IdZ !::l 31 ~:r: 32 ORDINANCE NO. 536 AN ORDINANCE OF THE CITY OF VERNON PROHIBITING TRESPASS UPON AND LOITERING ABOUT CERTAIN CLASSES OF PROPERTY. THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS: Section 1: Declaration of Purpose. Public peace and safety is hereby declared to require that the uninterrupted operation of certain industries essential to national defense, such as the aircraft manufacturing industry, and of companies or agencies supplying water, gas, electric and other essential services, be protected by preventing the intrusion upon the properties thereof of idle, curious or malicious persons and of persons whose presence thereon is not necessary, and by prohibiting the loitering about such places by persons capable of inflicting harm or of impeding the operation conducted thereon. Section 2: Posting - Manner of. Prescribed. The "posted boundary" of any area shall be a line running from sign to sign, and such line need not conform to the legal boundary or legal description of any lot, parcel or acreage of land. Section 4: Trespassing a Misdemeanor. When any such premises is posted as provided in this section, it shall be unlawful for any person to go upon or to remain upon any place within the posted boundary of any such premises, or to enter or to remain in any such posted structure, without having upon his person the express written consent of the person, firm, corpora- tion, department or agency lawfully in possession or control thereof. Section 5: Loitering - a Misdemeanor. This ordinance does not apply to any entry in the course of duty of any peace officer, or any officer of the State or Federal government, or any Firemen regularly employed by the City of Vernon, nor to any person traversing an established and existing public sidewalk, street or highway. Section 7: Damaging Signs. Every person who tears down, defaces or destroys, or causes to be to~ down, defaced or destroyed, any sign placed or posted under the provisions of this ordinance without the consent of the person, firm, corporation, governmental agency, department or instrumentality having possession or control of the ~emises on which such sign has been erected, is guilty of a miSdemeanor. Section 8: Penalty Clause. Every person, as principal, agent or otherwise, violating any of the proviSions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed Three Hundred Dollars ($300.00) or by imprisonment in the City jail in the City of Vernon, California, or in the County jail of Los Angeles County, for a period of three (3) months, or by both such fine and imprisonment. Section 9: If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, the remainder of the ordinance and the application of such provision to ather persons or circumstances shall not be affected thereby. Section 10: That, there being no newspaper printed, published and circulated in the City of Vernon, the City Clerk is hereby directed to certify to the passage of this Ordinance and shall post same, or cause to be posted, in three of the most public places in said City, to-wit: the north~st corner~ 4. 1 of 38th Street and Santa Fe Avenue; the northwest corner of 2 37th Street and Santa Fe Avenue; and on the bulletin board 3 in the lobby of the City Hall of the City of Vernon, located 4 at 4305 Santa Fe Avenue, in said City; that this Ordinance 5 shall become effective on and after the date of such posting 6 as this is an ordinance for the immediate preservation of 7 public peace and safety, as it is necessary in the opinion of 8 the City Council to prevent persons from maliciously damaging 9 property; that it is necessary for the immediate national 10 defense, and it is urgently necessary that same go into effect 11 at once. 12 Adopted and approved this 26th day of Aug 13 14 --...:.> 1 18 STATE OF CALIFORNIA ) )SS 19 COUNTY OF LOS ANGELES ) 20 I, T.
