AN ORDINANCE OF TFffi CITY OF VERNON ESTABLISHING AN AUXILIARY
FIRE FORCE UNDER THE LOCAL C01ilJ1U'l'TEE OF THE OFFICE OF CIVILIAN
DEFENSE AND PROVIDING FOR ITS DUTIES AND CONTROL AND PROVIDING

PENALTIES FOR THE VIOLATION THEREOF.
THE CI'lY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1.
AUXILIARY FIRE FORCE ESTABLISHED: An auxiliary

9 fire force is hereby established within the City of Vernon.
10 Said auxiliary fire force shall be a volunteer organization
11 separate and distinct from the regular fire department of the
12 City, and shall be under the supervision and control of the
13
local committee of the Office of
Civilian Defense and the
15
14 Chief of the City of Vernon Fire Department.

SECTION 2.

The Fire Chief of the City of Vernon shall have com -
plete control and command of the auxiliary fire force to be

organized subject to the orders of the local Civilian Defense
19
Council and to the provisions of this Ordinance.

SECTION 3.

METHOD OF APPOINTMENT OF AUXILIARY FIRE DEPARTMENT.

Every person, firm or corporation having a place of business
23
within the corporate limits of the City of Vernon shall, upon
request of the local Defense Council of the Office of Civilian
24

Defense, organize a volunteer auxiliary fire department with-
in its establishment, factory or place of business from the
employees of said establishment, factory or business. Said
volunteer auxiliary fire department shall be so organized
that there shall be on duty as auxiliary firemen at all times
(Sundays and Holidays not excluded) a sufficient force of
auxiliary firemen to take care of any sudden emergency caused

1 by the enemies of the United States of America or otherwise.
2 There shall be furnished by each establishment, factory or
3 business to the Fire Chief of the City of Vernon, a list of
4 names of such volunteer auxiliary fire force and all members
5 thereof shall be American citizens or citizens of co-belli-
6 gerant or neutral countries.
7 SECTION 4.

DUTIES OF THE AUXILIARY FIRE FORCE: The duties of

the auxiliary fire force shall be to assist the regular mem-
bers of the Fire Depa~1ment of the City of Vernon in the pre-
vention, control and extinguishing of fires in their respective
plants within the City of Vernon in which they are regularly
employed during the present emergency of war, to aid in the
functions of civilian defense and perform such relative duties

as the local Defense Councilor the Chief of the Fire Department

may by order prescribe.

SECTION 5.

The Chief of the Fire Department may prescribe
other duties than those mentioned herein to be performed by the
19

auxiliary fire force.
He may prescribe for the training of the
21 members of such auxiliary fire force. All rules
and regula-
22 tions issued by the Chief of the Fire Department
are subject
23 to the approval the
of local Defense Council.

SECTION 6.

REMOVAL FROM MEMBERSHIP: RESIGNATION: The membership
of any person in the auxiliary fire force may be terminated by
the Chief of the Fire Department or the local Defense Council
at any time which in his or their judgment may be for the best
interest of the auxiliary fire force.

department, by order approved by the local Defense Council,
may diminish or expand the members of the auxiliary fire force,
as the exigencies may require.
SECTION 8.
SU~~RY DISMISSAL AND PUBLICATION: In addition to
the penalties provided by law, any violation of law under
color of the performance of his duties as a member of the
auxiliary fire force, and any breach of the rules and regula-
tions established by the Fire Chief, approved by the local
Defense Council, shall subject any member to summary expulsion
and the fact thereof may be published by the order of the
Chief. This provision shall not be deemed limited upon the
Chief of the Fire Department's authority to dismiss any person
from membership in the auxiliary fire force.

FALSE PERSONATION: It shall be a misdemeanor, pun-
ishable by imprisonment not to exceed three (3) months or by
a fine not to exceed $300.00, or both, for any person to de-
ceitfully represent himself to be comnected with the auxiliary
fire force unless he is in fact a member thereof.

SECTION 10.

IDENTIFICATION: An identification, or such other
insignia or evidence of identity as the Chief may prescribe,
shall be issued to each member of the auxiliary fire force who
must carry the card or other identity at all times while on

duty. He must surrender same upon termination of his membership.
SECTION 11.

Any person vlilating any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and upon con-
viction thereof, shall be punished by imprisonment not to exceed
three months or by a fine not to exceed $300.00, or both.

SECTION 12.
This ordinance is hereby declared to be an emergency
ordinance, necessary for the immediate preservation of public
peace, health and safety and shall take effect and be in force
from and after its passage and posting as required by law.
The following is a specific statement showing the
urgency of this Ordinance:
The United States of k~erica is at war and this city
1s in great and continuing danger of attack by the enemy. The
exigencies of war and the imminence of great public peril have
thrown unprecedented burdens upon the regular employees of this
City. The danger is such as to admit of no delay in providing
additional support and aid, voluntarily offered in the main-
tenance of public safety.
SECTION 13.
The City Clerk shall certify to the passage and
adoption of this ordinance and shall cause the same to be
posted in three (3) of the most conspicuous places within the
City of Vernon, to-wit: the northeast corner of 38th street
and Santa Fe Avenue; the northwest corner of 37th street and
Santa Fe Avenue; and on the bulletin board in the lobby of the
City Hall of the City of Vernon~ located at 4305 Santa Fe Ave-
nue in said City; and the same shall be in full force and ef-
fect from and after the date of posting.
