20120403 Regular City Council Meeting - MinutesMINUTES OF THE REGULAR CITY COUNCIL - LIGHT & POWER MEETING OF THE CITY OF VERNON HELD APRIL 3, 2012, IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Davis, McCormick, Maisano, Newmire MEMBERS ABSENT: None The meeting was called to order at 8:02 a.m. by Mayor Pro-Tem Davis. The City Clerk announced that there were no changes to the agenda. The City Clerk announced that this was the time allotted for public comment. The Mayor Pro-Tem inquired whether anyone in the audience wished to address the City Council. No one responded. CONSENT CALENDAR: It was moved by McCormick and seconded by Maisano, that the matters on the Consent Calendar be approved as recommended. Motion carried, 4-0. 1. Approval of Light & Power Warrant Register No. 319, totaling $5,065,630.20, which covers the period of March 13, through March 26, 2012, and consists of the following: a. Ratification of wire transfers totaling $4,974,248.96; and b.Ratification of the issuance of early checks totaling $11,707.39; and c. Authorization to issue pending checks totaling $79,673.B5. 2. Approval of Gas Warrant Register No. 107, totaling $17,712.25, which covers the period of March 13, through March 26, 2012, and consists of the following: a. Ratification of the issuance of early checks totaling $8,758.11; and b. Authorization to issue pending checks totaling $11954.14. T .W RT7CTV7gQ 1.Resolution No. 2012-45 - A Resolution of the City Council of the City of Vernon Approving and Adopting a Energy and Credit Risk Management Policy for the City of Vernon Director of Light & Power Carlos Fandino reported that the resolution was necessary in order to complete tariff requirements to participate in the California Independent System Operator markets. It was moved by Newmire and seconded by McCormick to approve Resolution No. 2012-45. Motion carried, 4-0. Regular City Council - Light & Power Department Minutes April 3, 2012 ORAL REPORTS Director of Light & Power Carlos Fandino reported that interviews continue for the Electrical Engineer position, and they commenced the recruitment process for the Gas Manager position. Fandino reported a transformer fire at Camino Real Foods on March 30, 2012. The customer's meter panel was determined to he - the cause. Fandino reported that Patriot Environmental was called in to clean up oil leaked during the fire. Fandino reported a traffic collision on March 20, 2012, when a truck made an illegal u-turn and backed up into a power pole. Fandino reported that the pole had to be replaced. Fandino advised that WM Caster had reported a low hanging line at 4626 Pacific Boulevard. The communication line was determined to be a safety hazard and secured. Fandino reported of outages due to heavy rain and extreme winds in excess of 85 mph on March 25, 2012. Fandino reported that the extreme weather caused 15 source line transmission poles to sheer at the base along the Los Angeles River. Fandino clarified that 10 of the 15 poles belonged to the City. FedEx was reportedly the only affected customer. Fandino praised the Community Service's response, and on Petrelli Electric's efforts. In response to Mayor Pro-Tem Davis's inquiry, Engineering Manager Ali Nour advised that some of the fallen poles date back to the 1960's and that the wind speeds were higher than normal. Fandino reported on the department's inspection of the remaining poles in order to determine whether other poles should be replaced. In response to Mayor Pro-Tem Davis, Fandino advised that transmission source poles were affected but that power was rerouted. In response to Davis's inquiry on the cause of the fire at Camino Real Foods, Fandino reported that the company is investigating but that water may have entered the meter panel. On March 26, 2012, a power outage of less than one hour occurred at Excelpro Manufacture located at 2800 Pacific Boulevard. On March 27, 2012, Petrelli crews responded to a report of a smoking transformer at Farmer John. On March 26, 2012, Community Services Department reported a downed line at 261° Street. On April 1, 2012, a power outage of 10 seconds occurred due to windy conditions. He also reported a power outage on April 2, 2012, during a power pole replacement project. The incident is under investigation. Fandino appeared at the California Energy Commission's hearing on bio methane fuel. He anticipates that at least one of the City's contracts will get certified for bio methane fuel use, Page 2 of 3 Regular City Council - Light & Power Department Minutes April 3, 2012 but cautioned that there are still many unknowns. For now, the City will continue its lobbying efforts. The City Clerk announced that there were no further items on the agenda.
