20120207 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL - LIGHT & POWER MEETING OF THE CITY OF VERNON HELD FEBRUARY 7, 2012, IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Davis, McCormick, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:00 a.m. by Mayor Pro-Tem Davis. The City Clerk announced that there were no changes to the agenda. The City Clerk announced that this was the time allotted for public comment. The Mayor Pro-Tem inquired whether anyone in the audience wished to address the City Council. No one responded. CONSENT CALENDAR: It was moved by McCormick and seconded by NeWmire, that the matters on the Consent Calendar be approved as recommended. Motion carried, 4-0. l.Approval of Light & Power Warrant Register No. 315, totaling $5,310,330.50, which covers the period of January 10 through January 30, 2012, and consists of the following: a. Ratification of wire transfers totaling $5,160,143.13; and b.Ratification of the issuance of early checks totaling $32,689.63; and c.Authorization to issue pending checks totaling $117,497.29. 2. Approval of Gas Warrant Register No. 103, totaling $2,101,008.10, which covers the period of January 10 through January 30, 2012, and consists of the following: a.Ratification of wire transfers totaling $2,095,826.95; and b.Ratification of the issuance of early checks totaling $5,109.76; and c.Authorization to issue pending checks totaling $71.39. 3. Resolution No. 2012-21 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of Task Order No. 2012-1 to the Standard Master Agreement, By and Between the City of Vernon and CH2MHill Engineers, Inc. Regular City Council - Light & Power Department Minutes February 7, 2012 It was moved by McCormick and seconded by Newmire to approve Resolution No. 2012-21. Motion carried, 4-0. 2. Resolution No. 2012-22 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an In -building Equipment Agreement By and Between the City of Vernon and Los Angeles SMSA Limited Partnership dba Verizon Wireless by AirTouch Cellular for the Installation, Maintenance and Operation of In -building Equipment In response to Mayor Pro-Tem Davis, Director of Light & Power Carlos Fandino advised that the agreement will result in $2,500 - $3,500 in monthly savings. It was moved by Maisano and seconded by Newmire to approve Resolution No. 2012-22. Motion carried, 4-0. 3.Resolution No. 2012-23 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of the Proposal from SRT Helicopters for an Aerial Survey Peter Hervish explained the need for the helicopter in order to quantify the raptors' nests, and confirmed the maximum total cost. It was moved by McCormick and seconded by Maisano to approve Resolution No. 2012-23. Motion carried, 4-0. 4. Resolution No. 2012-24 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Agreement with Fujitsu Network Communications, Inc. for Purchase of Equipment and Services Related to the Fiber Optic System Internet Access Operations Fandino and Engineering Manager, Ali Nour, advised that the agreement will upgrade the current fiber optic system and allow for additional customers. In response to Councilman McCormick, Nour reported that the City received 2-3 calls for fiber optic system per week. It was moved by McCormick and seconded by Maisano to approve Resolution No. 2012-24. Motion carried, 4-0. 5. Resolution No. 2012-25 - A Resolution of the City Council of the City of Vernon Approving and Authorizing the Execution of an Agreement with MTM Technologies, Inc. for the Purchase of Cisco Systems Equipment It was moved by Newmire and seconded by McCormick to approve Resolution No. 2012-25. Motion carried, 4-0. ORAL REPORTS Mr. Peter Hervish advised that the minutes from the City Council's Light and Power Meetings in September and October 2011 had been construed by certain members of the public as stating that the City of Vernon had submitted an application to Kern Page 2 of 3 Regular City Council - Light & Power Department Minutes February 7, 2012 County for a wind energy project. Mr. Hervish stated that this is not correct and that there is no such application pending with Kern County. The City continues to conduct studies to determine the potential viability of a wind energy project on City -owned land in Kern County. Director of Light & Power Carlos Fandino reported that the special meeting for the Advisory Committee for Electric Rates had been delayed due to the need to complete the rate study and independent comparison study. The next committee meeting will be on March 7, 2012, at 8:00 a.m. Fandino reported on the arc flash study and on phases 2 and 3 of the project on Furlong Street. He reported on the receipt of numerous applications for the electrical engineer position. Fandino reported on the joint oversight legislation hearing regarding the wind power outage that affected Southern California Edison. He advised on issues due to lack of inventory and the City's goal to replace power poles each year. In response to Councilman Maisano and Newmire, Fandino advised that costs prohibit the City from going to an underground power system, but that the City tries to maximize underground lines with new customers. He also reported that the 2008 study conducted by R.W. Beck that identified areas that should have underground systems, but that a substation on the eastside was priority in order to accommodate larger loads. Engineering Manager Ali Nour reported that limitations of the existing right-of-way and the challenges of going to an underground power system prevent the city from installing more underground lines. Fandino reported on the Resource Management Group and provided an update on the status of the bio methane fuel. Fandino reported on recent power outages due to the high winds that left Edison neighborhoods without power for more than a week in the San Gabriel Valley. The City Clerk announced that there were no further items on the agenda. At 8:43 a.m., it was moved by McCormick and seconded by Newmire, to adjourn the meeting. Motion carried. Wilord G.
