Section 1: That the rates to be charged for elec-
tric energy diBtributed and Bupplied by the municipal electric
distributing syst~and the tima and manner of payment of the
same, are hereby fixed as provided in the following sections:
Sec~icn 2: STREET LIGHTIl/G SERVICE. That the annual
rates for furnishing and supplying elec~rical service for street
~ight1ng purposes in said City of Vernon are hereby fixed as
fellows:
(a) - For general incandescent street lighting other
than ornamental post lighting including original installationJ
energy and maintenance:
For lights, including xeflector and provided
with lamp as follows:

(3) - In determining the number of lighting circuit s as
referred to herein the circuits used solely for appliance
purposes or other power use on same metered service shall not
be counted. and that proper allowance fer such use shall be
made in "ounting cir"uits used jointly for lighting e.nd/or
applica.nce or other power ul!le..
(4) - The above rate for domeetic service is applicable
only to pxivate single residenoeB or to any individual family
accommodations, used primarily for domestic and household pur-
poses, as distinguished from cammercial, professional or
industrial purpoeBS. having installed lighting and/or lighting,
cooking, heating, water heating, or other power consuming
appliances, served through one meter. Single phase motor
of three (3} horsepower or lesa will be permitted in addition
theret o.

or less except in cases where the servioe is temporary in

(3) - Where service ia taken and metered at pximary
distribution vo1tage.. any pr:NIer, heating and cooking loads

Special Conditions
Provided that,
(1) - The demand charge shall be on (a) the
C:onnected Load Basia, exoe:~t that on written application
of the ocnsumer it may be placed on (b) the Kilowatt Demand
Basis for not less than twelve consecutive months.
(2) - For bills J:endered under (b) the Kilowatt
Demand Baeie. the demand charge and the kilowatt-hours
chargeable at 0.40 cents p<,,, kiloVlatt-hour shall be computed
on the actual Maximum Dema.nc.l created each month, but on not
le.s than seventy per cent (7010) of the highest Maximum
Demand eatablished during the months of November, December,
~anuary and February of the preceding eleven months period,
and on not les. than forty pex cent (4010) of the connected
load. provided further, that if it producea a lower bill,
a demand higher than the actual maximum demand created .hall
be u.ed.
(3) - Arry demand occurring between the hour. or
10:30 P. M. of any one day and 7:30 A. M. of the follo#ing
day and ..nydemand occurriIlg on Sundays and/or on the

of Yernon by testa from tUlle to time or monthly by means
of proper recording meters to be furnished and installed
by .aid City of Vernon, ex"ept that additional metering
equipment as may be require:d by the City must be furnished

under the foregoing. (A) Q.uant ity Rate and (E) Load Faotor
Rate, the minimum ohuge shall be based on oonneotsd load
except that when the connected load exceeds two hundred and
fifty (250) horsepower. the minimum charge on written
applioation of the consumer ~ be based on the K&x1mum
Demand for not less than twelve consecutive months.
(.2) - 1Rhen tha minimum charge is baaed on connected
~oad the minimum charge ehall be Fifty Cents (50t) per
month per horsepower of conD:flated load but in no case
~sss than One Dollar and Fifty Cents ($1.50) per month.
except that when the installation consists of two or
more motors and has a tot&1 connected capacity of more
than one hundred (100) horsspower, the minimum oharge
shall be lased on forty pex oent (40%) of the connected

(6) - Billa rendered for periods other than a month
shall be prorated on a monthly basis and the m1n~
c~a?ge anal1 be waived on all initial bills where the
service shall have been for one month or less except in
cases where the servica is temporary in character, and
except that where the service is temporary in c~ac~er
and the entire period of service is less than one-third
of a month. then the bill shall not be less than one-third
of the minimum monthly charge.
Section 6: OPTIONAL CO'.MB:rnED LIGHTTING ANIl POir.d:R

SP.ECIAL CONDITIONS
Provided that,
(1) - This schedule shall be applicable to combination
lighting and power service on one meter to consumers of 100
R.P. maximum demand and over.
(2) - Consumers desiring Ber~1ce under this schedule
shal~ make special contract therefor.
(3) - The contract may be canceled and the standard
rates may be applied at any time upon request of the consumer.
with the provision that where a return to the standand rates
is made in leBs than twelve months after the effective date of
the contract, the bills rendered under authority of said
contraot shall be adjusted on a basis of Baid standard rates,
and the oonsumer shall pay to the City its net coat of in-
stalling such special metering equipment as was required for
the application of this optional Bchedu~e.
(4) - The min~ monthly cl~ge shall be Seventy-five
Cents (75%) per horBep~er o~ measured maximwm demand but in
no case less than $100.00 per month or $1,200.00 per year.
l'he minimum. charge will be made aceturnlla.tive over a twelve
(12) month period and shall be paid monthly at the rate of
one-twelfth (1/12) of the annual amount.

vo~t-~pere-hours used in tha.t month, a credit allOWance on
this schedu1e will be made on such excess kilowa.tt-hours at
the rate of eight-tenths (o.e) of a mill per kilowatt-hour.
Such credit in any month shall not exceed ten per cent (10%)

Total Bin

Section la: NRTER rtENTALS. That the rentals to be

Sect ion 13: Dl!JFINn' IONS. J.l&ximum Demand. That the
"lraximum Dema.nd- When referred to in a.ny of the foregoing sec-
tions. shall signify the average delivery in the fifteen minute
interval in which the consumption of electric energy 1s greater
than in any other fifteen minute interval in the month.
Connected Load.
That the consumer's .Connected Loadw when rererred to
herein shall signify the rated capacity of the maximum load
that can be energi~ed directly and simultaneously from the
City's lines.
For the purpose of determining rates and minimum char'gee
herein each horsepower of rated capacity of motors, each kilo-
watt of rated capacity of stationary apparatus other than
stmadard distribution transformers and each kilo-volt-ampere
of standard distribution transformer capacity and each kilo-
vo~t-ampere of output capacity of frequency changers chal~ be
considered as equivalent to one horsepower of connected load
except that in cases of hoists, e~evators. welding rJS.chines)
furnaces and other installaticns where the energy demand is
intermittent or subject to violent fluctuation, or in the case
of multiple rated motors, or where connected loads are inde-

are hereby defined as meaning persons, corporations, 00-

the service provided for 1n the preceding sections including
general lighting. power or standby service for use in apart-
ment houses, court groups, er corr.mercial, manufacturing or
induBtr 1al buildings, plantE, or establishments, or on ranohes
or farms I or for other uses.
Section 14: GEN!:RAL PROVISIONS. That for the pur-
pose of computing bills. and unless otherwise specified in this
ordinance, all meters serving a consumer shall te considered
sepa.rs.telyl and the readingf: thereof shall not be combined. ex-
cept that where the City shall, for its operating convenience
or necessitYI insta.1.1 two OJ:'" more meters upon the consumer's
premises in place of one met.er for one class ot~ service then
