20110103 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL - LIGHT & POWER MEETING OF THE CITY OF VERNON HELD MONDAY, JANUARY 3, 2011, IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:00 a.m. by Mayor Gonzales. The City Clerk announced that there were no changes to the agenda. The City Clerk announced that this was the time allotted for public comments. The Mayor asked if there was anyone in the audience who wished to address the City Council. No one responded. CONSENT CALENDAR 1. Approval of Light & Power Warrant Register No. 292, totaling $2,098,718.28, which covers the period of December 14 through December 27, 2010, and consists of the following: a. Ratification of wire transfers totaling $1,795,404.91; b. Ratification of the issuance of early checks totaling $60,390.48; and c. Authorization to issue pending checks totaling $242,922.89. 2. Approval of Gas Warrant Register No. 80, totaling $7,.898.31, which covers the period of December 14 through December 27, 2010, and consists of the following: a. Ratification of the issuance of early checks totaling $6,324.67; and b. Authorization to issue pending checks totaling $1,573.64. 3. RESOLUTION NO. 2011-01 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Agreement with Palsons Electrical Engineering Services, Inc. for Engineering Services Related to the Leonis Substation 7kv Ground Fault Detection Project Phase 2, to be approved and adopted. 4. RESOLUTION NO. 2011-02 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Agreement with JM Crew, Inc., d.b.a. Rhino Construction Services for Electrical Work Related to the Leonis Substation 7kv Ground Fault Detection Project Phase 2, to be approved and adopted. 5. September 2010 Resource Procurement Report, to be received and filed. Regular City Council Meeting Minutes Light & Power Department Matters January 3, 2011 It was moved by McCormick and seconded by Davis, that the matters on the Consent Calendar be approved as recommended. Motion carried, 5-0. ORAL REPORTS 1. Director of Light & Power Reports. Director of Light & Power Carlos Fandino reported that a transformer upgrade to City Hall would be performed in approximately two weeks. Councilman Davis asked if this would be the first upgrade to City Hall and if it would involve bringing in a bigger transformer. Fandino advised that this would be the first upgrade since City Hall was built and that the transformer would be the same size, but use a three-phase bank. The transformer, taps, and windings would be replaced as the current parts don't provide any room for growth, and the encasing fence would need to be raised approximately 1.5 feet. The Mayor asked if trucks would need to gain access through Furlong for this work and Davis asked for the timeline. Fandino advised there would be one delivery on Vernon Avenue and a crane would be used for the transformer. The work would commence Thursday night and hopefully be completed by Saturday afternoon. Fandino also reported on three outages. Two were customer related, affecting Feeder 22 (7kV), and one resulted from a mylar balloon, involving Feeder 69. The City Clerk announced that there were no further items on the open session portion of the agenda, but there were items for closed session. At 8:07 a.m., it was moved by McCormick and seconded by Newmire, that the City Council enter into closed session to discuss the items listed on the closed session agenda. Motion carried, 5-0. At 8:16 a.m., the City Council resumed open session. CLOSED SESSION REPORT OUT The Interim City Attorney reported as follows: 1. PUBLIC EMPLOYEE APPOINTMENT Government Code Section 54957 a. Title: Associate Resource Scheduler I The City Council unanimously voted to reclassify Ruben Rodriguez to the position of Associate Resource Scheduler I, step 2, effective January 3, 2011. Title: Systems Coordinator I The City Council unanimously authorized the recruitment of three Systems Coordinator I positions. The City Clerk announced that there were no further items on the agenda.
