MINUTES OF THE ADJOURNED CITY COUNCIL MEETING
OF THE CITY OF VERNON HELD NOVEMBER 27, 1990
AT 5 P.M. IN THE COUNCIL CHAMBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON,
CALIFORNIA
MEMBERS PRESENT: Ybarra, McCormick, Gonzales, Davis
MEMBERS ABSENT: Malburg
The meeting was called to order by Mayor Pro Tem Ybarra.
It was moved by McCormick, seconded by Davis, that the
minutes of the City Council Meeting held November 6, 1990, be
approved as submitted and adopted. Motion carried.
It was moved by Gonzales, seconded by Davis, that the
minutes of the City Council Meeting held November 20, 1990, be
approved as submitted and adopted. Motion carried.
ORDINANCE NO. 992 - An Ordinance of the City Council of the
City of Vernon Approving and Adopting the Redevelopment Plan for the
Industrial Redevelopment Project for the City of Vernon, was read by
title by the City Clerk for a Second and Final Reading
It was moved by McCormick, seconded by Gonzales, that
Ordinance No. 992 be approved and adopted. Motion carried.

At this time, the Mayor Pro Tem asked if there was anyone
in the audience who wished to address the City Council on any matter
on the Agenda other than with regard to any Public Hearings that may
be listed.
There was no one present who wished to address the City

Communication from Bruce V. Malkenhorst, City Clerk, dated
November 20, 1990, was presented, advising that at the Alameda Cor-
ridor Transportation Authority (ACTA) meeting held November 8, 1990,
the Authority authorized each member agency to appoint a "voting
Alternate." Mayor Pro Tem Thomas Ybarra currently serves as the
City's representative, and it is hereby recommended that another
member of the City Council be appointed as "Voting Alternate" to the
ACTA.
It was moved by Davis, seconded by Gonzales, that Council-
man William McCormick be appointed the Voting Alternate to the Ala-
meda Corridor Transportation Authority (ACTA) on behalf of the City
of Vernon. Motion carried.
Communication from Norman MiChiels, Director of Environ-
mental Health, dated November 15, 1990, was presented, requesting
authority and funds for Dan Downing, Environmental Specialist, to
attend the Agricultural Pest Control Advisor License Training Course
in El Monte, December 13 and 20, 1990; January 10, 17, 24, 31 and
February 7, 14 and 21, 1991, with an expense allowance of $140.00.
It was moved by Davis, seconded by McCormick, that author-
ity be granted for Dan Downing to attend the Agricultural Pest
Control Advisor License Training Course in El Monte, December 13 and
20, 1990; January 10, 17, 24, 31 and February 7, 14 and 21, 1990,
with an expense allowance of $140.00. Motion carried.

Communication from Louis S. Rosenkrantz, Police Chief,
dated November 13, 1990, was presented, requesting authority and
funds for Police Officer Daniel O'Neil to attend the POST required
Advanced Officer Training Course at Rio Hondo College/L.A. Trade
Tech, December 20-22, 1990, with an expense allowance of $96.30.
It was moved by Gonzales, seconded by McCormick, that
authority be granted for Daniel O'Neil to attend the POST required
Advanced Officer Training Course at Rio Hondo College/L.A. Trade
Tech, December 20-22, 1990, with an expense allowance of $96.30.
Motion carried.
Communication from Louis Rosenkrantz, Police Chief, dated
November 19, 1990, was presented, requesting authority and funds for
Police Officer Ben Busse to attend the Orange County Sheriff Depart-
ment's Lazer Village at the Orange County Sheriff's Training Center
December 19, 1990, with an expense allowance of $93.50 of which
$91.00 will be reimbursed by POST.
It was moved by Davis, seconded by McCormick, that author-
ity be granted for Ben Busse to attend the Orange County Sheriff
Department's Lazer Village at the Orange County Sheriff's Training
Center December 19, 1990, with an expense allowance of $93.50.
Motion carried.
The Mayor Pro Tem declared a recess, the time being 5:15
p.m.
The Council reconvened in regular session at 5:20 p.m., all
members present before the recess again being present.
It was moved by Gonzales, seconded by Mccormick, that the
Council recess to Closed session Attorney/Client privilege purusant
to Government Code Section 54956.9(a). Motion carried.
All persons with the exception of the City Clerk and the
City Attorney were excluded from Closed Session.
The Mayor Pro tem ordered all communications to and from
Closed Session deemed privileged and confidential.
Councilman Davis was excused at 5:55 p.m.
Councilman Davis resumed his seat on the Council at 6:05
p.m.
It was moved by Davis, seconded by McCormick, that the
Council go out of Closed Session and resume regular session. Motion
carried.
There being no further business to come before the Council
at this time, it was moved by McCormick, seconded by Gonzales, that
the meeting adjourn. Motion carried.
