All ORDINAllCE OF THE CITY OF VERNON regulating the
construction. alteration, repair, mO~ing of buildings and the
use t~ereof; Providing for t~e issuing of permits for t~e
same, eBtabli~~ing fire limits within said City~

THE BOARD OF TRUSTEES OF THE CITY OF VERNON DO ORDAIN
AS FOLLOWS:
Section I.
It shall be unlawful for a:qy persant firm, or corpor-
ation, as principal, agent, ~fficer, clerk or employee, for
himself or itself, or for another peraon, firrn.. or corlloration,
hereafter to erect, construct, alter, repair, raise, build upon,
build to, move or uemolish, or to cause, permit, or suffer to
be erected, constructed, altered, repaired, rai sed, bull t upon,
built to, moved, d~~oli9hed, maintained or used within the City
of Vernon any building or structure or IJart t}lereof in a manner
that shall violate any of t~e provisions of this Ordingnce.
Section II.
It shall be unIowful for any person, fir.m, or cor9or-
ation, as principal, agent. officer, clerk or employee, for
himself or i taeIf, or for another person, f1 'I'm, or corpora.tion.
to enlarge. alter, raise. build upon, or move from one place to
another in Fire District No.1 in the City of Vernon. any frame
or wooden building. or to move any frame or wooden building
from a place without such fire district to a place \tithin such
fire district; provided, however, that when any part of any
existing building w~tl1in Fire District 110. 1 is ta.ken for public
uoe by condemnation, for street or other purposes, it shall be
lawful to repair the remaining portion of such building wi~l the
s~me material, or ~aterials, or the a~Be or similar kind as tnase

or if there is sufficient ground in the sc~e lot or premises
upon whicl~ sach building exists, said building may be removed
as far as :'~lay be nccessar:>r to clear tllUt portion of the lot or
premises taken for such public use; and if there ia not suffi-
aient ground for such purpoae, said building may be moved elee-
where outside of Fire District No.1; and provided further,
that when any existing wooden building in Fire District No.1
ie al tered or repaired as to the street front or as to the in-
terior of such building, it shall be lawful to make such alter-
ations or repairs with materials of the same kind as those of
which the remaining portion of such buildinG is constructed.

FIRE DISTRICTS.
The Ci ty of Vernon is hereby divided
into two {2} fire districts to be known and designated as Fire
District No.1 and Fire District No.2 respectively.
FIRE DISTRICT NO. 1 shall include all that portion of
the City of Vernon bounded by the following prescribed lines:
Beginning at t~e intersection of the eaet line of Alameda street
wi th the north bounde. ry line of the City of Vernon; thence along
saii north boundary line, easterly to the west line of Tract 1lo.

tended for the residence of not over two (2) families.

Section V.
CLASS "A" BUILDll!G. For the purpose of this ordi-

5 nance. Cla~s "A" Buildings, designated as "::tt:Lre proo:f'" or
6 "skeleton" con~truction. shull include every building wherein
7 all external or internal loads or atrains are transni tted to
8 the foundation by means of reinforced concrete, or by means of
9 a s},:eleton or frame work of' steel or iron, the beams and gird-
10 ere of whlch a.re bel ted or riveted to each other at their res_
11 pective juncture points.
12 All outer walls of' every bui.lding of Class "i\.1I shall
13 be constructed of either brick, stone, 0 r concrete. Every co1-
14 umn in an outer wall of ar.y such building shall have not less
15 tho.n fou:, and one half inches (4-!") of brick, stone. tile, or
16
concrete beyond the outer flanges.
Where a facing of granite
17 or marble or other stone which is subject to disintegration is
18 used, every beam, girder and oolumn shall be protected inde-
19 pendently of such facing With not leso than two inches (2") of
20 concrete, brick, or tile laid in cement mortar.
21 All interior partitions shall be constructed of either
22 hollow tile blocks, brick, or reinforced concrete in which the
23 stiffening material 1s thorouv,hly fire-proofed; or shall be
24 constructed of bars of metal, lathed with metal lath and plastered.

It shall be unlawful to commeI1Ce. 0 r proceed wi th
the erection, construction, alte::'2.tion or repair, exceeding

ture in the City of Vernon unless a permit BO to do is first
obt~l.ined as herein provided.
Any person, firm, or co~oration deBiring such per-
mit shall file with the City Clerk, on a blank to be fUrnished
by sfl.id C1 ty Clerk, an app11 cation therefor, which app11ca tion
cllall be signed by the owner or hie agent,

shall set forth the land upon which tl:.e :proposed Wo rk is to be
done, describing the same by lot ~nd block, or other deacrip-
tion by which the 58_me may be readily located or identified,
general dimen6ions of the buildir~ to be erected, constructed,

pa8sage of this ordinance as a haspi tal, sn1atorium, Emni tarium,
or asylum may be altered, repaired, reconstructed, or added to
if such ~lt,cratiOl1, repair, reconstruction, or r.;.cidition is of
Clt'.ss "A" construction.
For the purpose of this Ordinance, a hosrd tal, SD,na-
torium. eanitarium, cr 8.sylum in a building in which sick, de-
mented, injured, infirm, ag~d, or orphaned persons are housed
or intended to be housed.
Section XII.
Any person, finn, or corporation violatir.lg any of the
preVisions of this Ordinance, shall be deemed guilty of R mis-
de~eanor, and upon conviction thereof shall be punishable by a
fine of not more than Three Hundred Dollars ($300.CO) or by im-
priaoI1I:lent in the City Jail of tIle Ci'tJ.' of Vernon for a period
of not to exoeed ninety (90) day._ or by both suer, fine and im-
prisonment.
Section XIII.
Every person, firm, or corporation Ahall be deemed
gu1lty of a oeparate offense for each day during which any viol~-
tlon of this Ordinance by such person) f1 I'm, or corporation con-
tinues, and shall be punishable therefore as herein provided.
Seotion XIV.
All ordinances and parts of ordinances inconsistent
with this cr1inanoe ar8 hereby repealed.
