MINUTES OF AN ADJOURNED CITY COUNCIL MEETING
HELD JUNE 26, 1986 IN THE COUNCIL CHAMBERS OF
THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA
MEMBERS PRESENT: Malburg, Ybarra, Davis, Gonzales,
McCormick (arrived at 5:15 P.M.)
MEMBERS ABSENT: None
The meeting was called to order by Mayor Malburg.
The minutes of the Adjourned Regular City Council Meeting
held June 24, 1986, were deferred to the City Council meeting
of July I, 1986.

Communication from Bruce C. Malkenhorst, City Clerk, dated
June 26, 1986, was presented, advising that the consulting bond
attorneys published a Proclamation and Notice of Special Election
with respect to the Special Election to be held August 12, 1986,
in the Los Angeles Daily Journal on June 20, 1986 to meet
specific provisions of the election code. It is hereby recom-
mended that the Proclamation and Notice of Special Election be
approved, confirmed and ratified and the publication of said
proclamation be approved, confirmed and ratified.
At this time the Mayor proclaimed that a Special Municipal
Election will be held in the City of Vernon, California, On
Tuesday, August 12, 1986. The Election shall be conducted wholly
by mail in the manner provided in Chapter 5 of Division 2 (com-
mencing with Section 1340) of the Elections Code of the State of
California. Ballots must be received by the City Clerk of the
City of Vernon no later than 12 o'clock midnight on August 12,
1986. Measures relating to issuing revenue bonds, issuing
general obligation bonds, city officer and employee salaries
and councilmember salaries will be voted on at the election.
It was moved by Ybarra, seconded by Davis, that the Proc-
lamation and Notice of Special Election be approved, confirmed
and ratified and the publication of said proclamation be approved
confirmed and ratified. Motion carried.
RESOLUTION NO. 5294 - A Resolution Of The City Council Of
The City Of Vernon Fixing The Compensation For Certain Employees
Of Said City As Of July I, 1986, Authorizing Certain Expense
Allowances and Repealing Resolutions In Conflict Therewith, was
presented.
It was moved by Gonzales, seconded by Davis, that Resolution
No. 5294 be approved and adopted as written. Motion carried.
RESOLUTION NO. 5292 - A Resolution Of The City Council Of
The City Of Vernon Approving A Budget For The Fiscal Year 1986-
1987, was presented.

It was moved by Ybarra, seconded by Gonzales, that
Resolution No. 5292 be approved and adopted as written. Motion
carried.
RESOLUTION NO. 5293 - A Resolution Of The City Council Of
The City Of Vernon Establishing A General Government Appropri-
ations Limit For The Fiscal year Ending June 30, 1987 Pursuant
To Government Code Section 7910, was presented.
It was moved by Davis, seconded by Ybarra, that Resolution
No. 5293 be approved and adopted as written. Motion carried.
RESOLUTION NO. 5297 - A Resolution Of The City Council Of
The City Of Vernon Establishing Hazardous Materials Estab-
lishment Permit And Application Fees In Accordance With Ordinance
No. 961 And Section 13.54 And 13.55 Of The Vernon City Code
Provided For Therein, was presented.

It was moved by Gonzales, seconded by McCormick, that
Resolution No. 5297 be approved and adopted as written. Motion
carried.
Communication from Bruce V. Malkenhorst, City Clerk, dated
June 24, 1986, was presented, advising of receipt of a request
from the Vernon Lions Club, for a variance from the Uniform Fire
Code, 1979 Edition, Section 78.1002(b) for the period of June 28
thru J~ly 4, 1986, for the purpose of selling fireworks within the
City of Vernon. This request has been reviewed by the Fire
Department and it is hereby recommended that said variance be
granted.

It was moved by McCormick, seconded by Ybarra, that the
recommendation of the City Clerk be approved and that a variance
from Section 78.1002(b), of the Uniform Firm Code, 1979 Edition,
be granted to Vernon Lions Club for the period of June 28, thru
Juy 4, 1986. Motion carried.
RESOLUTION NO. 5298 - A Resolution Of The City Council Of
The City Of Vernon Employing David B. Brearley As The City
Attorney For The City Of Vernon, was presented.
It was moved by Gonzales, seconded by Davis, that
Resolution No. 5298 be approved and adopted as written. Motion
carried.
There being no further business to come before the City
Council, it was moved by Ybarra, seconded by Davis, that the
meeting adjourn. Motion carried.
