3 AN ORDINANCE OF THE CITY COUNCIL OF' THE CITY OF VERNON PROVIDING
FOR THE ESTABLISHMENT AND MAINTENANCE OF A PUBLIC LIBRARY WITHIN
4 SAID CITY.
5 THE CITY COUNCIL O.B' THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
6 Section 1: That the City Council of the City of Vernon
7 does hereby establish and provide for the regulation and mainten-
8 ance of a public library within the said City of Vernon.
9 Section 2: That such public library shall be managed
10 by a Board designated as the Board of Library Trustees, consist-
11 ing of five (5) members to be appointed by the Mayor of the City
12 of Vernon by and with the consent of the City Council. Such
13 Library Trustees shall severally hold office for three (3) years,
14 unless removed before the expiration of said three years' term
15 by resolution of the City Council of the City of Vernon; that
16 the members of the first Board appointed shall so classify
17 themselves by lot that one of their number shall go out of off-
18 ice at the end of the current fiscal year, two (2) at the end
19 of one year thereafter, and the other two (2) at the end of two
20 years thereafter. Men and women shall be eligible to such ap-
21 pointment, and vacancies shall be filled by appointment for the
22 unexpired term in the same manner.
23 Section 3: That the Board of Library Trustees shall
24 meet at least once a month at such time and place as said Board
25 may fix by resolution. Special meetings may be called at any

time by three (3) Trustees, by written notice served upon each
member at least three (3) hours before the time specified for
the proposed meeting. A majority of the Board shall constitute
a quorum for the transaction of business. Such Board shall ap-
point one of their members President who shall serve for one (1)
year and until his successor is appoint~, and in his absence

shall select a president pro tem. Such Board shall cause a
proper record of their proceedings to be kept.
Section 4: That the Board of Library Trustees shall
have power:
First: To make and enforce all rules, regulations
and bW-laws necessary for the administration, govern-
ment and protection of the libraries under their man-
agement and a~l property belonging thereto.
Second: To administer any trust declared or cre-
ated for such libraries, and receive by gift, devise,
or bequest and hold in trust or otherwise, property
situated in this State or elsewhere, and where not other-
wise provided, dispose of the same for the benefit of
such libraries.
Third: To prescribe the duties and powers of the
librarian, secretary and other officers and employees of
any such libaries; to determine the number of and ap-
point all such officers and employees, and to fix their
compensation, which said officers and employees shall
hold their offices or positions at the pleasure of said
board.
Fourth: To purchase necessary books, journals, pub-
lications and other personal property.
Fifth: To purchase such real property, and erect
or rent and equip, such buildings or building, room or
rooms as may be necessary when in their judgment a
suita~le bUilding, or portion thereof, has not been pro-
vided by the legislative body of the municipality for
such libraries.
Sixth: To require the secretary of state and other
state officials to furnish such libraries with copies of
any and all reports, laws and other publications of the
State not otherwise disposed of by law.
Seventh: To borrow books from, lend books to and
exchange the same with other libraries, and to allow non-
residents to borrow books upon such conditions as they
may prescribe.
Eighth: To do and perform any and all other acts
and things necessary or proper to carry out the pro-
visions of this ordinance.
Section 5: That the Board of library trustees shall,
on or before the last day of July in each year$ make a report
to the legislative body of their municipality, giving the con-
dition of the library on the thirtieth day of June, preceding,
together with a statement of their proceedings for the year
then ended, and forward a copy thereof to the State library of
Sacramento.
Section 6: That the City Council of the City of Vernon
shall, in making the annual tax levy, and as a part thereof

(if the maintenance of the library has not been otherwise
provided for) levy a tax for the purpose of maintaining such
library and purchasing property necessary therefor, which taxes
shall be in addition to other taxes the levy of which is per-
mitted in the municipa~ity.
Section 7: That the revenue derived from said tax,
together with all money acquired by gift, devise, bequest or
otherwise, for the purpose of the library, shall be apportioned
to a fund to be designated as the library fund, and be applied
for the purposes herein authorized. If such payment into the
treasury should be inconsistent with the conditions or terms
of any such gift, devise or bequest, the Board shall provide for
the safety and preservation of the same, and the application
thereof to the use of the library in accordance with the terms
and conditions of such gift, devise or bequest. Payment from
said fund shall be made in the same manner as provided for the
payment of other demands against the City, provided all demands
on such fund shall be first presented to the Board of Library
Trustees, and approved by it. All warrants must be signed by
the President and Secretary of said Board before presentation
to the City Council.
Section 8: That the Board of Library Trustees shall,
on or before the date of making the annual tax levy by the City
Council of the City of Vernon, adopt and file with the said City
Council a detailed and itemized estimate of the amount of money
necessary for the operat~on of said library for the period cov-
ered by the annual tax levy.
Section 9: That a library established under this
Ordinance shall be forever free to the inhabitants and non-
resident tax payers of the City of Vernon, subject, always, to
such rules, regulations and by-laws as may be made by the Board

1 of Library Trustees; and provided, that for violations of the
2 same a person may be fined or excluded from the privileges of
3 the library.
4 Section lOt That the title to all property acquired
5 for the purpose of the library established hereunder, when not
6 inconsistent with the terms of its acquisition, or otherwise
7 designated, shall vest in the City of Vernon, and in the name of
8 the City of Vernon may be sued for and defended by actions of
9 law, or otherwise.
10 Section II: That the library established under the
11 provisions of this Ordlnance shall be known as the "Vernon
12 Public Library".
13 Section 12: That all Ordinances or parts of Ordinances
14 in conflict with this Ordinance, or any part thereof, are here-
15 by repealed.
16 Section 13: That the City Clerk is hereby directed to
17 certify to the passage of this Ordinance, and shall post same,
18 or ca.use same to be posted in three of the most public places
19 in said City, to-wit: the northwest corner of 38th Street and
20 Santa Fe Avenue; the northwest corner of 37th Street and Santa
21 Fe Avenue, and on the bulletin board in the lobby of the City
22 Hall of the City of Vernon, located at 4305 Santa Fe Avenue,
23 in said City; that this Ordinance shall be in full force and
24 effect from and after thirty (30) days from the date of posting.
