'" z !: :l 31 ~:I 32 ORDINANCE NO. 558 AN ORDINANCE OF THE CITY OF VERNON REGULATING TRAVEL AND TRAFFIC OF VEHICLES IN AND UPON THE PUBLIC STREETS OF THE CITY OF VERNON AND PROVIDING A PENALTY THEREFOR AND REPEAL- ING ALL ORDINANCE AND PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. THE CITY COUNCIL OF TEE CITY OF VERNON DOES ORDAIN AS FOLLOWS: Section 1: DEFINITIONS: Whenever in this Ordinance the following terms are used, they shall be deemed and con- strued to have the meaning described in this Section. STREET OR HIGHWAY. Street or Highway is a way or place of whatever nature publicly maintained and opened to the use of the public for the purpose of vehicle travel. PRIVATE ROAD OR DRIVEWAY. Private road or drive- way is a way or place in private ownership and use for vehicular travel by the owner and those having express or implied permission from the owner, but not by other members of the public. THROUGH HIGHWAY. A Through Highway is a highway or portion thereof at the entrance to whieh vehieular traffie from intersecting highway is required by law to stop before entering or erossing the same, and when stop signs are ereeted as provided in this Ordinanee. ROADWAY. A Roadway is that portion of a highway improved, designed or ordinarily used for vehicular traffic. SIDEWALK. A Sidewalk is that portion of a highway other than the roadway set apart for pedestrian travel. CROSSWALK. An Intersection is the area embraced within the prolongation ot the lateral curb lines, or, itnone, then the lateral boundary line of the roadway or two highways 6 7 8 which join one another at approximately right angles, or an area within which vehicles traveling upon different highways joining at any other angle may come in conflict. RIGHT OF WAY. Right of way is the privilege ot the immediate use ot the highway. 9 SAFETY ZONE. Satety Zone is the area or space law- tully set apart within a roadway for the exclusive use of pe- destrians and which is protected or which is marked or indi- cated by vertical signs, raised markers or raised buttons, in order to make such area or space plainly visible at all times while the same is set apart as a safety zone. VEHICLE. A vehicle is a device in, upon or by which any person or property is or may be propelled, moved or drawn upon a highway, excepting a device moved by human power or used exclusively upon stationary rails or tracks. 24 MOTOR VEHICLE. A Motor Vehicle is a vehicle which 25 is self propelled. LOADING ZONE. That space adjacent to a curb, reser- ved for the exclusive use of vehicles engaged in the loading or unloading of materials or passengers from a public vehicle or from a private vehicle, when said loading zone is established in front of an established place of business. PEDESTRIAN. To stand a vehicle for a period or time greater than is reasonably necessary ror the actual loading or unloading of persons or materials. TRAFFIC. The lawful and orderly use of the streets for the purposes or travel by pedestrians, vehicles and street cars, both singly and together. DRIVER. A driver is a person who drives or is in actual physical control of a vehicle. OPERATOR. An operator is a person other than a chaui'- i'eur who drives or is in actual physical control of a motor ve- hicle upon the highway. CHAUFFEUR. A chauffeur is a person who drives a motor vehicle for hire. Section 2: AUTHORITY OF POLICE OBEDIENCE TO POLICE. Officers of the Police Depart- ment of said City shall; by voice, hand, semaphores, or ,other traffic control signal deviees, direct all trai'fic and it shall be unlawful for any person to refuse or fail to comply with any lawful order, signal or other lawful direction of a Police Offi- cer, and further provided, it shall be unlawful for any person other than an officer of said City Police Department or a person deputized by the Chief of Police of said City to direct or at- tempt to direct traffic by voice, hand or other signals. Section 3: SIGNS. "'z !: :l 31 ~:I 1 unlawfu~ for any person, firm or corporation, except as other- 2 wise herein provided, to erect, place or maintain any signs or :5 markers for the designation of the provisions of this Ordinance. 4 Section 4: OBEDIENCE TO TRAFFIC SIGNALS. It shall be unlawful for any person to disobey the instructions of any mechanical traffic signal, lettered traffic signs or paint marks placed upon the surface of the roadway, or upon the curb adjacent to said roadway, in accordance with the provisions of this Ordinance, or any barrier or sign erected by the Street Superintendent, or the Police or Fire 5 6 7 8 9 10 11 Departments. 12 Section 5: PEDESTRIANS. USE OF SIDEWALKS. CROSS- 13 ~LKS, AND SAFETY ZONES. It shall be unlawful for the operator or driver of any vehicle to drive into a safety zone or to drive into any sidewalk or crosswalk area, except at a regularly established 14 15 16 17 driveway or roadway. 18 Section 6: SCHOOL CROSSINGS. 19 20 The City Council of the City of Vernon shall mark or cause to be marked with wnlte paint, crosswalks approximately fifteen (15) feet wide on the roadway of any public highway in the vicinity of public schools where, in the opinion of the City 21 22 23 24 Council, such crosswalks are advisable,. PRIVATE ROAD OR 7 DRIVEWAY. 