5:00 P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE AVENUE
VERNON, CALIFORNIA
The meeting was called to order by Mayor Malburg.
The City Clerk advised that the Minutes of the
Adjourned Regular City Council Meeting held January 25, 2000,
should be deferred to the next City Council Meeting.
It was moved by Davis, seconded by Ybarra, that the
Minutes of the City Council Meeting held January 25, 2000, be
deferred to the next City Council Meeting. Motion carried.
RESOLUTION NO. 7481 - A Resolution of the City Council
of the City of Vernon, California Appointing Hilario Gonzales and
William J. Davis to the City Council Offices that were to be
Elected on Tuesday, April 11, 2000, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 7481 be approved and adopted. Motion carried.
Communication from Bruce V. Malkenhorst, City Clerk,
dated January 26, 2000, was presented, advising that Bruce Olson,
Police Chief, has selected Daniel Calleros, Sergeant, to receive
a 1999 Level II Department SPIRITS Award. It is hereby
recommended that Daniel Calleros, Sergeant, be awarded the Level
II Department SPIRITS Award for the Police Department for year
1999.
It was moved by Ybarra, seconded by Gonzales, that the
communication from the City Clerk dated, January 26, 2000, be
received and filed and the recommendation approved. Motion
carried.
The Mayor presented the SPIRITS Award to Sergeant
Daniel Calleros and extended congratulations on behalf of the
entire City Council.
The City Clerk announced that now was the time to
present the Service Pins.
The Mayor presented Service Pins to the following
employees and extended congratulations on behalf of the entire
City Council.
Silas Williams Utilityman III 10 Years
Joan Francone Risk Manager/Personnel Asst. 10 Years
The following employees were unable to attend the
meeting and their Service Pins were accepted by their respective
department head.
Jerry Winegar Police Detective 10 Years
Donald Vanover Police Detective 5 Years
The Mayor called a short recess, the time being 5:07
p.m. Council reconvened at 5:09 p.m., all members present before
the recess again being present.

The City Clerk announced that now was the time for
anyone in the audience to address the City Council on any item on
the Agenda cther than with regard to any Public Hearings that may
be listed.

address the Council at this time.

the City Co ncil at this time.
C mmunication from S. Kevin Wilson, Director of
Community Services and Water, dated January 26, 2000, was
presented, transmitting a fully executed Grant Deed from Enduro
Capital, LL . The deed is for a portion of property located at
the southea t corner of 49th Street and Everett Avenue,
consisting f approximately 1,999 square feet, and will be used
for street purposes. It is hereby recommended that the Grant
Deed be accepted, the Certificate of Acceptance be approved, and
the Mayor and City Clerk be authorized to sign.
It was moved by Gonzales, seconded by Davis, that the
communication from the Director of Community Services and Water
dated, January 26, 2000, be received and filed and the
recommendation approved. Motion carried.
Communication from Bruce V. Malkenhorst, City Clerk,
dated January 20, 2000, was presented, advising that the State of
California Department of General Services Procurement Division
manages the Federal Surplus Personal Property Program. Under
this program, agencies are able to purchase various items at a
fraction of the original costs, however, the following conditions
exist:
1) All property must be placed into service within one year.
2) Property costing more than $5,000 and all motor vehicles must
have 18 months of continuous use prior to transferring the
title to the participant.
3) Additional terms are imposed on the transfer of aircraft and
vessels over 50 feet in length.
4) Participant may not sell, trade, lend, cannibalize, or
otherwise dispose of the property, or remove it outside the
state without prior approval.
This has been reviewed by the Fire Department and the City
Attorney, and it is hereby recommended that approval be granted
to participate in the Federal Surplus Personal Property Program,
and to authorize the execution of all necessary documents to
satisfy the requirements to become a participant in said program.

communication from the City Clerk dated, January 20, 2000, be
received and filed and the recommendation approved. Motion
carried.
RESOLUTION NO. 7477 - A Resolution Of The City Council
Of The City Of Vernon Approving And Authorizing (1) Participation
In The Federal Surplus Personal Property Program; And (2) The
Execution Of All Documents Necessary To Satisfy The Requirements
To Allow Vernon To Be A Federal Surplus Property Participant, was
presented. (Deferred from the Adjourned Regular City Council
Meeting held January 25, 2000
It was moved by Davis, seconded by Gonzales, that
Resolution No. 7477 be approved and adopted. Motion carried.

