MINUTES OF AN ADJOURNED REGULAR MEETING OF
THE CITY COUNCIL, HELD APRIL 2, 1985 AT
5:00 P.M., IN THE COUNCIL CHAMBER OF THE
CITY HALL, LOCATED AT 4305 SANTA FE AVENUE
VERNON, CALIFORNIA
MEMBERS PRESENT: Malburg, Ybarra, Davis, Gonzales, McCormick
MEMBERS ABSENT: None
The meeting was called to order by Mayor Malburg.

It was moved by Davis, seconded by Gonzales, that the
minutes of the Adjourned Regular City Council Meeting held
March 26, 1985, be approved as written and submitted.
Motion carried.
Police Department Activity Log for the period March
16-31, 1985, was presented.
It was moved by McCormick, seconded by Ybarra, that
the Police Department Activity Log for the period March
16-31, 1985, be received and filed. Motion carried.
Fire Department Activity Log for the period March
16-31, 1985, was presented.
It was moved by Gonzales, seconded by Ybarra, that the
Fire Department Activity Log for the period March 16-31,
1985, be received and filed. Motion carried.
RESOLUTION NO. 5178 - A Resolution Of The City Council
Of The City Of Vernon Commending Vincent Salerno For His
Many Years Of Service To The City Of Vernon, was presented.
It was moved by Ybarra, seconded by Davis, that Resolu-
tion No. 5178 be approved and adopted. Motion carried.

RESOLUTION NO. 5177 - A Resolution Of The City Council
Of The City Of Vernon Commending David Perkins For His Many
Years Of Service To The City Of Vernon, was presented.
It was moved by Ybarra, seconded by McCormick, that Res-
olution No. 5177 be approved and adopted. Motion carried.

p.m., the Mayor declared a recess.
At 5:25 p.m., the council reconvened in regular session
all members present before the recess, again being present.
ORDINANCE NO. 950 - An Ordinance Of The City Council
Of The City Of Vernon Establishing And Creating Separate
Funds And Ratifying The Establishment Of Separate Funds
Which Are To Be Under The Custody And Control Of The City
Treasurer And Administered Pursuant To State Statutes, was
:read by title for a second and final reading.
It was moved by McCormick, seconded by Gonzales, that
Ordinance No. 950 receive and pass a second and final reading
and be adopted. Motion carried.

ORDINANCE NO. 953 - An Ordinance Of The City Council
Of The City Of Vernon Amending The Code Of The City Of
Vernon, California 1959 By Amending Section 12A.2 And
Adding Sections 12A.3 To 12A.19 To Chapter 12A Of Said
Code Relating To Graffiti And Repealing All Ordinances
Or Parts Of Ordinances In Conflict Therewith, Specifically
Ordinance No. 896, was read by title for a second and final
reading.
It was moved by Ybarra, seconded by McCormick, that
Ordinance No. 953 receive and pass a second and final
reading and be adopted. Motion carried.

Warrant Register No. 666, covering claims and demands
presented during the period of March 16-31, 1985, which
includes Demand Nos. 4234-4352 (both inclusive), excluding
void Demand Nos. 4252, 4253, 4254 and 4255 and Light and
Power Demands, drawn on the First Interstate Bank, totaling
$174,713.39, (accounting period April 1985) was examined
and audited.
It was moved by Ybarra, seconded by Davis, that War-
rant Register No. 666 be approved and payment authorized
for Demand Nos. 4234-4352 (both inclusive), excluding void
Demand Nos. 4252, 4253, 4254 and 4255 and Light and Power
Demands, in the amount of $174,713.39, with no other ex-
ceptions. Motion carried.

Warrant Register No. 666, covering claims and demands
presented during the period March 16-31,1985, which includes
Light & Power Demand Nos. 4234, 4236, 4237, 4240, 4241, 4242,
4251, 4263, 4267, 4271, 4274, 4279, 4285, 4287, 4288, 4294,
4299, 4305, 4314, 4317, 4320, 4331, 4342, 4343, 4348, and
4352, drawn on the First Interstate Bank totaling $936,560.94,
(accounting period April 1985) was examined and audited.
It was moved by McCormick, seconded by Gonzales, that
Warrant Register No. 666, be approved and payment authorized
for Light & Power Demands Nos. 4234, 4236, 4237, 4240, 4241,
4242, 4251, 4263, 4267, 4271, 4274, 4279, 4285, 4287, 4288,
4294, 4299, 4305, 4314, 4317, 4320, 4331, 4342, 4343, 4348,
and 4352, in the amount of $936,560.94, with no exceptions.
Councilman Davis is abstaining from voting on the above
motion and is disqualifying himself because it is reasonably
foreseeable that the decision will have a material financial
effect on his source of income. Motion carried.
Communication from Bruce V. Malkenhorst, City Adminis-
trator/City Clerk, dated March 26, 1985, recommending
authority and funds for Edward Cooney to attend the 1985
Legislative Seminar of the California Society of Municipal
Finance Officers in Sacramento, California, May 1-2, 1985,
with an expense allowance of $315.00, was presented.
It was moved by Ybarra, seconded by Gonzales, that
the recommendation of the City Administrator/City Clerk
be approved and authority be granted to issue a warrant
to Edward Cooney in the amount of $315.00 to attend the
1985 Legislative Seminar of the California Society of
Municipal Finance Officers in Sacramento, California,
May 1-2, 1985. Motion carried.

Lloyd Schultz to attend the Hazardous Materials Manage-
ment Conference & Exhibition in Oakland, California,
April 23-25, 1985, with an expense allowance of $659.76,

It was moved by McCormick, seconded by Davis, that the
recommendation of the Fire Chief be approved and authority
be granted to issue a warrant to Lloyd Schultz in the amount
of $659.76 to attend the Hazardous Materials Management
Conference & Exhibition in Oakland, California, April
23-25, 1985. Motion carried.

March 18, 1985, recommending authority and funds for
Captain Louis Rosenkrantz to attend the 1985L.E.I.U.
National Training Seminar in Scottsdale, Arizona, May 7-10,
1985, with an expense allowance of $422.00, was presented.
It was moved by Davis, seconded by Ybarra, that the
recommendation of the Police Chief be approved and author-
iry be granted to issue awa~rant to Louis Rosenkrantz in
the amount of $422.00 to attend the 1985 L.E.I_U. National
Training Seminar in Scottsdale, Arizona, May 7-10, 1985.
Motion carried.
Communication from Bruce V. Malkenhorst, Director of
Personnel, dated April 2, 1985, transmitting the minutes
of the Personnel Committee Meeting held April 1, 1985,
for approval of recommendations contained therein, was
presented.

It was moved by Gonzales, seconded by McCormick,
that the minutes of the Personnel Committee Meeting held
April 1, 1985, be approved as written and recommendations
contained therein be adopted. Motion carried.
At 6:01 p.m., it was moved by McCormick, seconded by
Ybarra, that the City Council go into executive session
under Attorney/Client privilege. Motion carried.
All persons with the exception of the City Adminis-
trator/City Clerk and the City Attorney were excluded from
the executive session.
Mayor Malburg declared all communications to and from
the executive session deemed private and confidential.
At 6:15 p.m., Councilman Davis was excused.
At 6:35 p.m., Councilman Davis resumed his seat on
the Council.

At 6:36 p.m., it was moved by McCormick, seconded by
Ybarra, that the City Council go out of executive session
and resume regular session. Motion carried.
There being no further business to come before the
City Council, it was moved by McCormick, seconded by
Ybarra, that the meeting be adjourned. Motion carried.
