bruce V. Malkenharst, Finance Director recommending, approval of a vehicle rental to be used far the Independent Cities Association Conference, November 11-15, 1981, not to exceed $500.00, was presented. It was moved by Ybarra, seconded by McCormick, that the recommendation of the Finance Director be approved and authority be granted to issue warrant not to exceed the amount of $500.00, for vehicle rental when invoice is submitted. Motion carried. At this time, 5:40 o'clock, p.m., it was moved by Ybarl1a, seconded by McCormick, that the City Council go into executive session under Attorney! Client privilege. Motion carried. 614 I I =2= 11/10/81 All persons with the exception of the City Administrator, City Attorney, and the Operations Manager of Light and Power were excluded from the executive session. Mayor Malburg declared all communications to and from the executive session deemed private and confidential. Councilman Davis was excused at 5:45 o'clock, p.m. At this time, 6:20 o'clock, p.m., it was moved by McCormick, seconded by Ybarra, that the City Council go out of executive session and resume regular session. Motion carried. Councilman Davis resumed his seat on the council at this time. There being no further business to come before the City Council, it was moved by Davis, seconded by McCormick, that the meeting adjourn. Motion carried. ~~~/ . ~ONIS c.
