AN ORDINANCE OF THE ClffY OF VERNON ESTABLISHING CITY OF
VERNON SID1.ER DISTRICT NO. ONE IN SAID CITY AND FIXING ITS
BOUNDARIES PURSUANT TO THE PROVISIONS 0Ii' THl'~ "IvTUNICIPAL SEVv],'R
DISTRICT ACT OF 1939" AND THE PROVISIONS OF ORDINANCE OF IN-
TENTION NO. 524 OF SAID CITY; DETERMINING THAT NO PROTESTS VffiRE
FILED PURSUAN:J.1 TO SAID ORDINANCE OF INTENTION AND THAT NO PERSONS
PROTEST~~ THE FORMATION OF SAID DISTRICT OR ITS EXTENT, OR THE
COST OF THE PROPOSED IMPROVENmNT, OR ANY OTHER MATTER SPECIFIED
IN SAID ORDINANCE; CALLING AN ELECTION IN SAID DISTRICT FOR
TUESDAY THE 11TH DAY OF APRIL, 1939, AND PROVIDING FOR THE
SUBMISSION TO THE QUALIFIED VOTERS OP SAID DISTRICT OF' THE PRO-
POSITION OF AUTHORIZING TEE ISSUANCE AND SALE OP BONDS OP SAID
DISTRICT POR THE PURPOSES SET FORTH IN SAID ORDINANCE OF IN_
TENTION AND HE;REINAFTER STATED, AND THE QUESTION OF AUTHORIZING
THE DIPOSITION OF AN ANNUAL CHARGE UPON SAID DISTRICT FOR THE
MAINTENANCE AND OPERATION OF THE DVIPROVElvIENT DESCRIBED IN SAID
ORDINANCE OF INTENTION.
NOW, THEREFORE, Be It Ordained by the City Council of the
City of Vernon, California:
Section 1:
That no protests were filed and no protests
were made to the City Council of the City of Vernon s_gainst the
formation of the City of Vernon Sewer District Noo One, as pro-
posed and described in Ordinance of Intention No. 524 of the
City of Vernon, passed and adopted February 14, 1939, or against
the extent of said proposed district, or against the proposed
improvement, or against the acquisition of the rights proposed
to be acquired, or the cost thereof, or the inclusion of any
property in said district, or against the annual charge or amount
to be paid by said district toward the maintenance and operation
of the improvement, and toward the maintenance and operation of
the portion of the Los Angeles sewers to be used for the flowage
of the sewage of said district, or to anyone or more of said
matters; and all persons interested were afforded an opportunity
to be heard upon the same, and no'person availed himself of that
opportunity, and the formation of said district is hereby declared
necessary and convenient to carry out the purposes expressed in
said Ordinance of Intention, and the property in said district is
hereby declared to be specially benefited by the improvement des-
cribed in said Ordinance of Intention Noo 524.

Section 2: That there is hereby established in the City
of Vernon, a sewer district to be known as "City of Vernon Sewer
District No. One" in accordance with the provisions of "Municipal
Sewer District Act of 1939," and sa:td "City of Vernon Sewer
District No. One" shall include all of that portion of the City
of Vernon bounded, and particularly described in Ordinance of
Intention No. 524 of sa:td City, to wit:
Beginning at the intersection of the Northerly boundary
line of the City of Vernon with the Westerly boundary
line of the City of Vernon, as said boundary lines
existed January 1, 1938, thence Southerly along said
Westerly boundary line to its intersection with the
Southerly boundary line of the City of Vernon, thence
Easterly along said Southerly boundary line and contin-
uing on, upon, and along said boundary line following
all of its various courses and distances to its inter-
section with the Westerly line of Tract No. 2836 as
shown on map recorded in Book 35, pages 88 and 89 of
Maps Records of Los Angeles County, California; thence
Southerly along aforesaid Westerly line of Tract Noo 2836
to its intersection with a line that is parallel with and
200 feet Southerly measured at right angles from the
Southerly line of Fruitland Avenue Extension as shown on
Map of Tract 6452 recorded in Book 94, pages 77 and 78
of Maps, Records of Los Angeles County; thence Easterly
along said parallel line to its intersection with the
Southerly prolongation of the Easterly line of said Tract
6452; thence Northerly along said last mentioned Southerly
prolongation of the Easterly line of Tract 6452 and
Northerly along said last mentioned Easterly line of Tract
6452 and the Northerly prolongation thereof to its inter-
section with a line being the Westerly prolongation of
the Northerly line of Lot 2 of the 500 Acre Tract of the
Los Angeles Fruitland Association as shown on map thereof
recorded in Book 3, pages 156 and 157 of Miscellaneous
Records of said County; thence Easterly along said last
mentioned prolongation of the Northerly line of said Lot
2 and along the Northerly line of said Lot 2 to its
intersection with the Southerly prolongation of the
Westerly line of Lot 4 Jno. R. Taylor's Vernon Avenue Villa
Lots as shown on map thereof recorded in Book 4, page 42
of Maps, Records of Los Angeles County, thence Northerly
along said Southerly prolongation of said Lot 4 and along
the Westerly line of Lot 4 to the Northwesterly corner of
~ Lot 4, thence Easterly along the Northerly lines of Lots
4 and 5 of said Jno. R. Taylor's Vernon Avenue Villa Lots
to the intersection of the Northerly line of said Lot 5
with the Southwesterly line of the Los An.ge1es County
Flood Control Channel as shown on ms_p thereof filed in
case number B-75288 of the Superior Court of the state of
California in and for the County of Los Angeles; thence
Northwesterly in a direct line to the Southwesterly corner
of Lot 11 'l'ract 9734, as shown on map thereof recorded in
Book 160, pages 5 and 6 of Maps Records of Los Angeles
County; thence Northerly along the Westerly lines of Lots
11 and 10 of said Tract No. 9734 and along the Northerly
prolongation of said last-mentioned Westerly line of Lot

