AND MAINTENANCE OF AUTOMOBILE CAMPS AND AUTOMOBILE TRAILER CAfitpS
3 WITHIN THE CITY OF VERNON, PIXING A LICENSE TlffiREFOR ANDPRO-
VIDING A PENALTY FOR VIOLA'l'ION TREHEOF.

5 THE CITY C OUNC IL OF 1'1m CITY OF VERNON DOES ORDAIN AS FOLLOWS:

Section 1. For the purpose of this Ordinance,
7
certain words and phrases are defined as follows; and certain
8
provis:tons sb..all be construed as herein set forth, unless it
9
shall be apparent from their context that they have a differ-
ent meaning.
Words used in the singular include the plural, and
the plural the singular. Words used in the present tense include
the future.
"Trailer Coach" defined: Trailer Coach as used in
this Ordinance means a vehicle without motor power, which is
designed for:
(a) Human habitation;
(b) Carrying persons or property on :its own
structure;
(c) Being drawn by a motor vehicle.
"'Trailer cam!?" defined: Trailer Camp as used in
this ordinance means an area or tract of land on which two or
more trailer coaches are maintained or used for a continued
period in excess of seven (7) days; space is rented or held
out for rent to owners or users of trailer coahces; or free
parking of trailer coaches 1s permitted.
"Police Department" defined: The Police Department
is the Police Department of the City of Vernon.
Section 2. It shall be the duty of the Police De-
partment to enforce allof the provisions of this Ordinance,

and, for the purpose of securing enforcement thereof, the
Pol ice Department representa t:tves shall have the right and
is hereby empowered to enter upon the premises of any trailer
camp operated now or to be operated within the City of Vernon
to inspect the same and all accomodations connected therewith.
Section 3. It shall be unlawful for any person,
f:1rm or corporation to maintain, conduct or carryon, or cause
or permit to be maintained, conducted or carried on, any
trailer camp without first applying for and receiving from
the ciiy Council of the CIty of Vernon, a permit so to do,
in the manner hereinafter provided, or without complying with
the regulatj.ons hereinafter set forth.
Section 4. Each application for such permit shall
be in writing and shall state the name and address of the
applicant; a description of the properth wherein and whereon
it is proposed to conduct a camp ground. Such application
shall be accompanied by an inspection fee of Ten Lollars ($10.)
and shall be filed with the City Clerk of the City of Vernon.
Section 5. Upon filing the said applicat:'Lon ac-
c cmpanied by the inspecti.on fee, it shall be the duty of the
Police Department, or any of its authorized representatives,
to investigate the premises and determine whether said pro-
posed trailer camp ground or site selected therefor conforms
to the requirements of this Ordinance, and the rules, regula-
tions and laws of the State of California, and, upon said
investigation said Police Department shall file a report with
the cit:{ Council of the City of Vernon setting forth their
findings of fact as to whether said camp site has complied with
this Orc1:i.nanc e, and upon the fil ing thereof, sa id City C ounc il
shall, upon investigation, approve or reject any proposed camp

site, and if same is rejected, the reasons thereof shall be
set forth in the minutes of the City Council.
Section 6. Any per:mlt granted hereunder shall be
subject to revocation or suspension for the violation of any
of the provisions of this Ordinance after hearing thereon,. In
the following manner: a notice thereof shall be served upon
the person holding said permit, specifying wherein he has
failed to comply with this Ordinance, and requiring him to
appear before the City Council of the City of Vernon, at a
date and hour therein specified not less than five (5) days
after the personal service upon such permit-holder requiri.ng
him to show cause at said time and place why said permit
should not be revoked or suspended.
Section 7.
It shall be unlawful for any persom,
firm or corporation owning or operating a trailer coach loca-
ted in a trailer camp, to remove,or cause to have removed, the
wheels or any similar transporting device from said trailer
coach, or to otherwise permanently fix any trailer coach to
the gr~o-und in a manner t11a t would prev"ent ready 11emov'sl o.t'
said trailer coach, without first obtaining a permit so to
do from the Police Department of the City

