19840417 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL, HELD APRIL 17, 1984, AT 4:45 O'CLOCK, P.M., IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA I MBERS PRESENT: Malburg, McCormick, Davis, Ybarra, Gonzales MEERS ABSENT: None The meeting was called to order by Mayor Malburg. It was moved by McCormick, seconded by Ybarra, that the inutes of the adjourned regular City Council Meeting held pril 10, 1984 be approved as written and submitted. Motion arried. Resolution No. 5098 - A Resolution of the City Council of the City of Vernon Authorizing the city Clerk to make and Deliver Certificate of Election to Councilmen Hilario Gonzales and illiam J.Davis was presented. It was moved by Ybarra, seconded by McCormick, that Resolution No. 5098 be approved and adopted. Motion carried. AYES: NOES: Absent: Gonzales, McCormick, Davis, Ybarra, Malburg None None The City Clerk issued a certificate of Election and dministered the Oath of Office prescribed in the State Consti- tution to Hilario Gonzales and William J. Davis. The Clerk announced that this was the time and place for the selection of the Mayor. Upon motion of Davis, seconded by Ybarra, Leonis C. Malburg as elected as Mayor. Motion carried. Malburg reappointed the previous members of the Finance and Personnel Committees and the Police and Fire Commission. It was moved by McCormick, seconded by Ybarra, that the ayor's reappointments be approved. Motion carried. Police Department Activity Log for the period April 1-15, 1984, was presented. Tisdale, retired Vernon Police Officer, dated March 22, 1984, regarding his request to carry a concealed weapon, was presented. Motion carried. Councilman Davis abstained. PROCLAMATION - A Proclamation of the Mayor of the City of Vernon Proclaiming May 6...12, 1984 As California Hire A Veteran Week, was presented. It was moved by Ybarra, seconded by Davis, that the Proclamation issued by the Mayor of the City of Vernon be approved. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator/ City Clerk, dated April 17, 1984, transmitting the computation report determining the Energy Cost Adjustment Billing Factor for the next three month period and recommending that the Energy Cost Adjustment Billing Factor for said period be a minus 2.1579 per kilowatt hour, effective May 1, 1984, was presented. It was moved by McCormick, seconded by Gonzales, that the recommendation of the City Administrator/City Clerk be approved and the computation report determining the Energy Cost Adjustment Bill Factor for the next three months be received and filed. Motion carried. RESOLUTION NO. 5099 - A Resolution of the City Council of the City of Vernon Changing The Energy Cost Adjustment Billing Factor Charged for Electrical Energy Distributed And Supplied To Its Electrical Consumers, was presented. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 5099 be approved and adopted. Motion carried.