8 It shall be unlawful for any driver or operator of a vehicle to dr~ve said vehicle out of an alley, private road or driveway unless such vehicle has been brought to a complete stop immediately prior to crossing the sidewalk. 9 Section 9: FOLLOWING FIRE APPARATUS PROHIBITED~ 16 It shall be unlawful for any driver or operator of any vehicle to follow any fire apparatus closer than five hundred (500) feet, or to par~ any vehicle within the block where said fire apparatus has stopped in answering a fire alarm. Section 10: RIGHT OF WAY FOR FUNERAL PROCESSIONS. Funeral processions have the right of way over all other traffic, except as herein otherwise provided. Section III MOTORCYCLES AND BICYCLES. 23 It shall be unlawful for any operator of a motorcycle or bicycle to carry any other person upon the bar, handlebar or tank of such vehicle. 24 25 Section 12: CLINGING TO MOVING VEHICLES. It shal10be unlawful for any person traveling upon a bicycle, motorcycle or any toy vehicle to cling to or attach himself or his vehicle to any other moving vehicle or street car upon any public highway of the City of Vernon. Section IS: STOPPING. STANDING. AND PARKING. In any place vi'here the standing of a vehicle will obstruct the use of any driveway; 5. At B.ny curb wi thln fifteen (15) feet of a fire hydrant; 6. Within fifteen (15) feet of a point on the curb immediately opposite the midblock end of an:l safety ze'ne; 7. At any place within fj.fteen (IE,) feet of an :inter- section in any business district, except at designated bus stops; 8. At any curb within fifteen (15). feet of any mid- block crosswalk; 9. At an:' curb fifteen (15) feet on either side of a private driveway; 10. At any curb on Alameda Street from the north bound- ary line of the City of rnon to the south boundary line of said City; 11. At the curb on 25th Street between Alameda Street 14 and the first railroad crossing, crossing 25th street East of 15 Alameda. 16 17 The Fire and Police Committee of the City Council of 18 the City of Vernon is hereby required to paint and maintain a red 19 line stenciled with white letters "NO STANDING," or "NO .t'ARKING," 20 upon ~he top of all curb lengths indicated in paragraphs 5,6,7, 21 8,9,10,11,12,13,14,15,lti,17,18,1~, and 20 of this section. In 22 the event there is no curb erected along said streets, then in 23 lieu o~ painting, the said Fire and Police Committee is hereby 24 authorized and required to place and maintain at all entrances to 25 all streets or parts of streets af~ected by this ordinance, signs giving notice of the parking time or "NO PARKING," as the case may be, and all signs shall comply with the California State Vehicle Code. Section 14: STOPPING ON PUBLIC HIGHWAY. '" z !: :l 31 ~:I 1 is necessary ror ~ne loading of or unloading of passengers or 2 materiaJ.s, providing that the loading or unloading of passen- :5 gers shall not consume more than five minutes (5), nor the load- 4 Ing or unloadihg of material more than thirty (50) minutes, in 5 the following designated places: 6 1. In any alley or alley way; 2. At any curb where the grade of the street exceeds 7 8 twelve (12%) per cent; 9 3. At any curb within twenty-five (25) feet of any entrance to any hospital; 4. Within fifty (50) feet of any entrance to any 10 11 12 police station; 5. In any street having a width of not more than twenty-five (25) feet between curbs, and the Fire and Police Committee of the City Council is hereby authorized and required to erect and maintain signs designating the provisions in this 13 14 15 16 17 paragraph. 18 19 6. In any bus stop not exceeding fifty (50) feet in length when so designated by the City Superintendent of Streets at places established as such by the City Council; and it shall in no event establish any bus stop adjacent to a safe~y zone at a regularly established street car stop. The said City Superintendent of Streets is hereby required to determine the exact location of loading zones, pro- vided that not more than one-fourth of the total length of any curb between street intersections in any business district shall 20 21 22 23 24 25 be reserved for loading zones. Subject to the provisions of Sections 13 and 14 of this Ordinance, it shall be unlawful for any driver or operator of any vehicle at any time to park for a longer period than one hour on any curb upon the public streets in the City of Vernon where said curb is painted green and stenciled in white letters "ONE HOUR PARKING," or where there is no curb, and signs posted by the City Council stating thereon "ONE HOUR PARKING," and "NO PARKING," longer than thirty (30) minutes where said curb is painted green and stenciled in white letters "THIRTY MINUTE PARKING,tf or where there are no curbs, and signs posted by the City Council stating tfTHIRTY MINUTE PARKING." It shall be unlawful for any person to park over a water meter within the City of Vernon where the curb is painted red stenciled in white letters," "NO PARKING," or where no curb exists and signs posted by the City Council stating "NO PARKING, at any time. The City Superintendent of Streets of the City of Vernon is hereby authorized and required to place and maintain at all entrances to all streets, or parts of streets, affected by this Ordinance, signs giving notice of the Parking time under Section 15 of this Ordinance, and all signs shall comply with the California State Vehicle Code.
