CALIFORNIA, ORIlEllING. CALLING, PROVIDING FOR AND
GIVING NOTICE OF A SPECIAL ELECTION TO BE IlELD IN
SAID CITY ON WEIlNESIlAY, TIlE lUTH DAY OF Sl&PTEMBEIl,
1930, FOll TIlE PURPOsE OF SUB!.IITTING TO THE QUALIFIED
VOTERS OF SAID CITY THE FOLLOWING PROPOSITION OF IN-
CURRING A IlEBT, TO-WIT: THE PROPOSITION OF INCURRING

SAND DOLL/IRS FOR THE PtJRPOSE OF ACQUIltING, CONSTRUCTING

HEAT AND POWll:ll, INCUJDING Tlli: ACQUISITION OF LANDS.
RIGHTS OF WAY, MACHINERY, APPARATUS AND OTllEll PRoP-
ERTY, AND Tlli: CONSTRUCTION OF ELECTRIC GENERATING
WORKS, SUB-STATIONS, TRANSMISSION AND DISTRIBUTING
LIliES, CONDUITS AND OTIIiR WORKS NECESSARY TIIEllEFOR.
WHEREAS, the City Councilor the City or Vernon,
in the Oounty ot Los Angeles, State at California, by Resolu-
tion No. 599 !,asse<1 and adoph<1 by a vote or two-thir<1s or
all or ite members, at a regular meeting or sai<1 City Council
held on Monday, the 18th day or August, 1930, at the City Hall
in said City, being its regular place of meeting therein, did
<1etermine that the public interest and necessity or sai<1 City
demanded the acquisition, oonstruction and completion of a
certain revenue-producing municipal improvement, to-wit:
works for generating, tranemitting and d1stributing electric1ty

for the purpose of supplying said City and Its Inhabitants
with light, heat and power, including the acquisition of
landa, rights of way, machinery, apparatus and other prop-
erty, and: the constructioIl ot' electric generating works, sub-
stations, transmission and distributing lines, conduits and
other works necessary therefor, and that the estimated cost
of said improvement, to-wit: the sum of Three Million Nine
Hundred Thousand Dollars I.s and will be too great to be paid
out of the ordinary annual Income and revenue of said City
of Vernon, and
WHEREAS, said reeolutlon wsa duly signed by the
Mayor of said City, and duly attested by the City C~k
thereof, on the eald 18th day of AUgust, 1930, and entered
In the Book of Resolutions of said City and a minute of the
passage and adoption thereof made on the minutes of the
lIISeUng at which the same "as passed and adopted,
NOW, THEREFORE, The City Council of the City of
Vernon, California, do ordain as follows:
Section 1. That a Special MUnicipal Election be,
and the same Is hereby ordered and c aUed to be held In
said City of Vernon on Wednesday,the lOth <lay of September,
1930, end that at said Special Election there shall be eub-
mltted to the qualified votere of said City of Vernon the
proposition of Incurring a debt for the purpose set forth
in said resolution hereinabove referred to, and herein-
arter stated.
Section 2. The objeots and purposes for which
said debt is proposed to be inourred are as tollows: the
aoqulsltlon, construction and completion by said City of

Vernon ot a certain revenu,e-produclng munioipal improvement I
to-wit: works tor generating, transmitting and distributing
electricity tor the purpose ot supplying said City and its
inhabitants with light, heat and power, inclUding the acqui-
sition of lands, rights of' way, machinery, apparatus and
other property. and the construction of electric generating
works, sub-stations, transmission and distributing lines,
conduits and other works necessary therefor.
Section 3. That the estimated cost of this pro-
posed revenue-producing municipal improvement above des-
cribed. namely, the acquisition, construction and completion
of works tor generating, transmitting and distributing elec-
tricity for the purpose or supplying said City snd its in-
habitants with light, heat and power, including the acqui-
sition at lands, rights of way, machinery, apparatus and
other property, and the construction of electric generating
worke. SUb-stations, tranamlssion and distributing lines,
conduits and other works necessary therefor, 1s the sum of
Three Million Nine Hundred Thousand Dollars, and the amount
of the principal of the indebtednese to be incurred there-
for is the eum of Three Million Nine Hundred Thousand Dol-
lars (13,900,000.00); and the maximum rate of interest to
be paid on said indebtedness is Six per centum (6~) per
annum. payable semi-annually, which rate ehall not be ex-
ceeded in the issuance of bonds for such indebtedness; thai
it the proposition to incur the indebtedness tor said pur-
pose so submitted at such election receives the requisite
number of votes, to-wit: two-thirds of the votes of all
the qualified voters of said City voting at such election,
bonds of eaid City in the amount ot Three Million Nine Hun-
dred Thousand Dollars ($3,900,000.00) shall be ieeued and

