20101101 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL - LIGHT & POWER MEETING OF THE CITY OF VERNON HELD MONDAY, NOVEMBER 1, 2010, IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:OO a.m. by Mayor Gonzales. The City Clerk advised that the Closed Session agenda item should read as: Public Employee Appointment. The City Clerk announced that this was the time allotted for public comments. The Mayor asked if there was anyone in the audience who wished to address the City Council. No one responded. It was moved by McCormick, seconded by Maisano, that the Minutes of the Regular Light and Power City Council Meeting held July 19, 2010, be approved and adopted as submitted. Motion carried, 5-0. PUBLIC HEARINGS 1. At 8:03 a.m., it was moved by McCormick and seconded by Davis, to open the public hearing to consider evidence to establish Vernon's new Transmission Revenue Balancing Account Adjustment (TRBAA) and Transmission Contract Adjustment for its high voltage transmission entitlements pursuant to Vernon's Transmission Owner Tariff. Motion carried, 5-0. Abraham Alemu, the Electric Resources Planning & Development Manager, explained about the Transmission Revenue Balancing Account Adjustment and the Transmission Revenue Requirement. The Mayor asked if there was anyone in the audience who wished to address the City Council on this matter. No one responded. At 8:12 a.m., it was moved by Davis and seconded by McCormick, to close the public hearing. Motion carried, 5-0. a. RESOLUTION NO. 2010-144 - A Resolution of the City Council of the City of Vernon Establishing a Transmission Revenue Balancing Account Adjustment for 2011 in Accordance With Vernon's Transmission Owner Tariff and Providing for Tariff Sheet Changes to Implement the Adjustment. It was moved by Davis and seconded by Maisano, that Resolution No. 2010-144 be approved and adopted. Motion carried, 5-0. Regular City Council - Light & Power Meeting Minutes November 1, 2010 b. RESOLUTION NO. 2010-145 - A Resolution of the City Council of the City of Vernon Adopting a New Transmission Revenue Requirement for 2011 in Accordance With Vernon's Transmission Owner Tariff and Providing for Tariff Sheet Changes to Implement the Adjustment. It was moved by McCormick and seconded by Maisano, that Resolution No. 2010-145 be approved and adopted. Motion carried, 5-0. CONSENT CALENDAR 1. RESOLUTION NO. 2010-146 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of a Separation Agreement by and Between the City of Vernon and Donal O'Callaghan. 2. RESOLUTION NO. 2010-147 - A Resolution of the City Council of the City of Vernon Amending Previously Amended Resolution No. 9639 Regarding the Compensation, Costs and Benefits of Its Employees ("Salary Resolution") by Amending Schedule No. XIII of the Salary Resolution (Amendment No.. 21) . 3. Resource Procurement Report for the month of August 2010, to be received and filed. 4. Resignation of Elizabeth Negrete, Associate Resource Scheduler, effective November 4, 2010, to be received and filed. 5. Approval of Light & Power Warrant Register No. 288, totaling $5,628,288.65, which covers the period of September 28 through October 25, 2010, and consists of the following: a. Ratification of wire transfers totaling $5,406,143.10; b. Ratification of the issuance of early checks totaling $106,103.05; and c. Authorization to issue pending checks totaling $116,042,50. 6. Approval of Gas Warrant Register No. 76, totaling $2,013,477.42, which covers the period of September 28 through October 25, 2010, and consists of the following: a. Ratification of wire transfers totaling $1,947,634.44; b. Ratification of the issuance of early checks totaling $31,406.05; and c. Authorization to issue pending checks totaling $34,436.93. It was moved by Maisano and seconded by Davis, that the matters on the Consent Calendar be approved as recommended. Motion carried, 5-0. RESOLUTIONS 1. RESOLUTION NO. 2010-148 - A Resolution of the City Council of the City of Vernon Approving and Adopting the Resource Adequacy Plan for 2011, Which Includes the Demand Forecast, j Page 2 of 3 Regular City Council - Light & Power Meeting Minutes November 1, 2010 the Planning Reserve Margin, the Qualifying Capacity Criteria, and the Supply Plan, in Accordance With the California Independent System Operator's Tariff Requirements. It was moved by McCormick and seconded by Newmire, that Resolution No. 2010-148 be approved and adopted. Motion carried, 5-0. ORAL REPORTS 1. Light & Power Director Carlos Fandino reported briefly on outages that had occurred on October 25, 2010, when a truck struck a power pole, and on October 26, 2010, when an auto struck two power poles. Fandino also reported that he was planning to meet with a fifth bidder on Project Gust. He will provide a more detailed report on Project Gust at the November 15, 2010, meeting. At 8:17 a.m., it was moved by McCormick and seconded by Newmire, that the City Council enter into closed session to discuss the items listed on the closed session agenda. At 8:45 a.m., the City Council resumed open session. CLOSED SESSION REPORT OUT The City Attorney reported that the City Council unanimously voted to approve the following employee reclassifications, effective November 7, 2010: 1. Audra Hunter to the position of Secretary to the Director of Light & Power; and 2. Robin Tolmasoff to the position of Utilities Compliance Officer.
