ORDINANCE NO. 549
AN ORDINANCE OF' fIIEE CITY OF VERNON RELATING TO
THE NA11IONAL DE1:<'ENSE AND RELATING TO 'III-IE CITY'S
\iVELFARE AND PUELIC SAFE'IY DURING ANY PERIOD OP
PUBLIC EMERGENCY, AUTHORIZING THE lIAYOR TO
PROCLAIM RULES AND REGULATIONS PERTAII~ING TO
AIR RAID AND OTHER BLACK-OUT PLANS, TRIAL
BLACK-OUTS AND O'rEER ElviERGENCY PLANS INVOLVING
THE PEACE, HEALTH AND SAFETY OF INHABITANTS
OF TIill CITY IN ANY TIME OF PUBLIC EMERGENCY
OCCASIONED BY WAR, CONFLAGRATION, OR ANY
PlJBLIC DANGER OF AN mlliRGENT CHARACTER;
DEFINING OFFENSES, AND PRESCRIBING PENALTIES.
THE CITY COUNCIL OF TI-'ill CITY OF VERNON DOES OHDAIN
AS FOLLOWS:
SEC11ION I.
That in any time of public emergency occasioned by the

public enemy, war, conflag~tion'or other public calamity, that
the Mayor of the City of Vernon be and he is hel~eby d:Lrected to
proclaim and publish rules and regule.tions from time to time
involving plans for the protection of public peace, health and
safety, which shall have the force and effect of la.Vl, for' the
conduct and cooperation of the citizens and inhabitants of the
City of Vernon in connection therewith. The ITayol' shall have
the power to call upon any person within the City over' the age
of eighteen (18) years to aid in enforcing such rules and
regulations in connection with the carrying out of plans for
the handling of such emergency as may be set forth in such rules
and regulations.
SECTION II.
It shall be unlawful for any person within the
corporate limits of the City of Vernon to wilfully refuse or
neglect to obey any order of the Mayor in connection therewith,
or any call made upon any person for aid in enforcing the Same.
SECTION III.
This ordinance shall constitute an exerci.se by the

City of its governmental functions for the protection of public
peace" health and safetJ,." and neither the City nor any officer
thepeof,nor any authorized. individual responding to the
regulations lawfully proclaimed and published by the Mayor, or
lawfully called upon to assist in enforcing the same" shall be
liable in a suit for damages in connection therewith.
SECTION IV.
Viol~tion of, or failupe to comply with any of the
provisions of this ordinance or of the rules and regulations
proclaimed by the Mayor in connection therewith, shall be
punishable by a fine not to exceed Three Hundred. U~300.00)
Dollars or by imprisonment in the City Jail not exceeding ninety
(90) days, or by both such fine and imprisonment.
SECTION V.
All rules and regulations so proclaimed and published
by the Mayor shall be and remain in effect for thirty (30) days
thereafter, but no longer, unless approved within such time by
resoluti.on of the City Council; provided, however, that any
rule or regulation so adopted by the Mayor may be rescinded by
resolution of the City Council of the City of Vernon.
Sl~C'llION VI.
This act is hereby declared to be an urgent measure"
necessary for the immediate preservation of public peace, health
and safety of the City of Vernon and its inbabitants and, as
such" shall take effect imraediately upon the passage thereof by
the City Council of the City of Vernon. The facts constituting
such necessity are as follows:
The United States of America is in a state of all out
war. The City of Vernon is located in a major defense area and
there are located in said City vital military" naval and

1 industrial defense activities. DaL~ge from invasion and
2 sabotage are exceedingly great. Anything short of immediate,
3 full and effective cOITmunity cooperation will expose the City
4 and its inhabitants to possible disaster and harm and hinder
5 general National Defense. Time is of the essence. The pro-
6 viding of the means whereby i:rnrnediate blaclc-outs and other
7 measures can be effected has a direct bearing upon the pre-
8 serva tion of public peace , health and safety, not onlj- to the
9 City of Vernon but to the state and nation as well.
SECTION VII.
The City Clerk shall certify to the passage and
adopt:i.on of this ordinance and shall cause the Same to be
posted in three (3) of the most conspicuous places within the
Ci t:l, to-wit: the northeast corner of 38th Street and Santa Fe
Avenue; and the nortlnvest corner of 37th Street and Santa Fe

Avenue; and on the bulletin board in the lobby of the City Hall
of the City of Vernon, located at 4305 Santa Fe Avenue in said

City; and the same shall be in full force and effect from and
after the date of posting.
