The meeting was called to order by Mayor Pro Tern Ybarra.
The City Attorney reported that Baker G. Clay, the City
Consultant, had reconnnended that several modifications be made
to Ordinance 929 after said Ordinance had been approved by the
City Council for a first reading at an adjourned regular City
Council Meeting, held July 13, 1982 and reconnnended that the
City Council approve the revised Ordinance No. 929 for a first
reading.
ORDINANCE NO. 929 - An Ordinance of the City Council of
the City of Vernon Fixing Rates To Be Charged For Electric~
Energy Distributed And Supplied By Said City ~']ithin Its Bound-
aries And Repealing Certain Ordinances Of The City Of Vernon
Relating Thereto, was read by title for a first reading.
It was moved by Gonzales, seconded by McCormick, that
Ordinance No. 929 receive and pass a first reading. Motion
carried.

Absent: Malburg
Connnunication from Bruce V. Ma1kenhorst, City Adminis-
trator/City Clerk, dated July 22, 1982, advising that for the
month of August 1982, the Energy Cost Adjustment Billing Factor
applicable to all electric service is a negative 0.0179 and that
calculations showing the derivation of the new billing factor,
for the council's information is attached.

RESOLUTION NO. 4928 - A Resolution of the City Council
of the City of Vernon Changing The Energy Cost Adjustment Bill-
ing Factor Charged For Electrical Energy Distributed and Suppli-
ed To Its Electrical Consumers, was presented.
It was moved by McCormick, seconded by Davis that the
connnunication with the attached calculations be received and
filed, and that Resolution No. 4928 be approved and adopted.
Motion carried.

C~nnnunication from Bruce V. Malkenhorst, City Adminis-
trator/C~ty Clerk, dated July 22, 1982, transmitting the report
on the "Sewer Reconstruction Exchange and Loma Vista"for review.
It was moved by Gonzales, seconded by McCormick, that the
repo::t on the '.'Sewer Reconstruction Exchange and Loma Vista" be
rece~ved and f~led and that Victor Vaits prepare an up to date
report to present to the City Council at the next council meet-
ing. Motion carried.

At 5:20 p.m., it was moved by Gonzales, seconded by Davis,
that the City Council go into executive session under Attorney/
C1ieng privilege. Motion carried.
All persons with the exception of the City Administrator
and the City Attorney were excluded from the executive session.
Mayor Pro Tem Ybarra, declared all connnunications to and
from the executive session deemed private and confidental.
At 5:24 p.m. ,it was moved by Gonzales, seconded by
McCormick, that the City Council go out of executive session
and resume regular session. Motion carried.
There being no further business, it was moved by
McCormick, seconded by Davis, that the meeting be adjourned
to July 28, 1982, at 4:45 p.m. Motion carried.

year 1982-1983 pursuant to Article XIII(b) of S7910 of the Government
Code.
S7910 provides that the documentation used in the determination
of the appropriations limit be made available to the public for
