20101004 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL - LIGHT & POWER MEETING OF THE CITY OF VERNON HELD MONDAY, OCTOBER 4, 2010, IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:00 a.m. by Mayor Gonzales. The City Clerk announced that there were no changes to the agenda. The City Clerk announced that this was the time allotted for public comments. The Mayor asked if there was anyone in the audience who wished to address the City Council. No one responded. CONSENT CALENDAR 1. RESOLUTION NO. 2010-134 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of Amendment No. 1 to the Consulting Services Agreement for Energy Related Services By and Between the City of Vernon and Interstate Gas Services, Inc. 2. Approval of Light & Power Warrant Register No. 287, totaling $4,721,177-16, which covers the period of September 14 through September 27, 2010, and consists of the following: a. Ratification of wire transfers totaling $4,438,599.65; b. Ratification of the issuance of early checks totaling $36,753.85; and c. Authorization to issue pending checks totaling $245,823.66. 3. Approval of Gas Warrant Register No. 75, totaling $34,990.90, which covers the period of September 14 through September 27, 2010, and consists of the following: a. Ratification of the issuance of early checks totaling $14,151.74; and b. Authorization to issue pending checks totaling $20,839.16. 4. Resource Procurement Report for the month of July 2010, to be received and filed. It was moved by McCormick and seconded by Davis, that the matters on the Consent Calendar be approved as recommended. Motion carried, 5-0. Regular City Council - Light & Power Meeting Minutes October 4, 2010 1 ORAL REPORTS 1. Brief reports and announcements from the Director of Light & Power. Light & Power Director Carlos Fandino reported that the Electrical System held up well during the heat wave the last two weeks. Some air conditioning problems were reported here at the City Hall and at the Power Plant, otherwise peak load was high at 195. Light & Power Director Carlos Fandino reported that he met with potential bidders in regards to Project Gust. Latham & Watkins, BLX, CH2MHill, Peter Hervish and VBar attended the presentation. Bid presentations should be available by the next Council meeting. Mayor Gonzales asked if there were any questions. In response to Councilman Davis, Carlos Fandino stated that Edison did not call to have Vernon fire up its generators due to the heat wave, but that they were prepared. In addition, there were no circuit outages. At 8:05 a.m., it was moved by McCormick and seconded by Newmire, that the City Council enter into closed session to discuss the items listed on the closed session agenda. At 8:08 a.m., the City Council resumed open session. CLOSED SESSION REPORT OUT 1. The City Attorney reported there was no reportable action.
