The CIty Clerk shall certify to the pas- sage of this ordinance by a two-third (2/3) vote of all the members of the Board of Trustees of the City of Vernon, and shell cause ths same to be prInted and posted in at laeet three publio plaoes in said Clty of Vernon, and the'reupon and thereaftsr it shall take .ffe~t and be In force.
