20120117 Regular City Council Meeting - Minutes (3)MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF VERNON HELD TUESDAY, JANUARY 17, 2012, IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Davis, McCormick, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:30 a.m. by Mayor Pro-Tem Davis. The City Clerk announced that there were no changes to the agenda. The City Clerk announced that this was the time allotted for public comment. The Mayor Pro-Tem inquired whether anyone in the audience wished to address the City Council. No one responded. 1. Search firm presentation for City Attorney search Senior Consultant Syldy Tom and Senior Manager David Armijo made a presentation for Alliance Resource Consultant regarding the four phases of their recruitment process. In response to Councilman Davis, Tom responded that the process usually takes 17 weeks, but that the process can be condensed to 10 weeks. She also reported that the professional fee was $16,000, with expenses not to exceed $7, 000. Councilman Newmire inquired whether a shorter process equates to lower expenses. In response, Armijo advised that it could lead to lower expenses, but that it was open to discussion. Independent Ethics Advisor John Van de Kamp questioned who would be conducting the search, sought clarification on the passing of one of the company's recruiters, and inquired whether the firm had a clear sense of the City's needs. Armijo clarified that both he and Tom would be conducting the search and reported on their work experience, and the passing of their colleague. Armijo reported that in driving through the City of Vernon they received a general sense of the City and will be working with City Council to gain additional understanding. The City Clerk announced that there were no further items on the agenda.
