prolongation of any such lines from an alley across a street.
(b) Any portion of a roadway distinctly
indicated for pedestrial crossing by lines or other markings
on the surface.
INTERSECTION. An Intersection is the area embraced
within the prolongation of the lateral curb lines, or, if none,
then the lateral boundary line of the roadway or two highways
which join one another at approximately right angles, or an area
within which vehicles traveling upon different highways joining
at any other angle may come in conflict.
RIGHT OF WAY. Right of way is the privilege of the
immediate use of the highway.
SAFETY ZONE. Safety Zone is the area or space law-
fully set apart within a. roadway for the exclusive use of pe-
destrians and which is protected or which is marked or indi-
cated by vertical signs, raised markers or raised buttons,
in order to make such area or space plainly visible at all
times while the same is set apart as a safety zone.
VEHICLE. A Vehicle is a device in, upon or by which
any person or property is or may be propelled, moved or drawn
upon a highway, excepting a device moved by human power or used
exclusively upon stationary rails or tracks.
MOTOR VEHICLE. A Motor Vehicle is a vehicle which is
self propelled.
LOADING ZONE. That space adjacent to a curb, reser-
ved for the exclusive use of vehicles engaged in the loading
or unloading of materials or passengers from a public vehicle
or from a private vehicles, when said loading zone is established
in front of an established place of business.
PEDESTRIAN. Any person afoot.

or defaced so that an ordinarily observant person cannot be
apprised of or aware of.the existence of such provision and it
shall be unlawful for any person, firm or corporation, except as
otherwise herein provided, to erect, place or maintain any
signs or markers for the designation of the provisions of this
Ordinance.
Section 4. OBEDIENCE TO TRAFFIC SIGNALS
It shall he unlawful for any person to disobey the
instructions of any mechanical traffic signal, lettered traffic
signs or paint marks placed upon the surface of the roadway,
or upon the curb adjacent to said roadway, in ecordance with
the provisions of this Ordinance, or any barrier or sign
erected by the Street Superintendent, or the Police or Fire
Departments.
Section 5: -PEDESTRIANS; USE OF SIDEWALKS, CROSS -
WALKS= AND SAFETY ZONES.
It shall be unlawful for the operator or driver of
any vehicle to drive into a safety zone or to drive into any
sidewalk or crosswalk area, except at a regularly established
driveway or roadway.
Section 6: SCHOOL CROSSINGS.
The City Council of the City of Vernon shall mark or
cause to be marked with white paint, crosswalks approximately
fifteen (15) feet wide on the roadway of any public highway in
the vicinity of public schools where, in the opinion of the City
Council, such crosswalks are advisable. The City Council shall
mark, or cause to be marked, with white paint an arrow on the
surface of the roadway pointing in the direction of said school
crossing, together with the words "SCHOOL CROSSING," one hundred
(100) feet distant from each crosswalk established as above pro-
vided, and it shall be unlawful for the driver or operator of

any vehicle to drive into a crosswalk where there is displayed
a sign with the words "SCHOOL CROSSING," when there is in said
crosswalk, upon the side of the roadway upon which the said
vehicle is traveling, any pedestrian crossing the streets.
Section 13. STOPPING, STANDING AND PARKING. STAND-
ING PROHIBITED IN SPECIFIED PLACES.
Except to avoid conflict with other traffic, or in
compliance with the direction of a police officer or a traffic
signal, it shall be unlawful for the operator or driver of a
vehicle to stand in the following places:
1. At any curb on Alameda Street from the north
boundary line of the City of Vernon to the South boundary line
of said City;
2. At any curb on Boyle Avenue between Fruitland Road
and the first railroad crossing, crossing Boyle Avenue south of
54th street;
3. At any curb on 54th Street between Boyle Avenue
and Soto Street;
4, At the curb on the east side of Soto Street
between 54th Street and Fruitland Road;
5. At the South Curb on Fruitland Road between Soto
Street and Alcoa Avenue;
6. At the curb on 25th street between Alameda Street
and the first railroad crossing, crossing 25th street east of
Alameda Street;
7. At any curb an Alcoa Avenue between Fruitland Road
and the first railroad crossing South of Fruitland Road;
8. On the West curb of Santa Fe Avenue between the
City Hall and the north line of Vernon Avenue;
9. On the north side of 48th street between Alameda
Street and Santa Fe Avenue;

