The meeting was called to order at 8:30 a.m. by Mayor Gonzales.
The City Clerk announced that there were no changes to the
agenda.
The City Clerk announced that this was the time allotted for
public comments.
The Mayor asked if there was anyone in the audience who wished
to address the City Council. No one responded)
REPORTS
1. Report on progress of organization efforts by Vernon
Fireman's Association.
Bill Dunsmore, Labor and Employment Law Attorney from
Richards, Watson & Gershon, reported that the Vernon
Firemen's Association (VFA) submitted a petition for
recognition on March 3, 2010. He stated that the VFA had
completed all the steps required for formal recognition, as
provided for in the Employer -Employee Relations Resolution,
and that the Municipal Employee Relations ,Representative
(MERR)/City Administrator would direct the City Clerk to
proceed with the formal recognition of the VFA.
RESOLUTIONS
1. RESOULTION NO. 2010-104 - Resolution of the City Council of
the City of Vernon approving Amendment No 1 to the
Employment Agreement between the City of Vernon and Rory
Burnett.
It was moved by McCormick and seconded by,Davis, that
Resolution No. 2010-104 be approved and adopted. Motion
carried, 5-0.
2. RESOLUTION NO. 2010-105 - Resolution of the City Council of
the City of Vernon approving a professional services
agreement between the City of Vernon and Tara Energy Inc.
for energy consulting services related to'city's utility
and energy system.
It was moved by McCormick and seconded byzpted.

The City Council unanimously voted to appoint Carlos
Fandino as the Interim Director of Light & Power,
effective August 2, 2010.
2. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION
(Subdivision (a) of Section 54956.9)
Name of Case: Eduardo Olivo v. City of Vernon
(California Court of Appeal, Second District, Case No.
B213984)
No reportable actions.
The City Clerk announced that there were no further items on the
