2 AN ORDINANCE OF THE CITY OF VERNON REGULATING THE ESTABLISHMENT
AND MAINTENANCE OF AUTOMOBILE CAMPS AND AUTOMOBILE TRAILER CAMPS
3 WITHIN THE CITY OF VERNON, FIXING A LICENSE THEREFOR, PROVIDING
A PENALTY FOR VIOLATION THEREOF, AND REPEALING ALL CONFLICTING
4 ORDINANCES, OR PARTS OF ORDINANCES.
5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

Section 1. For the purpose of thi8 ordinance, certain
7 words and phrases are defined as follows, and certain provisions
8 shall be construed as herein set forth, unless it shall be ap-
9 parent from their context that they have a different meaning.
10 Words used in the singular include the plural, and the
11 plural the singular. Words used in the present tense include
12 the future.
13 "Trailer Coach" defined: Trailer coach as used in this
14 Ordinance means. vehicle without motor power, which is designed
15 for:
16
(a) Human habitation;
(b) carrying persons or property on its own
17
18 structure;
19
(c) Being drawn by a motor vehicle.
"Trailer camp" defined: Trailer Camp as used in this
20

ordinance means an area or tract of land on which two or more
22
trailer coaches are maintained or used for a continued period
in excess of 8even (7) days; space is rented or held out for
rent to owners or users of trailer coaches; or free parking of
23

trailer coaches is permitted.
"police Department" defined: The police Department
is the police Department of the City of Vernon.
Section 2. It shall be the duty of the police Depart-
ment to enforce all of the provisions of this ordinance, and,
for the purpose of securing enforoement thereof, the pOlice De-
partment representatives shall have une right and is hereby em-
powered to enter upon the premises of any trailer camp operated

1 now or to be operated within the city sf Vernon to inspect the
2 aame and all accommodations connected therewith.

Section 3. It shall be unlawful for any person, firm
4 or corporation to maintain, conduct or oarry on, or cause or per-
5 mit to be maintained, conducted or carried on, any trailer oamp
6 without first applying for and receiving from the City Counoil
7 of the City of Vernon, a permit so to do, in the manner herein-
8 after provided, or without complying with the regulations herein-
9 after set forth.

section 4. Each application for such permit shall be
11 in wri ting, and shall state the naBle and address of the applioant,
12 a statement as to whether the applioant i8 the owner or leasee
13 of said property, and, if applicant is lessee, a copy of the lease
14 shall be attaohed to the application. In addition the application
15 shall be aooompanied by a plot showing the exterior boundary lines
16 of said site, its area; the location for each trailer coach, to-
17 gether with the dimensions of the plot assigned to each trailer
18 coach, and the number assigned to each plot. Such application
19 shall be accompanied by an inspection fee of Ten Dollars ($10.00),
20 and shall be filed wi th the City Clerk of the CIty of Vernon.
21 Section 5. Upon filing the said ~plication acoompanied
22 by the inspection fee, it shall be the duty of the pOlioe Depart-
23 ment, or any of its authorized representatives, to investigate
24 the premi8es and determine whether said proposed trailer camp
25
ground or site selected therefor conforms to the requirements

of this Ordinance, and the rules, regulations and laws of the
state of California, and, upon said investigation said pOlice
Department shall file a report with the City Council of the CIty
of Vernon letting rorth their findings of fact as to whether
said oamp site has complied with this Ordinance, and upon the
31 filing thereof, said City council shall, upon investigation,

1 from dust; all camping spaces shall be arranged in rows, abutting
2 on or facing on a driveway or free space, of not less than twenty
3 (20) feet in width, which space shall have unobstructed access to
4 a public street or alley.

Section 10. All trailer coaches, trailer houses, and
6 every part of any trailer camp shall be kept clean and free from
7 accumulation of refuse, garbage, rubbish or debris of any kind
8 and no infestation of flies or insects of any kind shall be per-
9 mi tted to exist.

Section 11. An adequate supply of clean water shall
11 be suppled to meet the requirements of each trailer oamp site;
12 the water supply shall be obtainable from faucets only; the
13 faucets shall be pravided within twenty five (25) feet of each
14 trailer camp sit.. Each trailer camp site shall be equipped
15 with, not more than twenty five (25) feet distant therefrom,
16 and plainly marked so as to indicate for which trailer camp site
17 it is furnished, a flush toilet, shower and basin with clean
18 water faucets, each water closet, shower and basin to be con~
19 nected with the sewer. No chemical toilets may be maintained.
20 All water closets, bathing facilities, compartments or rooms
21 containing same, shall be kept clean and sanitary, free from
22 obnoxious odors, flies, mosquitoes or other insects, and be
23 well lighted and ventilated directly to the outside air. The
24 floors of all rooms or compartments containing water closets
25 or bathing facilities shall be cons truoted and maintained in

2 the reasons thereof shall be set forth in the minutes of the
3 City Council.

Section 6. Any permit granted hereunder shall be sub-
5 ject to revocation or suspension for the violation of any o:f the
6 provisions of this Ordinance after hearing thereon, in the follow-
7 ing manner: a notice thereof shall be served upon the person
8 holding said pe~t, specifying wherein he has failed to oomply
9 with this ordinanoe, and requiring him to appear before the City
10 Council of the City of Vernon, a t a date and hour therein apeci-
11 fied not less than :five (5) days after the personal service upon
12 such permi t-holder requiring him to show oause at said time and
13 . place why said permit should not be revoked or suspended.

