THE CITY OF VERNON HELD THURSDAY, MAY 26, 2011,
IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED
AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: Gonzales, McCormick, Davis, Maisano, Newmire
MEMBERS ABSENT: None
The meeting was called to order at 8:32 a.m. by Mayor Gonzales.
The City Clerk announced that there were no changes to the
agenda.
The City Clerk announced that this was the time allotted for
public comment. The Mayor inquired whether anyone in the
audience wished to address the City Council.
Juliet Goff, owner of Kal Plastics, addressed the Council as a
Chair of the Vernon Chamber of Commerce, Good Governance
Committee. Goff advised that an ordinance for a housing
authority was brought to the Council, and emphasized its
urgency. Goff advised that City staff understood this urgency
and thanked them for their quick response. She was pleased to
see the seriousness staff addressed to the issue.
Goff reported that on Tuesday, the Chamber had voted to accept
the ordinance and resolutions. Goff advised that staff salary
caps are now in line with similar cities, and that it signals to
all that Vernon can reform from within. Goff advised that
housing was the most important issue, and encouraged the Council
to pass all measures.
CONSENT CALENDAR
It was moved by Newmire and seconded by Davis, that the matters
on the Consent Calendar be approved as recommended. Motion
carried, 5-0.
1. Resolution No. 2011-85 - A Resolution Of The
City Council Of The City Of Vernon Fixing The
Salaries Of City Department Heads As Of July 1,
2011, And Repealing All Resolutions In Conflict
Therewith
2. Resolution No. 2011-86 - A Resolution Of The City Council
Of The City Of Vernon Calling An Election On A Date To Be
Set Pursuant To State Law And Ordering That A Measure Be
Submitted To The Voters Of The City To Amend The City
Charter To Include Term Limits For City Council Members
3. Resolution No. 2011-87 - A Resolution Of The City
Council Of The City Of Vernon Fixing The Salaries
And Benefits Of City Council Members And
Repealing All Resolutions In Conflict Therewith
4. Authorization for the City Administrator to
retain the law firm of Reed & Davidson to provide
annual Political Reform Act, Public Records Act,
and Brown Act training for City officials, and
compliance review of City policies relating said
statutes.

ORDINANCES
1. ORDINANCE NO. 1183 - An Ordinance Of The City Council Of
The City Of Vernon Establishing A Housing Commission
Pursuant To The Provisions Of The City Charter Of The
City Of Vernon And Specifying The Membership And Duties
Of The Housing Commission (First Reading)
It was moved by Maisano and seconded by Newmire, to adopt the
first reading of Ordinance No. 1183. Motion carried, 5-0.
ORAL REPORTS
City Administrator Mark Whitworth reported that the City will
implement all of the items that Council has reviewed and
approved. Whitworth advised that this is a positive step, and
stated that the voices of Sacramento have been heard. Whitworth
advised that the changes reflect the business, concerns and that
he is happy to serve the City of Vernon and the will of the City
Council. The next step is to defeat AB46.
CLOSED SESSION
At 8:40 a.m., it was moved by McCormick and seconded by Newmire,
that the City Council go into closed session to discuss the item
listed on the closed session agenda. Motion carried, 5-0.

At 8:52 a.m., it was moved by McCormick and seconded by Maisano,
that the meeting be adjourned. Motion carried.
