The meeting was called to order by Mayor Gonzales.
The Chief Deputy City Attorney advised that the Public
Hearing and related resolution to establish fees for
Cardiopulmonary Resuscitation (CPR) classes and First Aid Training
classes be continued to the City Council meeting on November 23,
2009.
It was moved by McCormick, seconded by Newmire, that
the Public Hearing and the resolution be continued to the Council
Meeting on November 23, 2009. Motion carried.

It was moved by Davis, seconded by McCormick, that the
Minutes of the Regular City Council Meeting held October 26, 2009,
be approved and adopted as submitted. Motion carried. 5-0
ORDINANCE NO. 1160 - An Ordinance of the City Council of
the City of Vernon Amending the Code of the City of Vernon by
Amending Article IV of Chapter 13, Sections 13.48 through 13.73,
Adding a New Section 13.74 to Article IV of Chapter 13 and
Repealing All Ordinances or Parts of Ordinances in Conflict
Therewith, was read by title and adopted.

Vernon Approving and Authorizing the City's Participation in the
Next Generation - Click It or Ticket 2009 - 2010 Mini Grant
Program and Approving and Authorizing the Execution of Grant
Agreement No. CT10446 By and Between the City of Vernon and the
University of California, Berkeley Traffic Safety Center, was read
by title.
It was moved by McCormick, seconded by Maisano, that
Resolution No. 10,098 be approved and adopted. Motion carried.

RESOLUTION 10,100 of the City Council of the City of
Vernon Approving and Authorizing the Execution of Cooperative
Agreement No. 07-4853 By and Between the City of Vernon and the
State of California, Acting By and Through the Department of
Transportation, for Traffic Signal Improvements at the
Intersection of Atlantic Boulevard and Bandini Boulevard, was read
by title.
The Director of Community Services, Kevin Wilson,
informed the Council that the improvements have been made and that
the resolution is for the reimbursement of funds only.
It was moved by Maisano, seconded by Davis, that
Resolution No. 10,100 be approved and adopted. Motion carried.

Vernon Approving and Authorizing the Execution of a Termination
Agreement and General Release By and Between the City of Vernon
and Hector Elizalde, was read by title.

Vernon Approving and Authorizing the Execution of an Agreement By
and Between the City Of Vernon and Second Wind, Inc. for Wind
Resource Assessment Equipment and Allocating Related Funds to the