Seotion 7. It shall be unawful for any person, firm
15 or corporation owning or operating a trailer ooach located in
16 a trailer camp, to remove, or cause to have removed, the wheels
17 or any similar transporting device from said trailer ooaoh, or
18 to otherwise permanently fix any trailer coach to the ground
19 in a manner that would prevent ready remova 1 of said trailer
20 ooaoh, without tirst obtaining a permit so to do from the Police
21 Department of the City of Vernon.

section 8. Every trailer camp shall be laid out with-
23 in an available cWMping site of not less than twenty (20) feet
24 by twenty-five (25) feet for each party, and no greater number
25 of camping parties shall be allowed than there are available

Section 9.
Any area or tract of land upon which any
camp is maintained, conducted or carried on, shall be
paved with pavement not less than four inches (4") in thickness
and shall be well drained and graded so as to prevent standing

2 shall be connected with the sewer. Shower baths and other bath-
3 ing facilities shall have hot and cold running water. There
4 shall be provided in each unit a slop sink properly connected
5 with the sewer.

Section 12. It shall be unlawful for any person to
7 use or permit to be used or operated any toilet installed or
8 maintained in any trailer coach or trailer house, when said
9 trailer eoach or trailer house is located or camped within the
10 oonfines of any trailer camp, unless same Is connected with the
11 8ewer system.
12 Section 13. Metal garbage cans, with tight fitting
13 covers, for each trailer coach, shall be provided and waste
14 shall be disposed of by the operator of said trailer camp daily.
15 No garbage shall be allowed to be buried on the premises.
16 Section 14. No dogs or other animals shall be per-
17 mitted to run at large in said trailer camp site.

Section 15. It shall be unlawful for any waste water
19 from any trailer ooach to be deposited upon the surface of the
20 ground and all fixtures from sinks, bath, showers or other
21 plumbing fixtures in use in any trailer coach must be connected
22 with the sewer.

Section 16. Each operator of a trailer oamp site shall
be required to pay a license fee of Twenty Five Dollars ($25.00)
per annum, payable annually in advance, for each trailer location.
Section 17. The following regulations shall apply to

the operation of each trailer camp site:
(a) All trailers parked therein shall be equipped
with room heaters and cooking stoves, all to be electric,
and no gas or other fuel shall be permitted in sald
trailers;

(b) Each trailer shall have affixed, in accord-
2 ance with the Motor Vehicle Code of the state of Cali-
3 fornia, a valid motor vehicle license;
4
(c) A register shall be kept by the operator of
5 the trailer camp site giving the name and address of
6 the registered owner of said trailer, and the name and
7 address of all occupants of said trailer, together with
8 the names and addresses of all ohanges in occupanoy of
9 said premises, a copy of said registration to be sup-
10 plied to the Chief of Police of the Ci ty of Vernon on
11 Monday of each week, on forma to be approved by the
12 police Department;

(d) The name, make and size of each trailer;
(e) Name of owner and registered owner;
(f) Name of each occupant of each trailer;
(g) Location of trailer in said trailer camp;
(h) License, make, model, year, legal owner

18 and registered owner of motor vehicle drawing said
19 trailer to said trailer camp;

(i) All applications for licenses shall contain
three (3) copies of a chart or plot showing the loca-
tion of said proposed trailer camp with reference to

the public streets of the City of Vernon; the exterior

boundary lines; the location of the parking spaces for
said trailers, toilets, showers, clean water fauoets,

streets and parkways; the type of paving showing drain-
age faoilities; the entranoe and exits, and the size
thereof; the location of the business office on said
premises and the size thereof; the location of the
streets and alleyways which are maintained in said trailer
camp site;

(j) The exterior boundary of said trailer camp
2 site shall be fenced with 81 chain link, wire mesh,
3 fence, and there shall be installed upon the premises
4 by the operator thereof fire hydrants of a size, and in
5 locations, all as directed by the Chief of the Fire De-
6 partment of the Ci ty of Vernon.

Section No. 18. Any person, firm or corporation vio-
8 Ilating the provisions, or any of them, of this ordinance, shall
9 be deemed guilty of a misdemeanor and, upon conviction thereof',
10 shall be punishable by fine of not to exceed the sum of Three
11 Hundred Dollars ($300.00) or imprisonment in the City Jail of
12 Vernon, or the County Jail of the County of Los Angeles, for
13 a period of time not to exceed nine ty (90) days, or by both
14 such fine and imprisonment. Every day on which a violation of
15 this ordinance is permi tted shall be deemed a separate offense.
Section 19. The City Clerk shall certify to the pass-
16
17 age and adoption of this ordinance and shall cause the same to be
18 posted in three of the most conspicuous places within the City
19 of Vernon, to-wit: The Northwest corner of 38th Street and
20 Santa Fe Avenue, the Northwest corner of 37th Street and Santa
21 e Avenue, and the Bulletin Board in the lobby of the City Hall
22 of the City of Vernon, located at 4305 Santa Fe Avenue; and the
23 same shall be in full force and effect from end after thirty (30)
24 days of the date of posting.
