19980625 Regular City Council Meeting - MinutesMINUTES OF THE CITY COUNCIL MEETING OF THE CITY OF VERNON HELD JUNE 25,1998 AT 4 P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Malburg, Ybarra, McCormick, Gonzales, Davis MEMBERS ABSENT: None The meeting was called to order by Mayor Malburg. The Director of Light & Power addressed the City Council and summarized the following matter. The City Attorney also addressed the City Council and provided further information on this issue. RESOLUTION NO. 7149 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Electrical Service Credit Agreement By and Between the City of Vernon, the Redevelopment Agency of the City of Vernon, and Crown Poly, Inc. (Deferred from the City Council Meeting held June 23, 1998), was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 7149 be approved and adopted. Motion carried. RESOLUTION NO. 7175 - A Resolution of the City Council of the City of Vernon Authorizing the Sale of Surplus Property from the Community Services Department, Pursuant to Section 2.31 of the Vernon City Code, was presented. It was moved by Ybarra, seconded by Davis, that Resolution No. 7175 be approved and adopted. Motion carried. RESOLUTION NO. 7163 - A Resolution of the City Council of the City of Vernon Approving a Budget for the Fiscal Year 1998-1999, was presented. It was moved by Gonzales, seconded by Davis, that Resolution No. 7163 be approved and adopted. Motion carried. RESOLUTION NO. 7164 - A Resolution of the City Council of the City of Vernon Establishing a General Government Appropriations Limit for the Fiscal Year Ending June 30, 1999 Pursuant to Government Code §7910, was presented. It was moved by Ybarra, seconded by McCormick, that Resolution No. 7164 be approved and adopted. Motion carried. RESOLUTION NO. 7165 - A Resolution of the City Council of the City of Vernon Fixing the Compensation for Certain Employees of Said City as of July 1, 1998, Authorizing Certain Expense Allowances and Amending Resolution No. 5645 and Repealing All Resolutions in Conflict Therewith, was presented. It was moved by Davis, seconded by Gonzales, that Resolution No. 7165 be approved and adopted. Motion carried. City Council Meeting June 25, 1998 Page 2 RESOLUTION NO. 7167 - A Resolution of the City Council of the City of Vernon Making Appropriations for the Operating Costs of the Redevelopment Agency of the City of Vernon for the Fiscal Year 1998-1999, and Confirming the Availability of Loans Pertaining Thereto, was presented. It was moved by Ybarra, seconded by McCormick that Resolution No. 7167 be approved and adopted. Motion carried. RESOLUTION NO. 7168 - A Resolution of the City Council of the City of Vernon Approving the Payment of Premiums for Insurance for Life, Health, and Dental Benefits for Certain Categories of Employees During the 1998-1999 Fiscal Year, was presented. It was moved by McCormick, seconded by Davis, that Resolution No. 7168 be approved and adopted. Motion carried. RESOLUTION NO. 7169 - A Resolution of the City Council of the City of Vernon Approving the Continued Payment of Premiums for Medical Insurance for Certain Categories of Retired Employees During the 1998-1999 Fiscal Year, was presented. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 7169 be approved and adopted. Motion carried. RESOLUTION NO. 7172 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Amendment No. 1 to the Agreement for Contractual Services By and Between the City of Vernon and Louis S. Rosenkrantz, DBA RSL Consulting Service, was presented. It was moved by McCormick, seconded by Davis, that Resolution No. 7172 be approved and adopted. Motion carried. RESOLUTION NO. 7174 - Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Agreement for Contractual Services By and Between the City of Vernon and Albert Robles, was presented. It was moved by Ybarra, seconded by Gonzales, that Resolution 7174 be approved and adopted. Motion carried. The City Clerk asked that the following matter be deferred to Closed Session at the next City Council Meeting to be held on July 7, 1998. RESOLUTION NO. 7166 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Amendment to the City Attorney Employment Agreement Establishing Compensation for David B. Brearley as City Attorney was requested to defer to Closed Session at the next City Council Meeting to be held on July 7, 1998. It was moved by Ybarra, seconded by Davis, that Resolution No. 7166 be deferred to Closed Session at the next City Council Meeting to be held on July 7, 1998. The Mayor called a recess at 4:19 p.m. The Council reconvened in regular session at 4:24 p.m., all members present before the recess again being present. It was moved by Ybarra, seconded by Davis, that Council go into Closed Session, Item No. 1. Motion carried. All persons were excluded from Closed Session except the City Clerk, City Attorney, and the Chief Deputy City Clerk. With respect to every item of business to be discussed in Closed Session pursuant to Government Code Session 54957. a) Public Employee Discipline/Dismissal/Release b) Public Employee Review: City Attorney It was moved by McCormick, seconded by Ybarra, that Council go out of Closed Session, Item No.1, the time being 5:03 p.m. Motion carried. The City Attorney advised there were no matters for discussion under Item No. 2. 2.
