The City Counci1 of the city of Vernon does ordain as follOWS: -NHEREAS, in the opinion of the City Council of the City of Vernon the public interest. convenience, necessity and general welfare of Baid city and of ita citizens and inhabitants require that a por~ion of the revenue of said city be appropriated and expended for the purpose of advertising and giving publicity to the commercial, industrial and other advantages of said city, to the end that its present substantial grmrth and development along all lines may be enuouraged and augmented and its gene~l desirability a6 a place in which to work and engage in business be more effectively brought to the attention of the pUblic gen- erally; and WBEREA$, there recently has been incorporated under the laws of the State of California and is now functioning in said city. a non-profit organization. known as the Vernon In- dustrial Development Association, whose purposes are to promote the advantages of the land situated therein and generally to promote the welfare of said city, and whose personnel. or- ganization and facilities have been carefully investigated by said Council, and said Council is of the opinion that said Vernon Industrial Development Association has the personnel. organization and facilities to render more economioal, effective and efficient advertising and publicity services than now exist or cculd hereafter be developed by the city itself; and :NHEREAS. the City Council of the city of Vernon did enter into a contract with the Vernon Industrial Development Association for a period of five years from the first day of 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 .. 0_ 26 " ,. > ,0 o 0" 27 - -J lDi;j;z;ffi< InZO::EU ..-<< ;z:<C OlJ~:i"li 28 .. ....>0 II! "" oz , , 31 ,r 32 January. 1933; and \VHEREAS, in the opinion of the City Council, the public interest, convenience, necessity and general welfare of the city of Vernon will be best preserved by mutually abandoning said con- tract by ca.ncelling said contract with said Vernon Industrial. Development Association and entering into a new contract for a period of four years and eight months from the first day of May. 1934; and 'NHKREAS. it is the opinion of the City Council that the general welfare of the City of Vernon will be best served and the judicious expenditure of the annual advertising and publicity appropriaU,ms of said city most effectively accom- plisbed by the execution of said contract for a ~eriod of four years and eight months. by and between said city and said Vernon Industria.l Deve~opment Association. for publicity a.nd advert is- ing for said city; NOW, THEREFORE. pursuant to the provisions of an Act of the Legislature of the State of California. entitled, "An Act Authorizing Municipal Corporations to expend money for Advertising or Publicity Purpoeee.", approved April. 5. 192? and the powers vested in it under the General Laws of the State of California. the City Council of the City of Vernon doee ordain as follows: Section 1: That the contract entered into between said city and said V6rnon Industrial Development Association. executed January 23. 1933, be, and the same is hereby, mutually rescinded, and the city eha~l pay to said Vernon Induatrial De- velopment Association the calance due said association under said contract out of the ap?rapriation of $15,000.00 for the fiscal year 1933-34. Section 3: That the l~or and the City C1erk of the city of Vernon be, and they are hereby. authorized, empowered a.nd directed to execute on behalf of sa.id city that certa.in can- tract of concurrent date with the a.doption of this ordina.nce. whereby the city of Vernon agrees to hire the Baid Vernon In- dustr'ial Development Aseociation a.s advertising and publicity agent. and said 'Ternan Iniustrial Development Associa.tion agrees to render for So period of four yeara and eight months from the first day of May. 1934, all publicity and advertising services for the city of VernoD, at the price of $15,000.00 per annum, payable in installments of ~1250.00 per month at the end of each month. which said contract is hereby approved by the 8ity Council of said City.