Section 8.
Every trailer camp shall be laid out
within an available camping site of not less than twenty (20)
feet by twenty-five (25) feet for each party, and no greater
number of camping parties shall be allowed' than there are a-
vailable camping sites.
Section 9. Any area or tract of land upon which any
trailer camp is maintained, conducted or carried on, shall
be well drained and graded so as to prevent standing water or
muddy conditions. All trailer camps shall to kept free from
dust; all camping spaces shall be arranged in rows, abutting

on or fac ink; on a driveway or free space, of not less tha.n
twenty (20) feet in width, which space shall have unobstructed
access to a public street or alley.
Section 10. All trailer coaches, trailer houses,
and every part of any trailer camp shall be.kept clean and
free from accumulation of refuse, garbage, rubbish or debris
or any kind and no infestation of flies or insects of any
kind shall be permitted to exist.
Section 11. An adequate supply of clean water
shall be supplied to meet the requirements of each. trailer
camp; the water supply shall be obtainable from faucets only;
the fau~s shall be provided within one hundred (100) feet
of any part of such trailer camp ground.
Section 12. Flush water closets shall be provided
in separate compartments for each eex,within a distance of
not more than one hundred fifty (150) feet or~ any part of
any trailer camp; th.ere shall be established at least one
water closet for men and one water closet for women, for each
six spaces reserved for trailer coaches, and each water closet
shall be connected wi th t he sewer. Each water closet shall
be distinctly marked "Par Men," and "For Women" and location
of said water closets plainly designated by signs. No chem-
ical toilets may be maintained where sufficient water supply
to flush the water closets can be obtained.
All water
closets or compartments containing bathing facilities, shall
be kept clean of' obnoxious odors, flies, mosquitos or other
insects, and be well lighted and ventilated directly to the
outs:1de air.
The floors of all water closets shall be con-
structed and maintained in a water""proofcondition by using
cement, concrete or other type of water-proofing ;naterial

and shall be extended Lipwards on the wall not less than two
et above the finished floor level of water proof material.
Section 13. It shall be unlawful for any person to
use or nermit to be used or operated any toilet installed or
m~intained in Bny trailer coach or trailer house, when said
trailer coach or trailer house is located or camped within
t confines of any trailer csmpt unless same is connected with
the sewer system.
Section 14. Shower baths and other bathing facilities
shall have hot and cold running water; shall be provided in
separate compartments for ever.y six spaces re served for trailer
coaches for eacb sex. All shower bath compartments, floors
and walls, shall be constructed and maintained in an orderly
approved condition by using cement, concr~te or other approved
water-proofing material, which water-proofing shall extend to
the heighth of not less than five feet (5') on the interior
walls of such shower compartments and said shower shall be con-
nected with the sewer.
Section 15. Ther'e shall be provided one or more
slop sinks, properly connected with the sewer; said sinks shall
be conveniently located and at no greater distance tban one-
hundred feet (100') from any trailer coach on said tl'a51er camp
site.
Section 16. Metal gar'bage cans with tight fitting
covers for each trailer coach shall be provided and waste shall
be disposed of by the operator of the said trailer camp. No
garbage shall be allowed to be buried on the premlses.
Section 17. No d,ogs or other animals shall be permitted
to run at large in said tr'B iler camp site.

Section 18. It shall be unlawful for any waste water
from any trailer coach to be deposited upon tt.e surface of the
ground and all fixtures from sinks; bath, showers or other
plumbing fixtures in use in any trailer coach must be connect-
ed with the sewer.
Section 19. Each operator of a trailer camp site shall
be required to pay a license fee of $5.00 per annwn, payable
annuall~T in advance for eaert five hundred (500) square feet
used for the purpose of a trailer camp site.
Section 20.
This ordinance is urgently required for
the irmned iate preservat ion of publ io health, peao e and safety,
and shall be in effect immediately following the passage and
posting thereof. The following is a specific s ta terClent whow-
ing the emergency of this ordinance:
There are certain grounds proposed to be used as
camp grounds and are without regulation, and for the purpose
of regulation it :is necessary for immediate preservat50n of
public health, peace and safety that this ordinance be in
effect i~mediately on and after its passage and posting.
Sec tion 21. Any person, firm or c or'pora t ion viola t-
ing tte provisions,or any of them, of this ordinance, shall be
deemed guilty of a misdemeanor and upon conviction thereof
shall te punishable by a fine of not to exceed the sum of
r~ Hundred ($300.00) Dollars or imprisonment in the City
Jail of Vernon or the Gount~ Jail of Los Angeles County,
.fOl~ a period of time not to exc eed ninety ceO) days, or by
both such fine and imprisonment.
Section 22~ The City Clerk shall certify to ths passage
and adoption of this ordinance and shall cause the same to be
posted in three of the most conspicuous places within the City
