AN ORDINANCE OF THE CITf OF VERNON ESTABLISHING AN AUXILIARY
3 POLICE FORCE~ PROVIDING FOR ITS USE AND CONTROL AND PROVIDING
PENALTIES FOR VIOLATION THEREOF.

THE CITY COUNCIL OF TIm CITY OF VERNON DOES RESOLVE AS FOLLOWS:
SECTION I.

AUXILIARY POLICE FORCE ESTABLISHED: An auxiliary

police force is hereby established within the city of Vernon,
and said auxiliary police force shall be a volunteer organiza-
tion of the City~ separate and distinct from the regular pOlice
department of the City~ and shall be under the supervision and
control of the local committee of the Office of Civilian De-

fensEl, and the Chief of the City of Vernon Police Department.
SECTION II.
CHIEF OF POLICE TO HAVE CONTROL:
The Chief of
17 Police of the City of Vernon sr~ll have complete authority,
18 control and command over the auziliary police force, subject
19 to the orders of the local Civilian Defense Council and the
20 provisiohs of this Ordinance. He may appoint as members thereof

any persons he may deem qualified and may reject any applica-
tion for membership. He may provide for training of the
members of the volQ~teer auxiliary police.
SECTION III.
METHOD OF APPOINT~ffiNT OF AUXILIARY POLICE FORCE: No
person shall be accepted in the auxiliary police force of the
city of Vernon who is not a resident of said city or who is
not engaged in business or who is not an employee of some person,
firm or corporation engaged in business in said city, and no
person shall be deemed a member of the auxiliary police force

1 until he has been accepted and registered as such in a roster
2 to be kept by the Chief of Police, or until he has taken his
3 oath that he will observe and obey the Constitution of the
4 United States, and the State of California, and the Jaws of
5 this Nation, this State and this City, and that he will carry
6 out the duties of a member of the auxiliary police force of
7
the City of Vernon to tbe hest of his ability. All members
shall be American citizens or citizens of co-belligerant OI'
8
9
neutral countries.

SECTION IV.

DUTIES:
The duties of the auxiliary police force,
subject at all times to the direction, supervision and control

of the Chief of Police, shall be to a ssist the regular member's
of the Police Department of the City in the enforcement of
16
laws, maintenance of peace and order during the emergency of
17
war and great common peril. The Chief of Police may by order
establish rules and regulations to govern the auxiliary' police
(said rules and regulations to be approved by the Local Defense
Council), to fix the specific duties of its members and provide
for the maintenance of discipline. He may change such orders
from time to time and may command members of the auxiliary
police force to obey instructions of reguJar police officers
in carrying out their duties. The chief may prescribe other
duties than those mentioned herein to be ~erformed by the aux-
iliary police force not inconsistent with law and the provis~
ions of this ordinance.
SECTION V.
IDENTIFICATION: An identification card or such other
insignia or evidence of identity as the local defense council

1 of the Office of Civilian Defense may prescribe shall be issued
2 to each member ~ who must carry the card and other identlfica-
3 tton at all times while on duty. He must sur:r'ender them to the
4 Chief of Police upon the termination of his membership.
5 SECTION VI.

R~IOVAL FROM MENillERSHIP - RESIGNATION: The membership
7
of any person may be terminated by the Chief of Police at any
8
time, and anynember may resign from the volunteer auxiliary
9
police force at any time, but it 'shall be his duty to notify
10
the Chief of his resignation.

SECTION VII.

CARRYING OF FIRE ARMS: No member of the volunteer
13
14
auxiliary police force shall, while on duty, carry or use any
15
fire arms except upon the express written order of the Chief
of Police.

SECTION VIII.

BREAKING - ENTERING: No member of the auxiliary
19
police force shall break into or otherwise forcibly enter upon
any private property or enter the dwelling or habitation of
another, without the consent of the owner or occupant, except
when i~nediately accompanied by a regular member of the Police
Department of this City, who then and there requests his aid in
the enforcement of the law.
SECTION IX.
POWERS OF ARREST:
The members of the auxiliary police
force shall have the following powers of arrest, and none other:
1. He may arrest for a public offense conwitted
in his presence;
2. He may arrest a person who has in fact crumnitted
a felony, although not in his presence;

3. When a felony has in fact been committed, he
may make an arrest when he has reasonable cause
for believing the person arrested to have com-
mltted it.
PROVIDED, HOVffiVER, that the Chief of Police may make it the
duty of any member of the auxiliary police force to lend physical
aid to any regular member of the police department in making any
lawful arrest.
SECTION X.
SUMUIARY DISl'iIISSAL AND PUBLICATION: In addition to
t~e penalties provided by law, any violation of law under color
of the performance of his duties as a member of the au.xil.tary
pollce force and any brea.ch of the Rules and Regulattons es-
tablished by the Chief, shall subject any mernberto SU1Il.1l1Rt"'y
expu:}.sion and the fac t thereof may be published at the order
of the Chief.
SECTI8N XI.
FALSE PERSONATION: It shall be a misdemea.nor, pun-
ishable by imprisonment for not to exceed 90 days, or by fine
not to exceed $300.00~ or both~ for any person to wear, carry
or display an auxiliary. pollee force card or insignia oz' other..
wise represent himself to be connected with the force unless
he is in fact a member thereof.
SECTION XII.
This ordinance is hereby declared to be an emergency
meaSUl.'e, necessary for the immediate preservat:tonof the public
peace, health and safety and shall take effect and be in force
from and after its passage and posting as required by law. The
follovling is s. specific statement showing the urgency of this
Ordinance:

The United States is at war and tbJ.s city is in
2 great and continuing danger of attack by the enemy. The exig-
3 encies of war and the i~ninence of great public peril have
4 thrown unprecedented burdens upon the regular employees of this
5 City. The danger is such as to admit of no dela.y in providing
6 additional support and aid~ voluntarily offered by the citi-
7 zens and the inhabitants of the city of Vernon and the mainte-
8 nance of public safety.

10 SECTION XIII.
11 The City Clerk shall certify to the passage and
12 adoption of this Ordinance and shall cause same to be posted
13 in three of the most public places in the city, to-wit: the

14 Northeast corner of 38th Street and Santa Fe Avenue; the
15 northwest corner of 37th Street and Santa Fe Avenue and on
the bulletin board of the lobby of the City Hall of the City
of Vernon, located at 4305 Santa Fe Avenue~ in said City;
and the same shall be in full force and effect on and after
the date of posting.
