ORDINANCE NO. 614 AN ORDINANCE OF THE CITY OF VERNON APPROPRIATING FROM THE GENERAL FUND OF SAID CITY THE SUM OF FIFTEEN THOUSAND DOLLARS ($15,000.00) PER ANNUM FOR A PERIOD OF FIVE YEARS FROM JANUARY 1, 1948 FOR THE PURPOSE OF PROVIDING A FUND TO BE USED FOR PUBLICITY AND ADVERTISING OF SAID CITY, AND PROVIDING THE MANNER AND PURPOSES IN AND FOR WICH SAID APPROPRIATIOII SHALL BE USED AND EXPENDED AND AU'mORIZING THE MAYOR AND Cln CLERK OF SAID CITY TO ENTER INTO A CONTRACT WITH THE VERBON INDUSTRIAL DEVELOPMENT ASSOCIATION PROVIDING FOR THE USE AND EXPENDITURE OF SUCH FUNDS FOR SUCH PURPOSES. THE CITY COUNCIL OF THE CITY OF VERBON DOES ORDAIN AS FOLLOWS: THAT" 'WHEREAS in the opinion of the City Council of the City of Vernon, public interest" convenience, necessity and the general welfare of said city and of its citizens and inhabitants requir that a portion of the revenue of said city be appropriated and expended for the purpose of advertising and giving publicity to the commercial" -industrial and other ad- vantages of said city, to the end that its present aubstantial growth and development along all lines may be encouraged and augmented and its general desirability as a place in which to work and engage in a business be more effectively brought to the attention of the public generally; and WHEREAS, there has been incorporated under the laws of the State of California and is now functioning in said city" a non-profit organization known as the Vernon Industrial Devel- opment Association" whose purposes are to promote the advantages of the land situated therein and generally to promote the wel- fare of said city, and whose personnel, organization and facil- ities have been carefu1y investigated by said CounCil, and said CouncU is of the opinion that said Vernon Industrial Develop- ment Association has the personnel, organization and facilities to render more economical, effective and efficient advertising and publicity services than now exists, or could ever be devel- oped by the city itself; and 1. - I I . ' 1 WHEREAS, the City Council of the City "of Vernon did 2 enter into a contract with the Vernon Industrial Development 3 Association for a period of five years from January 1, 1943; 4 and 5 WHEREAS, in the opinion of the City Council, the general 6 welfare o~ the City of Vernon shall best be served .and the judi- 7 cious expenditure of the annual advertising and publicity appro- 8 priations of said city most e.fectively accomplished by the 9 execution of another contract for a period of five years from 10 January 1, 1948 by and between the said City of Vernon and the 11 said Vernon Industrial Development Association for publicity 12 and advertising for said city: 13 NOW, THEREFORE, pursuant to the provisions of an act 14 of the Leg:iSl.ature of the State of California, entitled "An Act 15 Authorizing Municipal Corporations to Expend Money for Adver- 16 tising or Publicity Purposes, approved April 5" 1927," and 17 the powers vested in it under the General Laws of the State of 18 California, the City Council of the City of Vernon does ordain 19 as follows: 20 Section 1: That the City Treasurer be and he is here- 21 by authorized and instructed to appropriate from the General 22 Fund the sum of Seven thousand Five Hundred dollars ($7500.00) 23 for the purpose of carrying into execution this contract for 24 the fiscal year 1947-1948. 25 ~ 26 ~~ >- ri> ~;;; 27 9 ~::i '" (I)~z~<l:: ~zo-u 0 28 ~uo:~~ i ~ 0", . 0: ~ .. .... >io < .. 2 >... It 2>.....>~.. 29 ~ (1)< e i : o<(>-..u z z II ~"'--Oo -o!!:... :t 00 U C) ~ 30 :I <C Z ~ .. _ Id I I- CD ... .. o Z ~ :J 31 :I 32 I I . .~ matters and things set forth in the contract hereinafter re- ferred to," and shall be expended in the following manner: Upon the rendition of the Vernon Industrial Development Asso- ciation of satisfactory publicity and advertising service for I the City of Ver.non" and other services that may be rendered to the City of Vernon as requested by the City Council, Twelve Hundred Fifty Dollars ($1250.00) shall be paid to said Vernon Industrial Development Association at the end of each month, all in accordance with the terms and provisions of that certain contract referred to in the preceding section. Section 3. That the Mayor and City Clerk of said City of Vernon, be, and they are hereby authorized, empowered and directed to execute on behalf of said City that certain contract of concurrent date with the adoption of this ordinance whereby the City of Vernon does agree to hire the said Vernon Industrial Development Association as advertising and publicity agent and said Vernon Industrial Development Association agrees to render ror a period of five (5) years from January 1, 1948 all publicity and advertising services for the City of Vernon at the price of Fifteen Thousand Dollars per annum, payable in installments of one thousand two hundred fifty dollars ($1250.00) per month at the end of each month, which said contract is hereby approved by the City Council of said City. Section 4. That the City Clerk of the City of Vernon shall certify to the passage of this Ordinance and cause the same to be posted in three of the most conspicuous places in the City of Vernon, to-wit: The Borthwest corner of 38th street and Santa Fe Avenue, the Northwest corner of 37th street and Santa Fe Avenue" and the Bulletin Board in the lobby of the City Hall or the City of Vernon, located at 4305 Santa Fe Avenue and that this Ordinance shall be in full force and efrect from 3. e -4l ~. 10 I I . ~ ' ....'
