IN THE CI~Y OF VERNON.

6 Tfill CITY COU1~CIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
7 Section 1: That a franchise be, and the same is, hereby
8 granted to General Petroloum Corporation of California, it::: success-
9 on:! and as signs, for a term of forty (40) years, to lay, construct,
10 ma:i.ntain, use and operate a single line of steel pipe, not less
11 than six (6) nor more than e:i.ght (8) inch internal diameter, and
12 appurtenances, for the transport2.tion of mineral oils and the
13 produc ts thereof I or for transportation of Wa te!', in, Ellong and
14 across Soto Street, laid alone the following described center line:

Beginning at a point in the westerly line of Soto Street,
130.0 feet southerly from canter line of 37th Street; thence
easterly, at right angles to said westerly line, 76.0 feet;
thence, northerly, parallel with, and 4.0 feet westerly from,
the easterly line of Soto Street, to southerly end of City
of Vernon's Soto street Bridge; beginning again, at the
nortberl:l end of said Soto Street Bridge; thence, northel'ly,
parallel with, and 4.0 feet westerly from easterly line of
Soto Street, t6 a point 930.0 feet northerly from center line
of 37th Street; thence easterly, 4.0 feet, to easterly line
of Soto Street.
Section 2: That the pipe line, and appurtenances which may
constructed under the privilege hereby granted shall be con-
s tructed in accordance \':i th plans therefor, approved by the C i t'~r
Engineer of Vernon; shall be of first class materials, with top
of pipe placed not less than three (3) feet below the official
str'eet grade.

Section 3: The riGht, privilege and permission hereby
granted shall be exercised and enjoyed subject to the following
conditions:
(a) That the said Grantee, its successors and assigns
shall maintain said

the satisfaction of said City Engineer, and shall not ex-
cavate in any street for the purpose of such maintenance, re-
pair or reconstruction, without first having
obtained a

(b) That the said Grantee, i.ts successors and assigns,
shall assume full responsibility for any damage whatsoever,
either to City of Vernon or to others, which may be occas-
ioned by reason of breaking or leaking of said pipe line,
and appurtenances, and shall, at their own cost and expense,
clean up and remove any and all spillage from such break
or leak as may be directed by the City Engineer of Vernon.
(c) That the said Grantee, its successors and assigns,
shall at its own cost and expense, repair, maintain, safe-
guard, support and/or relocate said pipe line and appurten-
ances across or along the trench or excavation in said street
during construction or reconstruction of sub-surface structures
of any kind or description; the installation of which is
being done under authority of City of Vernon; and shall, at
its own cost and e.xpense, lower or otherwise relocate said
pipe line, and appurtenances, should such be required by
change in the official sheet grade.
(d) That, upon tho

ment VIi th City of Vernon, thereby leasing space on the Ci tyls
Soto Street Bridge for supporting said pipe line over the Los

after thirty (30) days notice, by action of Vernon City
Council.

Hundred 'l'wenty Six Dollar's (;::226.00), so long as said lease
agreement shall be in effect.
(f) That said Grantee, its successors and assigns, shall
acquire no rights, rIha tsoever, under this fra.nchise, for
placing said pipe line on the City's Soto Street Eridge,
such rights as are granted under separate lesEo agreement,
being subject to cancel~ation, as aforesaid; provided,
however, that sub-eections (a), (b) and (c) above, shall
equ.ally apply to the portion of pipe line located. upon the
Soto street Bridge, the same as if same were inclu.ded in
the lease agreement.
(g) That the said Grantee, its successors and asslgns,
shall, at all times du.ring the life of thj.s Franchise,
keep on file with the City Clerk of the City of Vernon ~
bond rur~ling to City of Vernon in the penal sum of One
Thousand Dollars (~l,OOO.OO), by a Bonding Company, ap-
proved by the cit:r Council of the City of' Vernon, conclit-
:toned that said Grantee, jts su.ccessors and e.ss~lGns, shall
well and truly observe, fulfill and perfor~l eacb and every
term and condition of' said Franchise, and tha.t in case of
any break of condi tien of said bond the villola amount of

the principal and sureties upon said bond.

by its City Council, may declare such rights and privileges

rnade s hall thereupon become and remain null, void, and of
no effect.
Section 4: That the City of Vernon, in granting the rights
fUl.d. pri'vileges herein ccnti..dnecl, expressly reserves the riCht to
grade, pave~ macadamize, or regrade, repave and re-macadamize the
street along and across v:hich the ::;ajd pipe line is to be con-
structed, and to construct and re-construct sub-surface structures
of any and all kinds under or along said pipe line.
Sectj.on 5: That said pipe line and appurtenances shall
be operated and maintained subject to such other regulations and
conditions as may be prescribed from time to t
by tho Council
of the City of Vernon.
Section 6: There being no newspaper of general cir-
culation printed, published and circulated in the City of Vernon,
the City Clerk is hereby cUrected to cel'"'tify to tbe p8.8Sf~ga of
this Or-eli.nanca, and shall po::~t same, or cause same to be posted,
in three of the most public places in said Cit~T, to-wit: the
northvlest corner of 38th Street and Santa Fe Avenue; t:"l3 north-
west cornel'" of 37th street and Santa Fe Avenue, and on the

Enclosed please find agreement, in duplicate,
dated February 29, 1940, by and between City of Vernon
and General Petroleum Corporation of California, covering
our pipe line across City of Vernon's Soto street bridge.
This a.greement has been executed on the part of our
company and is being returned to you for execution on the
part or the City of Vernon.
We wish to call your attention to the fact that
this agreement consistently refers to Ordinance No. 530,
the original Ordinance granting General Petroleum Corporation
of California a franchise to maintain this pipe line within
the city streets of the Ci V of Vernon, and that Section 7
of Ordinance No. 532 repeals Ordinance No. 530. Will you,
therefore, make the necessary corrections in the enclosed
bridge a ttachmen t agreement and upon execution on your part
kindly return to the undersigned tully executed original
for our files.
Also, at this time we request that a new invoice
be rendered to us covering the rental for the attachment of
our pipe line on the Soto Street bridge at the rate of
$226.00 per annum from March 1, 1938 to February 28, 1941,
and we would appreciate it if this invoice would read as
tollows: "Rental charges on pipe line attached to Soto street
bridge as per agreement dated February 29, 1940, from March 1,
1938 to February 28, 1941", and return same to the undersigned
for payment.
