MINUTES OF THE ADJOURNED CITY COUNCIL
MEETING OF THE CITY OF VERNON HELD
JUNE 30, 1992 AT 5 P.M. IN THE COUNCIL
CHAMBERS OF THE CITY HALL LOCATED AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: Malburg, Ybarra, Mccormick, Davis, Gonzales
MEMBERS ABSENT: None
The meeting was called to order by Mayor Malburg.
It was moved by Davis, seconded by Ybarra, that the
Minutes of the City Council Meeting held June 16, 1992, be
deferred to the next City Council Meeting to be held July 7,
1992. Motion carried.
Communication from Bruce V. Malkenhorst, Director of
Finance, dated June 25, 1992, was presented, transmitting the
Minutes of the meetings listed below for approval of the
recommendations contained therein:
- Adjourned Finance Committee Meeting held
June 18, 1992
- Adjourned Finance Committee Meeting held
June 24, 1992
It was moved by Ybarra, seconded by Gonzales, that
the Minutes of the Adjourned Finance Committee Meetings held June
18 and 24, 1992, be approved as submitted. Motion carried.
RESOLUTION NO. 6121 - A Resolution of the City
Council of the City of Vernon Approving a Budget for the Fiscal
Year 1992-1993, was presented.
It was moved by Ybarra, seconded by Davis, that
Resolution No. 6121 be approved and adopted. Motion carried.
RESOLUTION NO. 6122- A Resolution of the City
Council of the City of Vernon Establishing a General Government
Appropriations Limit for the Fiscal Year Ending June 30, 1993
Pursuant to Government Code Section 7910, was presented.
It was moved by McCormick, seconded by Gonzales, that
Resolution No. 6122 be approved and adopted. Motion carried.
RESOLUTION NO. 6123 - A Resolution of the City
Council of the City of Vernon Fixing the Compensation for certain
Employees of Said City as of July 1, 1992, Authorizing certain
Expense Allowances and Repealing all Resolutions in Conflict
Therewith, was presented.
It was moved by Davis, seconded by Ybarra, that
Resolution No. 6123 be approved and adopted. Motion carried.
RESOLUTION NO. 6124 - A Resolution of the City
Council of the City of Vernon Amending Section 6.3.4 of Resolu-
tion No. 5645 Respecting Vacation Policies for Employees of the
City of Vernon and Repealing All Resolutions in Conflict There-
with, was presented.
It was moved by Gonzales, seconded by McCormick, that
'Resolution No. 6124 be approved and adopted. Motion carried.
RESOLUTION NO. 6125 - A Resolution of the city
Council of the City of Vernon Approving and Authorizing the
Execution of an Amendment to the City Attorney Employment Agree-
ment Establishing Compensation for David B. Brearley as City
Attorney, was presented.

It was moved by Ybarra, seconded by McCormick, that
Resolution No. 6125 be approved and adopted. Motion carried.
RESOLUTION NO. 6126 - A Resolution of the City
Council of the City of Vernon Making Appropriations for the
Operating Costs of the Redevelopment Agency of the City of Vernon
for the Fiscal Year 1992-1993, and Confirming the Loans
Pertaining Thereto, was presented.
It was moved by McCormick, seconded by Gonzales, that
Resolution No. 6126 be approved and adopted. Motion carried.
Mayor Malburg called a recess at 5:26 p.m.
The Council reconvened in regular session at 5:35
p.m., all members present before the recess again being present.
It was moved by McCormick, seconded by Gonzales, that
the Council go into Closed Session, Attorney/Client Privilege,
pursuant to Government Code sections 54956.9(a) and 54956.9(c),
the time being 5:36 p.m. Motion carried.
All persons with the exception of the City Clerk and
the City Attorney were excluded from Closed Session.
The Mayor ordered all communications to and from
Closed Session deemed privileged and confidential.
It was moved by Ybarra, seconded by McCormick, that
the Council go out of Closed Session and resume regular session,
the time being 5:42 p.m. Motion carried.
The City Attorney recommended that the City of Vernon
]Oln as a party to an amicus brief supporting the City of Santa
Ana in its attempt to overturn the Court of Appeal's opinion in
Briseno v. City of Santa Ana, 92 D.A.R. 7227, and to send an
amicus curiae letter to the California Supreme Court supporting
the City of Santa Ana's petition for review.
It was -moved by Ybarra, seconded by Davis, that the
City Attorney's recommendation be approved. Motion carried.
There being no further business to come before the
Council at this time it was moved by McCormick, seconded by
Gonzales, that the meeting adjourn. Motion carried.
