20091109 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF VERNON HELD MONDAY, NOVEMBER 9, 2009, AT 9:00 A.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order by Mayor Gonzales. The Chief Deputy City Attorney advised that the Public Hearing and related resolution to establish fees for Cardiopulmonary Resuscitation (CPR) classes and First Aid Training classes be continued to the City Council meeting on November 23, 2009. It was moved by McCormick, seconded by Newmire, that the Public Hearing and the resolution be continued to the Council Meeting on November 23, 2009. Motion carried. Mayor Gonzales asked if there was anyone in the audience who wished to address the City Council. There was no one in the audience who wished to address the City Council at this time. The Chief Deputy City Attorney announced that this was the time to present the Service Pins. The following employees were unable to attend the meeting. Their Service Pins were forwarded to them. Motion carried. 5-0 ORDINANCE NO. 1160 - An Ordinance of the City Council of the City of Vernon Amending the Code of the City of Vernon by Amending Article IV of Chapter 13, Sections 13.48 through 13.73, Adding a New Section 13.74 to Article IV of Chapter 13 and Repealing All Ordinances or Parts of Ordinances in Conflict Therewith, was read by title and adopted. Motion carried. 5-0 RESOLUTION 10,098 of the City Council of the City of Vernon Approving and Authorizing the City's Participation in the Next Generation - Click It or Ticket 2009 - 2010 Mini Grant Program and Approving and Authorizing the Execution of Grant Agreement No. CT10446 By and Between the City of Vernon and the University of California, Berkeley Traffic Safety Center, was read by title. It was moved by McCormick, seconded by Maisano, that Resolution No. 10,098 be approved and adopted. Motion carried. 5-0 RESOLUTION 10,100 of the City Council of the City of Vernon Approving and Authorizing the Execution of Cooperative Agreement No. 07-4853 By and Between the City of Vernon and the State of California, Acting By and Through the Department of Transportation, for Traffic Signal Improvements at the Intersection of Atlantic Boulevard and Bandini Boulevard, was read by title. The Director of Community Services, Kevin Wilson, informed the Council that the improvements have been made and that the resolution is for the reimbursement of funds only. It was moved by Maisano, seconded by Davis, that Resolution No. 10,100 be approved and adopted. Motion carried. 5-0 Resolution 10,099 of the City Council of the City of Vernon Approving and Authorizing the Execution of a Termination Agreement and General Release By and Between the City of Vernon and Hector Elizalde, was read by title. It was moved by McCormick, seconded by Newmire, that Resolution No. 10,099 be approved and adopted. Motion carried. 5-0 Resolution 10,095 of the City Council of the City of Vernon Approving and Authorizing the Execution of an Agreement By and Between the City Of Vernon and Second Wind, Inc. for Wind Resource Assessment Equipment and Allocating Related Funds to the Capital Budget, was read by title. It was moved by Maisano, seconded by Davis, that Resolution No. 10,095 be approved and adopted. Motion carried. 5-0 Resolution 10,097 of the City Council of the City of Vernon Approving the Renewal of Health Care Benefits for Retired Employees for the Calendar Year 2010 with Aetna Health Inc. and Aetna Life Insurance Company Inc., was read by title. It was moved by McCormick, seconded by Newmire, that Resolution No. 10,097 be approved and adopted. It was moved by Newmire, seconded by Maisano, that Resolution No. 10,096 be approved and adopted. Motion carried. 5-0 Resolution 10,094 of the City Council of the City Of Vernon Renewing the Metropolitan Life Insurance Company Group Policy for Dental Care Benefits for Active Employees, Identified Consultants, City Council Members and Retirees, was read by title. It was moved by Davis, seconded by McCormick, that Resolution No. 10,094 be approved and adopted. Motion carried. 5-0 Resolution 10,093 of the City Council of the City of Vernon Approving the Renewal of Life Insurance Benefits from the Lincoln National Life Insurance Company for Active Employees, Identified Consultants and City Council Members, was read by title It was moved by Maisano, seconded by McCormick, that Resolution No. 10,093 be approved and adopted. Motion carried. 5-0 The Chief Deputy City Attorney announced that now was the time for elected officials to report on conference/seminars for the period of October 26, 2009, through November 8, 2009. There were no reports made for the period of October 26, 2009, through November 8, 2009. The Chief Deputy City Attorney announced that now was the time for reports from the City Council. There were no reports from the City Council at this time.
