Senior Consultant Syldy Tom and Senior Manager David Armijo
made a presentation for Alliance Resource Consultant regarding
the four phases of their recruitment process.
In response to Councilman Davis, Tom responded that the
process usually takes 17 weeks, but that the process can be
condensed to 10 weeks. She also reported that the
professional fee was $16,000, with expenses not to exceed
$7, 000.
Councilman Newmire inquired whether a shorter process equates
to lower expenses. In response, Armijo advised that it could
lead to lower expenses, but that it was open to discussion.
Independent Ethics Advisor John Van de Kamp questioned who
would be conducting the search, sought clarification on the
passing of one of the company's recruiters, and inquired
whether the firm had a clear sense of the City's needs.
Armijo clarified that both he and Tom would be conducting the
search and reported on their work experience, and the passing
of their colleague. Armijo reported that in driving through
the City of Vernon they received a general sense of the City
and will be working with City Council to gain additional
