20090826 Regular City Council Meeting - MinutesMINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF VERNON HELD WEDNESDAY, AUGUST 26, 2009, AT 11:00 A.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order by Mayor Gonzales. The Chief Deputy City Attorney announced to the audience that this was the time for public comments. Mayor Gonzales asked if there was anyone in the audience who wished to address the City Council at this time. There was no one in the audience who wished to address the City Council at this time. The Chief Deputy City Attorney announced that now was the time to review the 2009 - 2010 budgets for the following departments: 1. City Attorney 2. Information Technology 3. Industrial Development 4. L & P - Industrial Development Division The Chief Deputy City Attorney presented the proposed 2009 - 2010 budget for the City Attorney Department in its entirety. Mayor Gonzales asked if there were any questions regarding the budget for the City Attorney Department. There were no questions regarding the proposed 2009 - 2010 budget for the City Attorney Department at this time. Information Technology (IT) Manager Andrei Yermakov presented the proposed 2009 - 2010 budget for the Information Technology (IT) Department and advised that for this particular budget there is no comparison from past years since the IT Department is acquiring all printing supplies and maintenance and support costs of the software and hardware utilized city- wide as an effort to centralize all IT related expenses. Mayor Gonzales asked if there were any questions regarding the budget for the Information Technology Department at this time. There were no questions regarding the proposed 2009 - 2010 budget for the Information Technology Department at this time. Executive Director Robert Toering presented the proposed 2009 - 2010 budget for the Industrial Development Department and advised that due to the weak economy, there would be no significant real estate investments during this fiscal year. Special City Council Meeting Minutes August 26, 2009 Mayor Gonzales asked if there were any questions regarding the budget for the Industrial Development Department. There were no questions regarding the proposed 2009 - 2010 budget for the Industrial Development Department at this time. Executive Director Robert Toering presented the proposed 2009 - 2010 budget for the Light & Power - Industrial Development Division and advised that this section would focus on the search for future potential utility users. Mayor Gonzales asked if there were any questions regarding the proposed 2009 - 2010 budget for the L&P - Industrial Development Division. There were no questions regarding the proposed 2009 - 2010 budget for the L&P Industrial Development Division at this time. RESOLUTION 10,052 of the City Council of the City of Vernon Adopting an Appropriations Limit for the Fiscal Year Ending June 30, 2010 Pursuant to Government Code Section 7910, was read by title. It was moved by McCormick, seconded by Davis, that Resolution No. 10,052 of the City Council of the City of Vernon Adopting and Appropriations Limit for the Fiscal Year Ending June 30, 2010, Pursuant to Government Code Section 7910 be approved and adopted. Motion carried. 5-0 Chief Deputy City Attorney Yamaguchi advised that now was the time to open the Public Hearing to consider the proposed 2009 - 2010 budget of the City of which a Notice of Public Hearing had properly been posted but inadvertently omitted from the agenda. It was moved by McCormick, seconded by Newmire, to open the Public Hearing, the time being 11:21 a.m. Motion carried. 5-0 The City Administrator addressed the City Council and went over the budget review process which included, but not limited to: 1. Postponement of the construction of capital projects. 2. Freeze on hiring new employees and salary increases, including step increases. 3. Reduction of each department's budget by 801. 4. Reduction of excessive overtime expenses. 5. Reduction on legal costs by outsourcing. The City Administrator presented to the City Council the proposed 2009 - 2010 City Budget with the estimated revenues of $325,118,801, estimated expenses of $324,959,514, and a net surplus of $159,287.00. Page 2 of 4 Special City Council Meeting Minutes August 26, 2009 Mayor Gonzales addressed the audience and expressed on behalf of the City Council the support to the City Administrator for his determination and the steps taken to come up with a balanced budget. He also expressed his personal desire to continue to serve the business community as a full service city. City Administrator O'Callaghan advised that first and foremost for this coming year is the positioning of the city and the monitoring of expenses on a monthly basis to keep within the budget. Councilman Maisano addressed the global changes being made all over due to the weak economy and commended the changes made by the City Administrator in order to survive these hard times. Councilman Newmire agreed with Councilman Maisano and reiterated his support for the City Administrator of taking the necessary steps to survive these hard economic times. Mayor Gonzales asked if there was anyone else in the audience who wished to address the City Council on this matter. There was no one else in the audience who wished to address the City Council on this matter. It was moved by McCormick, seconded by Davis to close the Public Hearing, the time being 11:42 a.m. Motion carried. 5-0 RESOLUTION 10,051 of the City Council of the City of Vernon Approving a Budget for the Fiscal Year 2009 - 2010, was read by title. It was moved by Davis, seconded by Maisano, that Resolution No. 10,051 of the City Council of the City of Vernon Approving a Budget for the Fiscal Year 2009 - 2010 be approved and adopted. Motion carried. 5-0 RESOLUTION 10,053 of the City Council of the City of Vernon Amending Previously Amended Resolution No. 9639 Regarding the Compensation, Costs and Benefits of Its Employees ("Salary Resolution"), by Amending Schedule Nos. XIII and XVIII and Repealing Schedule No. XII of the Salary Resolution (Amendment No. 12), was read by title. It was moved by McCormick, seconded by Newmire, that Resolution No. 10,053 of the City Council of the City of Vernon, Amending Previously Amended Resolution No. 9639 Regarding the Compensation, Costs and Benefits of Its Employees ("Salary Resolution"), By Amending Schedule Nos. XIII and XVIII and Repealing Schedule No. XII of the Salary Resolution (Amendment No. 12) be approved and adopted. Motion carried. 5-0 The Chief Deputy City Attorney announced that this was the time to go into closed session. It was moved by Davis, seconded by Newmire, to go into Closed Session, the time being 11:41 a.m. Motion carried. 5-0 Page 3 of 4 Special City Council Meeting Minutes August 26, 2009 Everyone was excluded from the closed session with the exception of the Chief Deputy City Attorney, Assistant City Attorney I, Fresch, City Administrator, City Attorney, and Director of Personnel. The City Council went out of closed session at 11:55 a.m. and resumed open session. OPEN SESSION Report on closed session items: The City Attorney reported that during closed session the City Council unanimously voted to appoint employees to the six Public Employee positions: a. Supervising Electrical Engineer b. Senior Business and Account Clerk C. Senior Account Clerk d. Senior Information Technology Analyst e. Communications Specialist f.
