MINUTES OF AN ADJOURNED MEETING OF THE
CITY COUNCIL, HELD JUNE 28, 1984, AT
4:45 P.M., IN THE COUNCIL CHAMBER OF
THE CITY HALL, LOCATED AT 4305 SANTA
FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: Malburg, Ybarra, Davis, Gonzales, McCormick
MEMBERS ABSENT: None
The meeting was called to order by Mayor Malburg.

It was moved by McCormick, seconded by Ybarra, that the
minutes of the adjourned regular City Council Meeting held
June 19, 1984, be approved as written and submitted. Motion
carried.

June 215, 1984, be approved as wr i t ten and submi t ted . Motion
carried.

Communication from Bruce V. Malkenhorst, City Adminis-
trator/City Clerk, dated June 27, 1984, recommending the
following personnel reclassifications effective July I,
1984, due to the City taking over the operations of the
diesel plant on an experimental basis:
DIESEL OPERATOR II - Ray Groom from Utilityman
II, Step 1 to Diesel Operator II, step 3, with
a monthly salary of $2454.00
OPERATOR-DISPATCHER II - James Greenlea from
Utilityman II, Step 1 to Operator-Dispatcher
II, step 3, with a monthly salary of $2454.00

Utilityman III, Step 2 to Operator-Dispatcher
III, Step 3, with a monthly salary of $2090.00
OPERATOR-DISPATCHER IV - Arturo Morales from

a monthly salary of $1878.00
DIESEL OPERATOR V - George Meldrum from utilityman
IV, Step 7 to Diesel Operator V, Step 5, with a
monthly salary of $1362.00
It was moved by Gonzales, seconded by Davis, that the
above reclassifications be approved effective July 1, 1984,
due to the City taking over the operations of the diesel
plant. Motion carried.
RESOLUTION NO. 5104 - A Resolution Of The City Council
Of The City Of Vernon Establishing A General Government Ap-
propr'iations Limit For The Fiscal Year Ending June 30, 1985
Pursuant To Government Code Section 7910, was presented.
It was moved by Gonzales, seconded by Davis, that Res-
olution No. 5104 be approved and adopted. Motion carried.

trator/City Clerk, dated June 27, 1984, recommending the

It was moved by Davis, seconded by Ybarra, that the above
reclassifications be approved effective July 1, 1984. Motion
carried.
RESOLUTION NO. 5122 - A Resolution Of The City Council
Of The City Of Vernon Establishing Compensation For The City
Attorney, David B. Brearley, In Accordance With That Certain
Amendment To The City Attorney Employment Agreement Approved
By Resolution No. 4774, was presented.
It was moved by Davis, seconded by McCormick, that Res-
olution No. 5122 be approved and adopted. Motion carried.

At 5:28 p.m., it was moved by Gonzales, seconded by Davis,
that the City Council go into executive session under Attorney/
Client privilege. Motion carried.
All persons with the exception of the City Administrator/
City Clerk and the City Attorney were excluded from the
executive session.
Mayor Malburg declared all communications to and from the
executive session deemed private and confidential.
At 6:00 p.m., it was moved by Ybarra, seconded by McCormick,
that the City Council go out of executive session and resume
regular session. Motion carried.
At 6:01 p.m., it was moved by Ybarra, seconded by Davis,
that the City Council go into executive session under Govern-
ment Code Section 54957. Motion carried.
All persons with the exception of the City Administrator/
City Clerk and the City Attorney were excluded from the
executive session.
Mayor Malburg declared all communications to and from
the executive session deemed private and confidential.
At 6:22 p.m., it was moved by Ybarra, seconded by
McCormick, that the City Council go out of exe.cutive session
and resume regular session. Motion carried.

The City Attorney presented a proposed Compromise and
Release in regard to the Workers' Compensation Appeals Board
case of Howard N. Stolan v. City of Vernon, Case No. 83 VN
125999 and recommended to the City Council that said Compromise
and Release be approved for a total lump sum of $16,846.00,
was presented.
It was moved by McCormick, seconded by Ybarra, that the
proposed Compromise and Release in the case of Howard N.
Stolan v. City of Vernon, Case No. 83 VN 125999, for a total
lump sum of $16,846.00 be approved and the City Attorney be
authorized to execute said Compromise and Release on behalf
of the City of Vernon. Motion carried.
It was moved by Gonzales, seconded by Davis, that the rec-
ommendation of the City Administrator/City Clerk be approved
and that July 5, 1984, be given as a holiday to miscellaneous
employees that are working on the four-day work week, who are
not required for emergency services and also any other employees
that do not effect operations; as approved by the City Admin-
istrator. Motion carried.

that the meeting be adjourned. Motion carried.