10. At any curb along any street in the City of
Vernon where the City Council has ordered the same to be painted
red and stenciled with white letters "NO STANDING," or "NO PARK-
ING," upon the top of all said curbs so ordered by the City
Council to be painted red, and in the event there are no curbs
along the street wherein the City Council prohibits parking,
signs giving notice of "NO PARKING" shall be posted in the
manner provided in this Ordinance.
The Superintendent of Streets of the City of Vernon is
hereby required to paint and maintain a red line stenciled with
white letters "NO STANDING," Or "NO PARKING," upon the top of
all curbs lengths indicated in paragraphs 1, 2, 3, 4, 5, 6, 7,
8, 9 and 10 of this section. In the event there is no curb
erected along said streets, then in lien of painting, said
Superintendent of Streets of said City is hereby authorized and
required to place and maintain at all entrances to all streets
or parts of streets affected by this Ordinance, signs giving
notice of the "PARKING TIME," or "NO PARKING," as the case may
be, and all signs shall comply with the California State Vehicle
Code.
Section 14: STOPPING ON PUBLIC HIGHWAY.
It shall be unlawful for the driver or operator of a
vehicle to stop said vehicle for a period of longer time,'than
is necessary for the loading of or unloading of passengers or
materials, providing that the loading or unloading of passengers
shall not consume more than five (5) minutes, nor the loading
or unloading of material more than thirty 30) minutes, in the
following designated placest

in no event establish any bus stop adjacent to a safety zone at
a regularly established street car stop.
The said .City Superintendent of Streets is hereby
required to determine the exact location of loading zones, pro-
vided that nomore than one-fourth of the total length of any

curb between street intersections in any business district shall
be reserved for loading zones. Said City Superintendent of
Streets is hereby further required to paint and maintain a yellow
line stenciled in black letters: "LOADING ONLY," upon the tops
of all curbs and places specified in this section.
Section 15: PARKING TIME LIMIT IN SPECIFIED PLACES.
Subject to the provisions of Sections 13 and 14 of
this Ordinance, it shall be unlawful for any driver or operator
of any vehicle at any time to park for a longer period of time
than one hour at any curb upon the public streets in the City of
Vernon where said curb is painted green and stenciled in white
letters "ONE HOUR PARKING," or where there is no curb, and signs
are posted by the City Council stating thereon ONE HOUR PARKING,"
and it shall be unlawful for any driver or operator of any ve-
hicle at any time to partk for a longer period of time than
thirty minutes where said curb is painted green and stenciled in
white letters "THIRTY MINUTE PARKING,"'or where there are no
curbs, and signs are posted by the City Council stating thereon
"THIRTY MINUTE PARKING." It shall be unlawful for any driver
or operator of any vehicle at any time to park for alonger period
of time than twenty minutes where said curb is painted green and
stenciled in white letters "TWENTY MINUTE PARKING," or where
there are no curbs,:. and signs posted by the City Council stating
thereon "TWENTY MINUTE PARKING."
It shall be unlawful for any person to park over a
water meter within the City of Vernon where the curb is painted
red, stenciled in white letters, "NO PARKING," or where no curb
exists and signs posted by the City Council stating "NO PARKING,"
at any time.
The City Superintendent of Streets of the City of
Vernon is hereby authorized and required to place andmaintain