10 to its intersection with said Northerly boundary line
of the City of Vernon; thence Westerly along said North-
erly boundary line to the point of beginning;
Section 3: That an election shall be, and is hereby called

to be, held on Tuesday the 11th day of April, 1939, :in all that
certain territory in the City of Vernon included within the
boundaries of "City of Vernon Sewer District Noo On~above des-
cribed, for the purpose of submitting to the qualified voters
of said district the proposition and question hereinafter par-
ticularly stated in accordance with the provisions of the
"Municipal Sewer District Act of 1939" and as declared in said
Ordine.nce of Intention No. 524.
Section 4: That the object and purpose for which the indebt-
edness described in the proposition No. 1 set forth on the ballot
hereinafter provided for 1s to be incurred is particularly stated
in said Ordinance of Intention No. 524, and is the acquisition,
in accordance with an agreement between the City of Los Angeles
and the City of Vernon, dated August 10, 1938, of rights to flow
sewage in certain sewers of the City of Los Angeles, and the use
of said sewers and treatment works snd plants of the City of Los
Angeles, and the construction of certain gauging stations,
measuring devices, and sewers and connections with sewers, s_nd
the payment therefor by said City of Vernon, including charges
for interest, and the repayment to the City of Vernon of part of
said charges already paid by it, and a general description of
the proposed improvement is: The construction and acquisition
of sewers in "City of Vernon Sewer District No. One" and the
construction of outlets for sewers already constructed in said
district for co+lecting and disposing of the sewage of said dis-
trict, including the acquisition and construction of all
necessary machinery, apparatus and other property to enable said

sewage to be gathered and collected, including the acquisition
of rights in sewers and outfall sewers of the City of Los
Angeles to enable the sewage of said district to be disposed
of by flowing the same through said sewers and outfall sewers
of the City of Los Angeles and its works and plants to and
into the Pacific Ocean.
That the total estimated cost of the proposed improvement
including the acquisition of the rights and property described
in said contract, and the incidental expense in connection there-
with, including repayment to the City of Vernon of the sums
heretofore paid by it for the benefit of said district, is the
sum of Three Hundred Fifty Thousand Dollars, and said sum is
the amount of indebtedness proposed to be incurred for said
purpose.
Section 5: That the ballots to be used at said election,
in addition to all other matters provided by law, shall contain
the following propositions, to wit:
PROPOSITION NO.1: Shall a debt be incurred by
the issuance of $350,000.00 bonds of f1City of Vernon
Sewer District Noo One" in accordance with "Municipal
Sewer District Act of 193911 and Ordinances of the City
of Vernon, for the purpose of the construction and ac-
quisition of sewers in said district and the construction
of outlets for sewers already constructed in said district,
for collecting and disposing of the sewage of said dis-
trict, including the acquisition and construction of all
necessary machinery, apparatus and other property to
enable said sewage to be gathered and collected, includ-
ing the acquisition of rights in sewers and outfall sewers
of the City of Los Angeles to enable the sewage of said

