19860729 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED CITY COUNCIL MEETING HELD JULY 29, 1986 AT 5:00 P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Malburg, Ybarra, Davis, Gonzales, McCormick MEMBERS ABSENT: None The meeting was called to order by Mayor Malburg. I It was moved by Ybarra, seconded by Davis, that the minutes of the Adjourned Regular City Council Meeting held July l5, 1986. be approved as written and submitted. The City Clerk read the following bids for Contract No. 476, Civic Center Additions and Remodeling Specifications and Construction Plans, that had been opened by the Chief Deputy City Clerk at 2:00 p.m., earlier the same day, in accordance with said contract: Stuart Construction (including 10% bid bond) $477,277 John R. Hundley, Inc. (including 10% bid bond) $428,382 Harvey A. Nichols Co., Inc. (including lO% bid bond) $49l,700 It was moved by Gonzales, seconded by McCormick, that the bids received for Civic Center Additions and Remodeling Specifi- cations and Construction Plans, in accordance with Contract No. 476 be referred to the Community Services Department and the City Administrator for review. Motion carried. Communication from Lorenzo Mendoza a Utilityman for the Water Department, dated July 17, 1986, was presented, advising that he will be vacating his City owned apartment at 3384 E. 50th Street, as of August l, 1986. It was moved by Davis, seconded by Ybarra, that the commun- ication from Lorenzo Mendoza be accepted. Motion carried. Communication from Edward Rodriguez a Utilityman for the Water Department, dated July l7, 1986, was presented, advising that he would like to vacate his City owned house at 3357 Fruitland Avenue, for it is too large and when available rent a City apartment. He also states he is willing to continue his on call status. I It was moved by Gonzales, seconded by McCormick, that the communication from Edward Rodriguez dated July l7, 1986, be received and filed. Motion carried. Communication from Edward Saenz, Jr. a City resident, dated July 17, 1986, was presented, requesting a three bedroom house if one becomes available, as his family is growing and his is a two bedroom house. It was moved by Ybarra, seconded by Davis, that the commun- ication from Edward Saenz, Jr., dated July l7, 1986, be be received and filed. Motion carried. Communication from Vincent A. Rodriguez, an Engineering Aide for the Community Services Department, was presented, requesting to rent a City owned house when one becomes available. He also states that he will is willing to be on call when needed. It was moved by Gonzales, seconded by Davis, that the commun- ication from Vince Rodriguez, be received and filed. Motion carried. 013'38 I If City Council Minutes Page 2 July 29, 1986 The City Attorney explained to the Council the preliminary recommendations from Resource Management International, Inc. respecting the feasibility of the Bear Butte Project. He recom- mended that the City approve a bond issue of $125 million based upon the City assuming an interest in the project equal to approximately 40 to 45 mw. He further indicated the project would be a combined dam and pump storage facility. It was moved by Gonzales, seconded by Ybarra, that the staff and consultants be authorized to proceed with the bond issue in an amount not to exceed $125,000,000. Motion carried. K AYES: Gonzales, Ybarra, Davis, McCormick, Malburg NOES: None ABSENT: None At this time, 5:55 P.M. It was moved by Ybarra, seconded by McCormick, that the Council recess to Closed Session, pur- suant to Government Code Section 54956.9(a) to confer with its attorney regarding pending litigation. Motion carried. All persons with the exception of the City Clerk and the City Attorney were excluded from Closed Session. At this time the Mayor declared a short recess. The Council reconvened in Closed Session the time being 6:00 p.m., all persons present before the recess again being pre- sent. The Mayor ordered all communications to and from Closed Session deemed privileged and confidential. Councilman Davis was excused from Closed Session at 6:ll p.m. Councilman Davis resumed his seat on the Council at 6:20 p.m. At 6:21 p.m. it was moved by Ybarra, seconded by McCormick, that the Council go out of Closed Session and resume regular session. Motion carried. It was moved by Gonzales, seconded by Ybarra, that authority be granted for Edward Rodriguez to rent the apartment located at 3384 E. 50th Street as soon as it is available contin- gent upon his signing a new rental agreement. Motion carried. It was moved by Davis, seconded by Ybarra, that authority be granted for Edward Saenz, Jr., to rent the city house located at 3357 Fruitland Avenue, as soon as it is available contingent upon his signing a new rental agreement. Motion carried. It was moved by Gonzales, seconded by McCormick, that authority be granted for Vincent Rodriguez to rent the city house located at 3560 Vernon Avenue as soon as it is available contingent upon his signing a rental agreement.