at all entrances to all streets, or parts of streets, affected
by this Ordinance, signs giving notice of the parking time under
Section 15 of this Ordinance, and all signs shall comply with
the California State Vehicle Code.
Section 16: THROUGH STREETS AND BOULEVARD STOPS.
The following streets are hereby designated as through
highways:
THROUGH HIGHWAYS:
(a) Alameda Street from the north boundary line of
the City of Vernon to the South boundary line thereof;
(b) Santa Fe Avenue from the North boundary line of
the City of Vernon to the South boundary thereof;
(c) pacific Boulevard from Santa Fe Avenue to the
south city limits;
(d) Soto Street from the north boundary line of the
City of Vernon to the south boundary line thereof;
(e) Boyle Avenue from the north boundary line of
the City of Vernon to the South boundary line thereof;
(f) Alcoa Avenue from Vernon 'venue to the South
City Limits;
(g) Downey Road from the north boundary line of the
City of Vernon to the South boundary line thereof;
(h) Thirty- seventh street from Alameda Street to
Soto Street;
(i) Thirty- eighth street from the west city limits
to Santa Fe Avenue;
(j) Vernon Avenue from the east line of Santa Fe Avenue
easterly to the east line of Downey Road;
(k) Seville Avenue from ,46th street to Fruitland Road;
(1) Twenty -sixth street from Santa Fe Avenue to the
East City Limits;

Section 17: It shall be unlawful for the operator of
any vehicle or street car traveling along any street intersecting
with any such through highway to fail to stop such vehicle or
street car at the place where such street meets the nearest
property line of the through highway before entering such through
highway; PROVIDED the property line is clearly marked or a sign
posted as required by this Ordinance, and PROVIDED, HOWEVER,
that when the intersection is controlled by a police officer
or a traffic signal no vehicle shall be stopped as above pro-
vided when the signal to proceed has been given.
The Superintendent of Streets of the City of Vernon
is hereby authorized and required to place and maintain, or cause
to be placed and maintained, upon each and every street inter-
secting a through highway at or near the property line of the
through highway, appropriate signs upon the street, or device
or mark in the roadway, such sign, devise or mark to bear the
word "STOP," or the words "BOULEVARD STOP," in such position
and with letters of a size to be clearly legible for a distance
of fifty (50) feet, along the street intersecting such through
highway.
Section 18: Ordinance No. 558 and all ordinances and
parts of ordinances in conflict with this ordinance are hereby
repealed.

29ction 19: Where paint is used on the curb to indi-
cate parking regulations in this Ordinance, the following colors
indicate as follows:
(a) RED indicates no stopping, standing or parking
whether the vehicle is attended or unattended, except that a bus
may stop in any red zone marked or sign- posted as a bus- loading
zone;
(b) YELLOW indicates stopping only for the purpose
of loading or unloading passengers or freight for such time as
may be specified in this Ordinance;
(c) WHITE indicates stopping only for loading or
unloading of passengers for such time as may be specified in
this ordinance;
(d) GREEN indicates time limit parking specified
by this Ordinance,
Section 201 There being no newspaper of general
circulation printed, published and circulated in the City of
Vernon, the City Clerk is hereby directed to certify to the
passage of this ordinance, and shall post the same, or cause the
same to be posted, in three of the most public places in said
city, to -wit: The northwest corner of 38th street and Santa Fe
Avenue; the northwest corner of 37th street and Santa Fe Avenue;
and on the bulletin board in the lobby of the City Hall of the
City of Vernon, located at 4305 Santa Fe Avenue, in said City;
that this ordinance shall be in full force and effect from
and after thirty days from the date of posting.

ORDINANCE No. 565 (7/2/43) is the same as No. 558 except in the fol-
lowing particulars:
Sections 7 through 12 have been omitted entirely, but the
following section still bears the number "13".
In Section 12, subparagraphs 1 through 9 are the same as
subparagraphs 10, 11, 13, 14, 15, 16, 17, 18 and 19 of Ordinance
No. 558; ond the first paragraph at 10 has been added and reads as
follows:
