ORDINANCE NO. 552
--
AN ORDINANCE OF THE CITY OF VERNON ESTABLISHING A CIVILIAN
DEFENSE COUNCIL.
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
SECTION 1
There is hereby created a local Civilian Defense Council
in which the Mayor of the City shall be the Chairman thereof.
The other members of said council shall consist of Estevan R.
Peralta, Herman Scheider, Richard Levy and Robert J. Furlong.
SECTION 2
The said local Defense Council shall appoint all necessary
civilians to carry out the instructions of the National Civilian
Defense, appoint all co-ordinators and such other members as is
practical to conform to the National and State Civilian Defense
Regulations.
SECTION 3
This Ordinance is hereby declared to be an emergency
measure necessary for the immediate preservation of the public
peace, health and safety and shall take effect and be in force
from and after its passage and posting as required by law. The
following is a specific statement showing the urgency of this
ordinance:
The United States is at war and this city is in great
and continuing danger of attack by the enemy. The exigencies
of war and the i~nence of great public peril have thrown
unprecedented burdens upon the regular employees of this City.
The danger is such as to admit of no delay in providing additional
support and aid in the maintenance of public safety.
SECTION 4
The City Clerk shall certify to the passage and ad~ption
of this Ordinance and shall cause the same to be posted in

2 to wit: the northeast corner of 38th street and Santa Fe
3 Avenue; and the northwest corner of 37th street and Santa Fe
4 Avenue; and on the bulletin board in the lobby of the City
5 Hall of the City of Vernon, located at 4305 Santa Fe Avenue
6 in said City; and the same shall be in full force and effect
7 from and after the date of posting.
