HELD APRIL 17, 2012, IN THE COUNCIL
CHAMBERS OF THE CITY HALL LOCATED AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: Davis, McCormick, Maisano, Ybarra
MEMBERS ABSENT: None
The meeting was called to order at 9:40 a.m. by Mayor Pro-Tem
Davis.
The City Clerk announced that there were no changes to the
agenda.
The City Clerk announced that this was the time allotted for
public comment. The Mayor Pro-Tem inquired whether anyone in
the audience wished to address the City Council. No one
responded.
MINUTES
It was moved by Maisano and seconded by McCormick to approve the
Minutes of the Regular City Council - Light & Power Meeting held
February 7, 2012. Motion approved, 3-0-1, with Councilman
Ybarra abstaining.
CONSENT CALENDAR:
It was moved by McCormick and seconded by Maisano, that the
matters on the Consent Calendar be approved as recommended.
Motion carried, 4-0.
1. Approval of Light & Power Warrant Register No. 320,
totaling $1,712,482.92, which covers the period of March
27, ,through April 9, 2012, and consists of the following:
a. Ratification of wire transfers totaling $1,278.810.27;
and
b. Ratification of the issuance of early checks totaling
$229,248.62; and
c.Authorization to issue pending checks totaling
$204.424.03; and
d.Approving voided check no. 509155 in the amount of
$50.00.
2. Approval of Gas Warrant Register No. 108, totaling
$1,768,333.91, which covers the period of March 27, through
April 9, 2012, and consists of the following:
a. Ratification of wire transfers totaling $1,768,270.40;
and
b.Ratification of the issuance of early checks totaling
$63.51.
3. January 2012 Resource Procurement Report, to be received
and filed.

RESOLUTIONS
1.Resclution No. 2012-48 - A Resolution of the City Council
of the City of Vernon Approving and Ratifying the Execution
of (i) a Base Contract for Sale and Purchase of Natural
Gas, Contract Number 1, By and Between the City of Vernon
and Element Markets Renewable Energy, LLC and (ii) a
Biomethane Transaction Confirmation Number 1 By and Between
the City of Vernon and Element Markets Renewable Energy,
LLC for the Purchase of Biomethane Fuel to be Used at the
--, Malburg Generating Station
2.Resolution No. 2012-49 - A Resolution of the City Council
of the City of. Vernon Approving and Ratifying the Execution
of (i) a Base Contract for Sale and Purchase of Natural
Gas, Contract Number 2, By and Between the City of Vernon
and Element Markets Renewable Energy, LLC and (ii) a
Biomethane Transaction Confirmation Number 2 By and Between
the City of Vernon and Element Markets Renewable Energy,
LLC for the Purchase of Biomethane Fuel to be Used at the
Malburg Generating Station
3. Resolution No. 2012- 50 - A Resolution of the City Council
of the City of Vernon Approving and Ratifying the Execution
of (i) a Base Contract for Sale and Purchase of Natural Gas
By and Between the City of Vernon and Clean Energy
Renewable Fuels, LLC and (ii) a Biomethane Transaction
Confirmation By and Between the City of Vernon and Clean
Energy Renewable Fuels, LLC for the Purchase of Biomethane
Fuel to be Used at the Malburg Generating Station
Fandino explained that the three resolutions represented three
different contracts for the purchase of bio methane gas from two
different vendors to address the mandates of SBX1_2. Fandino
mentioned that the additional cost of the gas would be a pass
through to customers and that in the event that the Legislature
determines that this out-of-state bio methane gas does not meet
the RPS requirements, the City may terminate the contract(s).
It was moved by McCormick and seconded by Ybarra to approve
Resolution Numbers 2012-48, 2012-49 and 2012-50. Motion
approved, 4-0.

Director of Light & Power Carlos Fandino reported that on April
5, 2012, Feeder 9, a 7kv circuit, experienced a power outage due
to a bird making contact with the lines.
On April 9, 2012, a power outage was experienced at Loral
Apparel, but suffered no loss.
Fandino encouraged business owners to follow AB1900 as it may
have a severe impact on the business community if the city is
forced to procure more expenses RPS resources.
Fandino advised that the recruitment process for an Electrical
Engineer is ongoing, and that the request for proposals for the
electrical service maintenance agreement is scheduled to go on
the May agenda.

The City Clerk announced that there were no further items on the
agenda.
At 10:01 a.m., it was moved by McCormick and seconded by
Maisano, to adjourn the meeting. Motion approved.