sold for the purposs of acquiring, constructing and complet-
ing said revenue-producing munioipal improvement; said bonds
shall bear interest at a rate not exoeeding eix per oentum
(6~) per annum, payable semi-annually, and the principal and
intereet thereof ehall be payable in lawful money of the
United statee of America.
section 4. That for the purpose of paying the
principal and interest of said bonde, the City Council of
Baid City shall at the time of fixing the general tax levy,
and in the manner for suoh general tax levy provided, levy
and collect annually each year until such bonds are paid or
until there be a sum in the Treasury of said City set apart
for the p~po8e, to meat all sums ooming due for the prin-
cipal and interest on said bonds, a tax sufficient to pay
the annual interest on suop bonds and also such part of
the principal thereof as shall become due before the time
for fixing the next general tax levy; provided, however,
that if the maturity of the indebtedness created by the
aforesaid prcposed issue of bonds be made to begin more
than one year after the date ot the issuance of such bonds,
then the tax for the purpose of paying the principal and
interest ot the bonds, the maturity of which 1s so deterred,
shall be levle~ and collected at the time and in the manner
aforesaid, annually each year, sufficient to pay the inter-
est on Quch indebtedness as it falls due and also to con-
etitute a sinking fund for the payment of the principal
thereof on or before maturity; said taxes shall be in addition
to all other taxes levied for municipal purposes, and shall
be collected at the same time. and 1n the same manner as
other municipal taxes are collected, and be used for no other

Section 5. That the speoial election hereby called
and ordered to be held ehal1 be held and oonaucted and the
votes thereat received and canvassed and the returns made
and the result thereof asoertained, determined and declared
as herein provided, and in all partIculars not recited herein,
aooording to the laws of the State of California providing for
and governing special Eleotions in the City of Vernon.
There ehall be printed on the ballots to be used
at such Special MUnicipal Election, in addition to the other
matters reqUired by law, the following proposition, to be
voted upon, to-wit:
.Shall the City of Vernon, California incur a
bonded indebtedness cf Three Killion Nine HUndred Thousand
Dollars ($:5,900,000.00) for the purpose of aoquiring, con-
structing and completing a certain revenue-vroducing muni-
cipal improvement, to-wlt~ works tor generating, transmitting
and distributing eleotricl.ty for the purpose of supplying eaid
City and its inhabitants with light, heat and power, includ-o
lng the acquisition of lands. rights of way, machinery, ap-
paratus and other property, and the construction of electric
generating works, sub-stations, transmission and distributing
lines, conduits and other works necessary therefor?"
And opposite said proposition to be voted upon.
and to the right thereof, shall be printed the words .Yes.
and MNo. on separate I1nes with a voting square opposite and
to the right of each of said 1I0r4s.
section 6. At said Special Eleotion the polls shall
be opened at 6:uu o'olock A. M. of the day of such election,
purpose than for the payment of said bonds and accruing
1nterest.

named as officers ot election for such special municipal

Vernon, heretofore established by the Board of Supervisors
of theCounty of Los Angeles on the 9th day of pecember,
1929, for the holding of state and county elections, is

Special Election, hereby called, the regular election pre-
cinot, embracing all of the territory within the City of
