IN CONFERENCE ROOM NO. 5, SECOND FLOOR OF
THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA
MEMBERS PRESENT: Davis, McCormick, Maisano, Ybarra, Martinez
MEMBERS ABSENT: None
The Special Meeting of the City Council was called to order at
2:00 p.m. by Mayor Davis.
The Interim City Clerk announced that there were no changes to
the agenda.
PUBLIC COMMENT
Interim City Clerk, Dana Reed announced that this was the time
allotted for public comment. Mayor Davis inquired whether
anyone in the audience wished to address the City Council. No
one responded.
ACTION ITEMS
1. Mayor selection of a Vernon resident to fill the unexpired
term for a vacant position on the Vernon Housing
Commission, to be ratified by the City Council.
Mayor Davis selected Melissa Ybarra to fill the vacant position
on the Vernon Housing Commission.
In response to Councilmember Ybarra's concerns, Interim City
Clerk Dana Reed clarified that he is not required to excuse
himself from the vote.
A roll call vote was taken to ratify Mayor Davis' appointment.

- Councilmember Ybarra, yes
- Councilmember Maisano, yes
- Mayor Pro-Tem McCormick, yes
- Mayor Davis, yes
Motion carried, 5-0.
CLOSED SESSION
At 2:03 p.m. it was moved by McCormick and seconded by Martinez
that the City Council go into closed session to discuss the
items listed under closed session. Motion carried, 5-0.

2. PUBLIC EMPLOYMENT
Government Code Section 54957(b)(1)
Title: Finance Director
At 5:30 p.m. it was moved by McCormick and seconded by Maisano,
that the City Council exit closed session. Motion carried, 5-0.
Legal Counsel, Joung Yim reported that the offer for Finance
Director will be made to Candidate "A". If the offer is
rejected by Candidate "A", the offer will be made to Candidate
"B" and so forth. Interim City Clerk Dana Reed was instructed
to negotiate the terms on behalf of the City.
At 5:31 p.m., it was moved by McCormick and seconded by Maisano,
that the meeting be adjourned. Motion carried.
