SECTION 3: Upon the issuance of said permit the ap~licant must direct and maintain a sufficient fence around said excavation so as to protect the public from injury due to said excavation. SECTION 4: When said application is filed and fee paid toget"el" with said undeX'taking and said undertaking has been approved by the City Council sald City Council shall issue a permit to the appllcant to do and carl'Y on the proposed work specified in said application.
