The meeting was called to order at 8:00 a.m.

The City Clerk announced that this was the time allotted for
public comment. The Mayor inquired whether anyone in the
audience wished to address the City Council. No one responded.
It was moved by McCormick and seconded by Maisano to approve the
Minutes of the Regular City Council - Light & Power Meeting held
November 1, 2010. Motion carried, 4-0.
CONSENT CALENDAR:
1. Approval of Light & Power Warrant Register No. 296,
totaling $4,622,223.91, which covers the period of February
22 through March 7, 2011, and consists of the following:

2. Approval of Gas Warrant Register No. 84, totaling
$1,753,333.18, which covers the period of February 22

$25,998.20.
3. Approval to purchase transformer from Central Moloney/One
Source Distributors in the amount of $31,,440.08.

5. Resolution No. 2011-41 - A Resolution of the City Council
of the City of Vernon Approving an Indenture of Trust and
Authorizing Certain Other Matters Relating Thereto
It was moved by Newmire and seconded by McCormick, to approve
the items listed on the Consent Calendar. Motion carried, 4-0.

of the City of Vernon Approving and Authorizing the
Execution of an Agreement for Continuation and Upgrade of
Dedicated Internet Access Services Under jthe Business

1. Motion carried,
Carlos Fandino, Director of Light & Power, reported that on
March 7, 2011, at approximately 9:00 pm, there was a power
outage due to high winds. No significant damages were reported.
Fandino reported that several months ago, M.F1J. Cutting
Incorporated was believed to have been bypassing the
transformers supplying power to their facility. Light and Power
has repaired the meter and monitored the load consumption. The
usage is comparable to what it was 3 years ag,, before power was
unaccounted for.
M.F.J. is being charged $65,000 for three years of lost revenue.
M.F.J. originally agreed to a payment schedule, but their
attorney later requested a ten day extension and also requested
to renegotiate the amount due and with a $10,000.00 cashiers
check. The requests were denied.
Fandino stated that M.F.J. had obtained a loan, and was given an
extension until March 24, 2011, when the full amount would be
due, otherwise the power would be shut off. Fandino will
provide a status report at the next Council meeting.
Councilman McCormick inquired whether the business will continue
to be monitored. Fandino advised that the department will
continue monitoring the situation to ensure that there is no
further tampering.
Fandino reported that the PUC will inspect the City's gas system
records in April. The department is on course for the
inspection.
Fandino reported that the Gas Department has a new customer,
Penguin Natural Foods. Peerless Material Corp, is also a
potential new customer.
Fandino advised that the Department will be interviewing
candidates for the System Coordinator I position within the
following weeks.
Councilman Maisano proposed that the Counci11
leview the City's
outside Counsel and City's attorneys under closed session during
the next Council meeting.
At 8:09 a.m., it was moved by McCormick and seconded by Newmire,
to adjourn the meeting. Motion carried.