district to be disposed of by flowing the same through
said sewers and outfall sewers of the City of Los Angeles,
and its works and plants, to and into the Pacific Ocean?
PROPOSITION NO.2: Shall the City Council of the
City of Vernon levy and assess, or cause to be levied and
assessed, annually upon the property in "City of Vernon
Sewer District No. One" a tax clearly sufficient to pay
and discharge the annual expense of the maintenance and
operation of the sewer system in said district, and the
annual amount to be paid toward the maintenance and
operation of the sewer system of the City of Los Angeles
used in connection with the disposition of the sewage of
said district, which total annual charge is estimated to
be the sum of Nine Thousand Dollars ($9000.00)?
That opposite each of said propositions and to the right
thereof, the words "YES" and "NO" shall be printed with voting
squares thereaftero A cross (X) stamped in the voting square
after the word "1.'ES" shall be counted in favor of the adoption of
the question or proposition, and a cross (X) stamped in the voting
square a.fter the word "NO" shall be counted against the adoption
of said question or proposition.
Section 6: That the polls for said election shall be opened
at 7:00 o'clock in the morning of said da.y fixed for said election
and be kept open until 7:00 o'clock in the afternoon of said day,
when the polls shall be closed. That in all respects not set
forttl in this Ordinance said election shall be held as provided by
law for holding general municipal elections in cities of the sixth
class, but no notice of said election other than the posting of
this Ordinance as hereinafter provided shall be required.

Section 7: That said election hereby called shall be held
within the boundaries of "City of Vernon Sewer District No. One"
as descr:i.bed in Section 2 of this Ordinance, and the polling
place of said election is hereby ests_blished and designated to
be the lobby in the City Hall at 4305 Santa Fe Avenue, in the
City of Vernon. There shall be, and is hereby established, one
election precinct which shall include all of the territory
included within"City of Vernon Sewer District No. One", the
boundaries of which said election precinct are hereby fixed and
established as identical with the boundaries of "City of Vernon
Sewer District Noo Oneil as such boundary is more particu1e.rly
described in Section 2 of this Ordinanceo
The Officers who are hereby appointed to conduct said
election are as follows:

Section 8: That if said propositi-on No. 1 so submitted
at said election receives the requisite number of votes, to wit:
two-thirds of the votes of the qualified voters voting at said
election, bonds of s,;dd district in an amount not exceeding
said sum of Three Hundred and Fifty Thousand Dollars (~-)350 ,000000)
shall be issued and sold as provided by law to provide funds for
the purpose hereinabove in Section 4, and in said Ordinance of
Intention No. 524, described, and the property in said district
shall be taxed to pay the interest and principal of said bonds
as provided by law; that the principal amount of said indebted-
ness to be incurred shall not exceed said sum of Three Hundred
and Fifty Thousand Dollars ($350,000000) and the maximum rate
of interest to be paid on said indebtedness is six per cent. per
annum, paya.ble semi-annually.
Section 9:
That if said proposition No. 2 so submitted

at said election receives the requisite number of votes, to-
wit: two-thirds of the votes of the qualified voters voting
at said election, the City Council of the City of Vernon shall
levy and assess, or cause to be levied and assessed, each year
upon the property in said "City of Vernon Sewer District No.
One", a tax clearly sufficient to pay and discharge the annual
charge and expense of the maintenance and operation of the
improvement hereinabove described, and the annual amount to be
paid toward the maintenance and operation of said sewer system
of the City of Los Angeles used in connection with the dis-
position of the sewage of said "City of Vernon Sewer District
No. One" as described in said Ordinance of Intention No. 524
and hereinabove ste_ted. The estimated cost of said annual charge
is stated in said proposition, to wit: the sum of Nine Thous8._nd
Dollars ($9000000). Said annual tax shall be levied, collected,
and disbursed as provided by "Municipal Sewer District Act of
1939".
Section 10: There is no newspaper printed and published
within said City of Vernon. The City Clerk shall certify to
the passage and adoption of this Ordinance, and to its approval
by the Mayor, and thereupon said Ordinance shall be posted by,
or under the direction of the City Clerk in three (3) public
places in said City, two (2) of which said places of posting shall
be within said'1Jity of Vernon Sewer District No. One." Said
Ordinance shall be posted at least two weeks preceding the date
fixed for the holding of such election, and shall take effect
and be in force two weeks after the date of such posting.
Passed and adopted by the City Council of the City of Vernon,
California, at a relUla~ meeting of said Council held on the 21st
day of March, 1939.
