ORDINANCE NO. 553
AN ORDINANCE OF THE CITY OF VERNON FIXING TEE SPEED LIMIT FOR
THE OPERATION OF LOCOMOTIVES AND TRAINS ON, ALONG, UPON, OVER
AND ACROSS PUBLIC STREETS AND HIGHWAYS IN THE CITY OF VERNON
AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF.
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
SECTION 1
No person, firm or corporation shall operate, or
cause to be operated, any 4.ocomotive or train consisting of
a locomotive and one or more railroad ears on, along, upon,
over or across any public street or highway within the City
of Vernon at a speed exceeding twelve (12) miles per hour.
SECTION 2.
Nothing in this Ordinance contained shall apply
to a locomotive or train consisting of a locomotive and one
or more railroad cars operated upon a right -of -way privately
owned and maintained for railroad purposes by any railroad
company operating within the city limits of the City of Vernon;
provided, however, that no locomotive and no train consisting
of a locomotive and one or more railroad cars shall be operated
or caused to be operated over or across public street cross-
ings or highway crossings within the city limits of the City
of Vernon at a speed exceeding twelve (12) miles per hour.
SECTION 3.
Any person, firm or corporation violating any of the
provisions of this Ordinance shall be deemed guilty of a mis-
demeanor, and, upon conviction thereof, shall be subject to a
fine not to exceed Three Hundred ($300.00) Dollars, or im-
prisonment in the city jail of the City of Vernon, or the
County jail of the County of LosAngeles, at the discretion of
the Committee Magistrate, or by both such fine and imprisonment.

SECTION 4.
There being no newspaper printed and published
within the City of Vernon, the City Clerk shall certify to the
passage of this Ordinance and shall cause same to be posted in
three (3) of the most conspicuous places within the city of
Vernon, to -wit: on the Bulletin Board in the Lobby of the
City Hall of the City of Vernon, 4305 Santa Fe Avenue, at the
Northwest corner of 38th street and Santa Fe Avenue, and at
the Northwest corner of 37th Street and Santa Fe Avenue, and
said ordinance shall be in full force and effect thirty (30)
days from and after the date of passae.
ADOPTED by the City Council of the City of Vernon,
California, this 2nd day of June, 1942.

The Union Pacific Railroad Company has requested that
the 12 MPH speed limit on trains within the City of Vernon, per
Ordinance No. 553 be increased to 20 MPH.
The present crossing protection provides ample pro-
tection for vehicular traffic as well as train movements if the
speed is increased to 20 MPH.
It is therefore recommended that the Vernon City Code
be amended by increasing the maximum speed of trains within
the City from 12 MPH to 20 MPH.