Communication from Bruce Olson, Police Chief, dated
January 5, 2000, was presented, requesting authority and funds
for Benjamin Potter, Vernon Service Officer, to attend the
Property and Evidence Training Seminar at San Diego on March 7th
thru 10th, 2000, with an expense allowance of $605.54 of which
POST reimburses the full amount.
It was moved by McCormick, seconded by Ybarra, that
authority and funds be granted for Benjamin Potter to attend the
aforementioned seminar with an expense allowance of $605.54.
Motion carried.
Communication from Bruce V. Malkenhorst, Director of
Finance, dated January 19, 2000, was presented, transmitting the
Minutes for the Finance Committee Meeting held January 17, 2000,
for approval of the recommendations contained therein. (Deferred
from the Adjourned Regular City Council Meeting held January 25,
2000)
It was moved by Gonzales, seconded by Ybarra, that the
recommendations listed in the Minutes of the Finance Committee
Meeting held January 17, 2000 be approved. Motion carried.
RESOLUTION NO. 7473 - A Resolution Of The City Council
Of The City Of Vernon Approving And Authorizing Notice Inviting
Sealed Proposals Or Bids For The Purchase Of A New Dodge Grand
Caravan For The Police Department To Be Used As A Surveillance
Vehicle Assigned To LA IMPACT, was presented. (Deferred from the
Adjourned Regular City Council Meeting held January 25, 2000)
It was moved by Davis, seconded by McCormick, that
Resolution No. 7473 be approved and adopted. Motion carried.
RESOLUTION NO. 7474 - A Resolution Of The City Council
Of The City Of Vernon Approving And Authorizing Notice Inviting
Sealed Proposals Or Bids For The Second Phase Of The Repair And
Reinstallation Of Pumping Equipment At Well No. 20 For The
Community Services & Water Department, was presented. (Deferred
from the Adjourned Regular City Council Meeting held January 25,
2000)
It was moved by Gonzales, seconded by Ybarra, that

RESOLUTION NO. 7475 - A Resolution Of The City Council
Of The City Of Vernon Amending Resolution No. 7272 Which Approved
The Annual Statement Of Investment Policy Of The City And
Delegated Investment Authority To The City Treasurer, was
presented. (Deferred from the Adjourned Regular City Council
Meeting held January 25, 2000)
It was moved by Ybarra, seconded by Davis, that
Resolution No. 7475 be approved and adopted. Motion carried.
Communication from Bruce V. Malkenhorst, Director of
Personnel, dated January 27, 2000, was presented, transmitting
the Agenda for the Personnel Committee meeting to be held January
31, 2000, for approval of the recommendations contained therein.
It was moved by McCormick, seconded by Gonzales, that
the recommendations listed on the Agenda for the Personnel
Committee Meeting held January 31, 2000 be approved. Motion
carried.
Consideration and discussion of a Request for Proposals
for construction and maintenance services for the Gas Utility as
submitted by the Director of Utilities, was presented. (Deferred
from the Adjourned Regular City Council Meeting held January 25,
2000)
It was moved by Ybarra, seconded by Davis, that the
consideration as submitted by the Director of Utilities be
received and filed. Motion carried.
RESOLUTION NO. 7480 - A Resolution Of The City Council
Of The City Of Vernon Authorizing The Issuance Of A Request For
Proposals For Construction And Maintenance Services For The
City's Municipal Gas System, was presented. (Deferred from the
Adjourned Regular City Council Meeting held January 25, 2000)
It was moved by McCormick, seconded by Gonzales, that
Resolution No. 7480 be approved and adopted. Motion carried.
WARRANT REGISTER NO. 1034 covering claims and demands
presented during the period of January 21st thru January 27tn,
2000, drawn on Wells Fargo Bank totaling $117,661.00, and
includes check Nos. 76021 thru 76179 (inclusive), excluding
Utility demands and Voided checks as listed below (accounting
period February, 2000), was examined and audited.

It was moved by Davis, seconded by Ybarra, that Warrant
Register No. 1034 be approved and payment authorized for claims
and demands totaling $117,661.00, excluding Utility claims and
demands and voided checks as listed above. Motion carried.
WARRANT REGISTER NO. 1034 covering claims and demands
presented during the period of January 215t thru January 27th,

It was moved by McCormick, seconded by Gonzales, that
Warrant Register No. 1034 be approved and payment authorized for
Utility claims and demands totaling $1,813,324.03. Motion
carried. Councilman Davis abstained from voting and disqualified
himself because it is reasonably foreseeable that the decision
may have a material financial effect on his source of income.
The Mayor called a recess at 5:30 p.m.
The Council reconvened in Regular Session at 5:32 p.m.,
all members present before the recess again being present.
The City Clerk advised there were no issues for closed
session, Item No. 1.

discussed in Closed Session pursuant to Government Code Section
54957.

It was moved by Gonzales, seconded by Davis, that
Council go into closed session on Item No. 2, the time being 5:32
p.m. Motion carried.
All persons were excluded from closed session except
the City Clerk, City Attorney, and Chief Deputy City Clerk.
The Mayor ordered all communications to and from the
closed session deemed privileged and confidential.
