20110215 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL - LIGHT & POWER MEETING OF THE CITY OF VERNON HELD TUESDAY, FEBRUARY 15, 2011, IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:00 a.m. by Mayor Gonzales. The City Clerk announced that there were no changes to the agenda. The City Clerk announced that this was the time allotted for public comments. The Mayor asked if there was anyone in the audience who wished to address the City Council. No one responded. It was moved by Davis and seconded by Maisano to approve the Minutes of the Regular City Council - Light & Power Meeting held August 2, 2010. Motion carried, 5-0. It was moved by McCormick and seconded by Newmire to approve the Minutes of the Regular City Council - Light & Power Meeting held September 20, 2010. Councilman Davis abstained. Motion carried, 4-0. It was moved by Newmire and seconded by McCormick to approve the Minutes of the Regular City Council - Light & Power Meeting held October 4, 2010. Motion carried, 5-0. CONSENT CALENDAR: 1. Approval of Light & Power Warrant Register No. 294, totaling $649,434.59, which covers the period of January 25 through February 7, 2011, and consists of the following: a. Ratification of wire transfers totaling $548,794.03; b. Ratification of the issuance of early checks totaling $58,662.52; and c. Authorization to issue pending checks totaling $41,978.04. 2. Approval of Gas Warrant Register No. 82, totaling $2,577,715.60, which covers the period of January 25 through February 7, 2011, and consists of the following: a. Ratification of wire transfers totaling $2,558,414.22; b. Ratification of the issuance of early checks totaling $5,616.38; and c. Authorization to issue pending checks totaling $13,685.00. 3. November 2010 Resource Procurement Report, to be received and filed. It was moved by Maisano and seconded by McCormick, that the matters on the Consent Calendar be approved as recommended. Motion carried, 5-0. Regular City Council - Light & Power Department Minutes February 15, 2011 ORAL REPORTS Carlos Fandino, Director of Light & Power, reported that the installation of the natural gas hook up with Overhill Farms was completed. Currently, the department is installing the gas system at Glen Rose Meat. Discussions are being held with Penguin Foods and Farmer John as potential future customers. Fandino also reported that there is a plan to install 8 MET towers to monitor wind on the remaining 18,000 acres of Tehachapi land in Kern County, in the spring and summer months to provide data for future development and/or marketing purposes. Ali Nour, Engineering Manager, reported that the final Phase III development of the Leonis Substation is near completion. The substation was installed in 1965 and has not received any major improvements until now. The current upgrades are to address the 7kv system and ground fault systems.
