THE CITY COUNCIL. OF THE CITY OF VERlIOl!l DOES ORDADiT AS FOLLOWS:
Section 1: That for the purpoBe at this ordinance.
a secondhand metal pipe. de&l.er is defined to be a person, f1rm
or oorporation, having a fixed puce of business in the alt:y
of VernoR and engaged in conducting, managing or carrying on
the business of selling and/or buying, at Who1esale or retai1.
any second~and stee~ Qr cast iron 011 pipe, water pipe, 011
well casing, water well casing and/or fittings for same.
Seat ion 2: That it shall be un1.....ful for any person.
firm or corporation to engage in conducting, managing or carry-
ing on the bueiness of second hand metal pipe dealer without
first applying for and reosiving a permit therefor in writing
from the City Counoil of the City of Vernon, in the manner
hereiuafter provided.
Section 3: Any pereon, firm or corporation desiring
to obtain a permit to carryon the business of secondhand metal
pipe dealer shall file an application in writing therefor with
the City Council of the City of Vernon. specifying the 8~reet

and number of the place at which said business is proposed to
be conduoted or carried on. Said app1ioation sha11 be signed
by the applicant and contain the address of Baid ap"licant.
Seetion 4: That no permit to carryon the businesB
of a seoondhand metal. pipe deal.er within the City of VerDOn
shall be granted by the City Counoi~ to any person, firm or
corporation who faila, refuses or neglects to comply with the
laWs and ordinancee relAting to ths business for whioh said
permit 10 BOught. The City C1erk of the City of Vernon .hall

Sectio~ 5: !hat in the eve~t that any perso~. firm
or corporation hOldi~g a permit to conduct or carryon the
business or a second hand metal pipe dealer shall violate. or
eause or permit to be viOlated, any of the provisions 1n this
ordinance, ar &DY provision of any other ordinance, or of any
law re~ating to or regulating Buch business, or shall oonduct
or carry on such bualnes8 in an unla..t'ul manner. or Bh.al.l causa
or permit such buslneaa $0 to be conducted or carried on, it

shall be the duty of the Chi.!lp~li.e to reoommend to the City
Gounci1 of the City of Vernon the revocation of Baid permit.
and it shall be the duty of the City Council of the City of
Vernon to revoke the permit issued for conducting or carrying
on BUch buaine88. If the permit held by any person, firm. or
corpora.tion conducting or carryi11g on any buslnesa uDder the
provisions of this ordin~e shal1 be revoked. no per.mit aba11
be granted to suoh person, firm. or corporatioD to conduc't. or
carry on a.ny such business within six (6) months after such
revocation. Wo permit sh8.l1 be revoked until a. hearing thereon
haa been had by the City Connell in the IlI&tter or the revoc&-
tion of said permit. notice of which hear.ing shall be given in
writing and served at least three (3) days prior to the date
of hea.rlag upon the ho~der of said permit. or his Tll&J1~er, or
agent, or person emp10yed in the place of business of Baid
hOlder. This notice shall state the grounde of complaint
against the holder of said permit or against the business
carrisd on by said hOldsr. and shall state the time and ple.ce

shall, before ths hour of 10:00 o'olock in the morning .ach
KondB\V and Wednesday of the week, make out and de~1ver to the
Chier of Police OD a blank far.a to be furnished by said second
hand metal pipe d.aler and approved by the City Counoil, a
full, true and compl.t. report of all goods, ware or merohandise
purchased since the filing of the last report. Said r.port shall
show the date each &rtlc~e 1e received or purchaaed, and the true
name and address 0;( the per.on or persons by whom said art iole
W&8 so~d, together with a description of said person or persona
&B near sa can be aacertalned by said seoondhand metal pipe
dealer. DeeoriptioD to be gi.en of suoh person or persons Shall
ehow the style of dress, h.ight, ag., seo<, complexion, oo1or
of' mOU8tache or beard or both where the same are worn. and. if

Section 8: E1'ery report and record required by the
terms of this ordinance to be filed shall be WTitten Qr printed
entirely in the English language in a cl.ea:r &ad legible IIIIIllner.
Section 9: That it sh&l.l. be unlawfUl for any second
hand ...tal. pipe deale.,. to sell or otherwise dispose of any
art icle or thing bought by h1Js within one week after such
artiCle or thing baa been parohaaed.
Sect ion l.0: That each secondhand metal pipe dealer
within the Cit.y of Vernon Bha.ll p~ a license.- of' Twenty-five
($25.00) Dollars per month to the City Clerk of the City of
Vernon.
Seetion 11: That any person, firm or corporation
vio1&ting any of the provisions of this ordinance B~ be
deemed g'l111ty Q-t a misdemeanor and, upon. convict ion thereof,
shal.l be punishable by a fine not "",aeeding Three Hundred
($300.00) Dol.l&rs, or by 1Jsprisonment in the city jail of the
City of ~ernan or the county jail. of the County of Lo. Angeles
at the discretion of the City ~gistr&taf for & term not to
""'''eed sixty (60) daye, or by both said fi... and impri.onment.
lIach person, firm or corpora-tion shall be deemed guilty ()f' &
aepara.te off'ense for every da.y during any pCtrt10n of' which any
violation of any provision of this ordinance i. committed,
continued or permitted by said penon, firm or corporation, and
aha~l be punishable therefor as provided in thia ordinance.
section 12: l'hat ths City C~erk of the City of
Vernon shall certify to the passage of this ordinance and
cause the same to be posted in three of the most oonspicuoua
places in the City of Vernon, to-wit: at the northwest oorner
of 38th Street and Santa :re Avenue; at the northWest carner Qf
